City of Pinckneyville City Council met Nov. 9.

Here is the minutes provided by the council:

ROLL CALL

Mayor Robert L. Spencer called the regular meeting of the Pinckneyville City Council to order at 6:00 p.m. in the Council Chambers, City Hall. Members present: Commissioners Ricky J. Cicardi, Kevin B. Hicks, Sammy D. Peradotta, William B. Stotlar, and Mayor Robert L. Spencer. Mayor Spencer declared a quorum present. Mayor Spencer announced the agenda was set. Administrative staff present: City Clerk Melissa S. Kellerman, City Attorney Don Bigham, Police Chief Kenny Kelley, and Fire Chief Jim Gielow. Due to the COVID-19 Pandemic, the public was invited to attend by social distancing in the lobby area and the Council Chambers of City Hall or by calling in on a conference line. The Pledge of Allegiance was led by Commissioner Peradotta.

PREVIOUS MINUTES

Motion was made by Commissioner Peradotta to approve the minutes of the October 26, 2020, regular council meeting. The motion was seconded by Commissioner HIcks. On roll call: Commissioners Cicardi, Hicks, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

TREASURER’S REPORT

Commissioner Stotlar reviewed treasurer’s report and stated that Total Gross Payroll was $1,541,326.39 for the payroll ending October 2020. Total Hours Paid were 66,880.50 and overtime hours were 1,490. Commissioner Stotlar made a motion to approve the treasurer’s report. The motion was seconded by Commissioner Hicks. On roll call: Commissioners Cicardi, Hicks, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

ACCOUNTS PAYABLE

City Clerk Melissa Kellerman added six invoices to the accounts payable that totaled $882.71. The invoices added are: $125.75 to Frontier, $10.16 to Egyptian Electric, and 4 invoices to AEP Energy that total $746.80. Commissioner Stotlar made a motion to approve the accounts payable with the additional six invoices. The motion was seconded by Commissioner Cicardi. On roll call: Commissioners Cicardi, Hicks, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

CORRESPONDENCE

Commissioner Hicks announced that the Pinckneyville Chamber will hold the Cracklin’ Christmas November 19, 2020, from 5:00 – 7:30 p.m., with the Christmas tree lighting at 7:30 p.m. He stated that businesses will begin offering their sales during the day to reduce crowds during the event.

Mayor Spencer announced the American Legion’s Veteran’s Day Service on November 11, 2020, has been cancelled due to COVID-19.

REQUEST TO HIRE STRUCTURAL STEEL SERVICES, INC., FOR TANK REMOVAL

Commissioner Cicardi requested approval to hire Structural Steel Services Inc., for removal of the old water tank at the water plant a cost of $8,360.00. Commissioner Cicardi made a motion to approve the request, and stated he hopes to start by the end of this month. The motion was seconded by Commissioner Peradotta. On roll call: Commissioners Cicardi, Hicks, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

REQUEST TO HIRE LITTON ENTERPRISES, INC., TO BYPASS TANK

Commissioner Cicardi requested approval to hire Litton Enterprises Inc., to bypass the tank being removed at a cost of $4,150.00. Commissioner Cicardi made a motion to approve the request, stating the City will be on a boil water order once this is complete and citizens will be notified. The motion was seconded by Commissioner Hicks. On roll call: Commissioners Cicardi, Hicks, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

REQUEST FOR VAC TRUCK RENTAL

Commissioner Cicardi requested approval for a vac truck rental for two days at the North Sewer Plant from Haier Plumbing at a cost of $5,000.00 for the two days. Commissioner Cicardi made a motion to approve the rental request. The motion was seconded by Commissioner Peradotta. On roll call: Commissioners Cicardi, Hicks, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

REQUEST TO PURCHASE 2020 RAM 1500 TRUCK

Commissioner Hicks requested to purchase a 2020 Ram 1500 Truck from Thomas Dodge-Chrysler-Jeep of Highland Inc., at a cost of $28,216.00 to replace Police Unit #9. He stated the funds to purchase the truck will come from the Police Fund. Commissioner Hicks made the motion to approve the purchase, which was seconded by Commissioner Stotlar. On roll call: Commissioners Cicardi, Hicks, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

