Waterloo City Council met Nov. 16.

Here is the minutes provided by the council:

1. The meeting was called to order by Mayor Smith at 7:30 p.m.

2. The following Aldermen were present: Thomas, Hopkins, Trantham, Darter, Buettner, Row and Heller.

Absent: Notheisen

3. Pledge of Allegiance led by Mayor Tom Smith.

4. Correction or Withdrawal of Agenda Items by Sponsor.

Zoning Administrator Jim Nagel requested that Agenda Item 10B be withdrawn. Motion made by Alderman Darter and seconded by Alderman Row to withdraw item 10B from the agenda. Motion passed unanimously with Aldermen Darter, Buettner, Row, Heller, Thomas, Hopkins and Trantham voting ‘yea’.

5. Approval of Minutes as Written or Amended.

Approval of City Council Meeting Minutes dated 11-02-2020. Motion made by Alderman Darter and seconded by Alderman Buettner to approve the City Council Meeting Minutes from 11-02- 20. Motion passed unanimously with Aldermen Darter, Buettner, Row, Heller, Thomas, Hopkins and Trantham voting ‘yea’.

6. Petitions by Citizens on Non-Agenda Items. None.

7. Reports and Communications from the Mayor and other City Officers.

A. Report of Collector.

The report is in the packet. Motion to accept the report made by Alderman Heller and seconded by Alderman Row. Motion passed unanimously with Aldermen Heller, Thomas, Hopkins, Trantham, Darter, Buettner and Row voting ‘yea’.

B. Report of Treasurer.

The report is in the packet. Motion to accept the report made by Alderman Darter and seconded by Alderman Thomas. Motion passed unanimously with Aldermen Darter, Buettner, Row, Heller, Thomas, Hopkins and Trantham voting ‘yea’.

C. Report of Subdivision and Zoning Administrator. No report.

D. Report of Building Inspector / Code Administrator. The report is in the packet. E. Report of Director of Public Works. No report.

1. Centenarian Certificate Presented to Marjorie Mueth in Celebration of her 100th Birthday on October 31, 2020.

10. Presentation of Communications, Petitions, Resolutions, Orders and Ordinances by Aldermen.

A. Consideration and Action on Ordinance No. 1805 Amending the City of Waterloo Revised Code of Ordinances, Chapter 24 Motor Vehicle Code, Article VIII Traffic Schedules, Schedule A: Stop & Through Intersections, to include Glenbriar Drive at Sherwood Lane, and Glenbriar Drive at Castle Green Drive.

Motion made by Alderman Thomas and seconded by Alderman Heller to approve Ordinance No. 1805 Amending the City of Waterloo Revised Code of Ordinances, Chapter 24 Motor Vehicle Code, Article VIII Traffic Schedules, Schedule A: Stop & Through Intersections, to include Glenbriar Drive at Sherwood Lane, and Glenbriar Drive at Castle Green Drive. Motion passed unanimously with Aldermen Thomas, Hopkins, Trantham, Darter, Buettner, Row and Heller voting ‘yea’.

B. Consideration and Action on Ordinance No. 1806 Amending the City of Waterloo Revised Code of Ordinances, Chapter 24 Motor Vehicle Code, Article VIII Traffic Schedules, Schedule J: Speed Limit Streets, to include Rogers Street, at 35 mph, from Hamacher Road north for a distance of 1,350 feet.

Item withdrawn from agenda.

C. Consideration and Action on Ordinance No. 1807 Approving the Vacation of a Portion of a Public Utility and Drainage Easement on and between Lots 26 and 54 of “Remlok Phase 2” Subdivision in the City of Waterloo, Illinois.

Motion made by Alderman Darter and seconded by Alderman Hopkins to approve Ordinance No. 1807 Approving the Vacation of a Portion of a Public Utility and Drainage Easement on and between Lots 26 and 54 of “Remlok Phase 2” Subdivision in the City of Waterloo, Illinois. Motion passed unanimously with Aldermen Darter, Buettner, Row, Heller, Thomas, Hopkins and Trantham voting ‘yea’.

