Pinckneyville City Council met Oct. 19.

ROLL CALL

Mayor Robert L. Spencer called the special meeting of the Pinckneyville City Council to order at 9:00 a.m. in the Council Chambers, City Hall. Members present: Commissioners Ricky J. Cicardi, Kevin B. Hicks, Sammy D. Peradotta, William B. Stotlar, and Mayor Robert L. Spencer. Mayor Spencer declared a quorum present. Administrative staff present: City Clerk Melissa S. Kellerman, City Attorney Don Bigham, and Economic Development Coordinator Carrie Gilliam.

RESOLUTION NO. R-2020-34 AUTHORIZE COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM GRANT FOR ADA COMPLIANT SIDEWALKS AND STORM SEWER IMPROVEMENTS

Mayor Spencer presented Resolution No. R-2020-34, a resolution to authorize and support the application of the City of Pinckneyville for a Community Development Block Grant Program Grant for ADA Compliant sidewalks and storm sewer improvements. These funds are to be used for a community development project that will include the following activities: installation of ADA compliant sidewalk and new storm sewer along IL Rte. 154/13 near Mann Drive. The total amount of CDBG funds to be requested is $628,270.70. The amount of CDBG funds proposed to be used for activities that will benefit low-to-moderate income persons is $356,480.80, approximately 56.74% of the people in that area. The City of Pinckneyville also proposes to expend $82,946.30 in non-CDBG funds on the project. These non-CDBG funds will be derived from the following sources: City of Pinckneyville -Tax Increment Financing (TIF) Account ($82,946.30). Commissioner Peradotta made a motion to approve Resolution No. R-2020-34. The motion was seconded by Commissioner Stotlar. On roll call: Commissioners Cicardi, Hicks, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

RESOLUTION NO. R-2020-33 AUTHORIZING AN INTERGOVERNMENTAL AGREEMENT BETWEEN THE STATE OF ILLINOIS, ILLINOIS DEPARTMENT OF TRANSPORTATION – AERONAUTICS AND THE CITY OF PINCKNEYVILLE, PERRY COUNTY, ILLINOIS

Commissioner Hicks presented Resolution No. R-2020-33, a resolution placed on file at the October 12, 2020, regular council meeting, authorizing an Intergovernmental Agreement between the State of Illinois, Illinois Department of Transportation – Aeronautics and the City of Pinckneyville, Perry County, Illinois. Commissioner Hicks made a motion to approve Resolution No. R-2020-34. The motion was seconded by Commissioner Cicardi. On roll call: Commissioners Cicardi, Hicks, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

PUBLIC COMMENTS

Pete Spitler from the Pinckneyville Press stated he had two questions for the Council:

• He questioned the significance of the of the airport project. Mayor Spencer stated it is a rehabilitation of the aircraft area from the runway approaching the building and the parking area.

• He stated the Governor will be in Murphysboro today to talk about COVID19 and Region 5 exceeding the 8% threshold for mitigation. He then asked the Mayor and Commissioners thoughts on this subject. Mayor Spencer stated he had hoped we would not reach that point, and that he had missed a call from the Governor earlier in the morning. He stated he did not know what the outcome would be, but assumed it would be similar to what Region 4 had recently experienced.

ADJOURNMENT

Motion made by Commissioner Hicks, seconded by Commissioner Stotlar to adjourn the special meeting. On roll call: Commissioners Cicardi, Hicks, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried and the special meeting was adjourned at 9:04 a.m.