ORDINANCE NO. O-2020-29 AUTHORIZING THE SALE OF A 1992 FORD TOWERS PUMPER

AND MISCELLANEOUS SURPLUS FIRE DEPARTMENT EQUIPMENT

Commissioner Hicks presented Ordinance No. O-2020-29, an ordinance authorizing the sale of a 1992 Ford Towers Pumper and miscellaneous surplus fire department equipment by the City of Pinckneyville, Perry County, Illinois. Commissioner Hicks made a motion approve Ordinance No. O 2020-29. The motion was seconded by Commissioner Cicardi. On roll call: Commissioners Cicardi, Hicks, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

RESOLUTION NO. R-2020-36 AUTHORIZING THE CITY OF PINCKNEYVILLE, PERRY COUNTY, ILLINOIS TO ACCEPT A PROPOSAL FOR INSURANCE COVERAGE FROM SHEFFER INSURANCE AGENCY

Commissioner Stotlar introduced Resolution No. R-2020-36, a resolution to be placed on file, authorizing the City of Pinckneyville, Perry County, Illinois, to accept a proposal for insurance coverage from Sheffer Insurance Agency. Commissioner Stotlar stated the policy renewal annual premium is $202,205.00. Commissioner Stotlar made a motion place on file Resolution No. R 2020-36. The motion was seconded by Commissioner HIcks. On roll call: Commissioners Cicardi, Hicks, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

RESOLUTION NO. R-2020-35 AUTHORIZING A TAX INCREMENT FINANCING (TIF) REDEVELOPMENT AGREEMENT FROM WILLIAM V. TIMPNER, D/B/A THE TROPHY ROOM

Mayor Spencer presented Resolution No. R-2020-35, a resolution placed on file at the October 26, 2020, regular council meeting, authorizing a Tax Increment Financing (TIF) Redevelopment Agreement between the City of Pinckneyville, Perry County, Illinois, and William V. Timpner, D/B/A The Trophy Room, in the amount of $5,000.00. Commissioner Cicardi made a motion to approve Resolution No. R-2020-35. The motion was seconded by Commissioner Stotlar. On roll call: Commissioners Cicardi, Hicks, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

PROPOSAL FROM LOOS EXCAVATING, INC. TO TEAR DOWN HOUSE AT 706 WEST WATER STREET

Mayor Spencer presented a proposal from Loos Excavating Inc. to tear down a house at 706 West Water Street and haul the debris to a landfill and to remove footings and level site with clay dirt at a price of $4,500.00. Commissioner Peradotta made a motion to approve the proposal. The motion was seconded by Commissioner Stotlar. On roll call: Commissioners Cicardi, Hicks, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

REVIEW SIX-MONTH CITY BUDGET REPORTS

Mayor Spencer reminded the Commissioners to review their six-month City budget reports. City Clerk Melissa Kellerman stated the budget reports were passed out Friday, November 6, 2020.

ADJOURNMENT TO EXECUTIVE SESSION

Motion by Commissioner Peradotta, seconded by Commissioner Stotlar to move the meeting to Executive Session at 6:17 p.m. for the discussion of Section 2 (c) (1) Appointment, employment, compensation, discipline, performance, or dismissal of an employee. On roll call: Commissioners Cicardi, Hicks, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

RETURN TO REGULAR MEETING

Motion by Commissioner Peradotta, seconded by Commissioner Stotlar to return to the regular meeting at 6:39 p.m. On roll call: Commissioners Cicardi, Hicks, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

REQUEST TO HIRE LICENSED OPERATOR – SEWER TREATMENT PLANTS/LAB

Commissioner Cicardi made a motion to hire Brad Boulton as a Wastewater 1 Licensed Operator – Sewer Treatment Plants/Lab to stated November 30, 2020, at a rate of $27.00 per hour. The motion was seconded by Commissioner Peradotta. On roll call: Commissioners Cicardi, Hicks, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

ADJOURNMENT

Motion by Commissioner Stotlar, seconded by Commissioner Cicardi to adjourn the meeting at 6:41 p.m. On roll call: Commissioners Cicardi, Hicks, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.