D. Consideration and Action on Ordinance No. 1808 Approving a Tax Levy for Corporate Purposes for the Current Fiscal Year Commencing on the 1st day of May, 2020 and ending on the 30th day of April, 2021 for the City of Waterloo, Illinois.

Motion made by Alderman Darter and seconded by Alderman Thomas to approve Ordinance No. 1808 Approving a Tax Levy for Corporate Purposes for the Current Fiscal Year Commencing on the 1st day of May, 2020 and ending on the 30th day of April, 2021 for the City of Waterloo, Illinois. Motion passed unanimously with Aldermen Darter, Buettner, Row, Heller, Thomas, Hopkins and Trantham voting ‘yea’.

E. Consideration and Action on Resolution No. 20-22 Authorizing the Execution of a Farm Contract between the City of Waterloo, IL and Norman & Edward Schaefer for the Right to Farm Land on 65 acres of Property.

The amount of acreage was questioned and determined to be 53.04 acres instead of 65 acres. Motion made by Alderman Row and seconded by Alderman Buettner to approve Resolution No. 20-22 Authorizing the Execution of a Farm Contract between the City of Waterloo, IL and Norman & Edward Schaefer for the Right to Farm Land on 53.04 acres of Property. Motion passed unanimously with Aldermen Row, Heller, Thomas, Hopkins, Trantham, Darter and Buettner voting ‘yea’.

F. Consideration and Action on Resolution No. 20-23 Authorizing the Execution of a Farm Contract between the City of Waterloo, IL and J & J Septic and Sewer Cleaning, LLC for the Right to Farm Land on 79.75 acres of Property.

The amount of acreage was questioned and determined to be 55.37 acres instead of 79.75 acres. Motion made by Alderman Buettner and seconded by Alderman Darter to approve Resolution No. 20-23 Authorizing the Execution of a Farm Contract between the City of Waterloo, IL and J & J Septic and Sewer Cleaning, LLC for the Right to Farm Land on 55.37 acres of Property. Motion passed unanimously with Aldermen Buettner, Row, Heller, Thomas, Hopkins, Trantham and Darter and voting ‘yea’.

12. Miscellaneous Business.

A. Consideration and Action on Approval of the 2021 Regularly Scheduled Meetings and Holiday Dates.

Motion made by Alderman Darter and seconded by Alderman Heller to approve the 2021 Regularly Scheduled Meetings and Holiday Dates. Motion passed unanimously with Aldermen Darter, Buettner, Row, Heller, Thomas, Hopkins and Trantham voting ‘yea’.

B. Consideration and Action on Full Page Ad to be placed in the 2021 Visitor’s Guide in the amount of $2,750.00 (discounted 50%) to be paid out of the Hotel / Motel Tax Fund. Motion made by Alderman Thomas and seconded by Alderman Heller to approve a Full Page Ad to be placed in the 2021 Visitor’s Guide in the amount of $2,750.00 (discounted 50%) to be paid out of the Hotel / Motel Tax Fund. Motion passed unanimously with Aldermen Thomas, Hopkins, Trantham, Darter, Buettner, Row and Heller voting ‘yea’.

C. Consideration and Action on Renewal of Liability and Workers Compensation, and Equipment Breakdown Insurance Coverage with IMLRMA.

Motion made by Alderman Thomas and seconded by Alderman Darter to approve the Renewal of Liability and Workers Compensation, and Equipment Breakdown Insurance Coverage with IMLRMA. Motion passed with Aldermen Thomas, Hopkins, Trantham, Darter, Buettner, Row and Heller voting ‘yea’.

D. Consideration and Action on Special Fence Permit at 205 Bellefontaine Drive. Motion made by Alderman Hopkins and seconded by Alderman Heller to approve a Special Fence Permit at 205 Bellefontaine Drive. Motion passed unanimously with Aldermen Hopkins, Trantham, Darter, Buettner, Row, Heller and Thomas, voting ‘yea’.

E. Consideration and Action on Setting December 07, 2020 at 7:20 p.m. as the Date and Time for a Public Hearing for an Annexation Agreement Between the City of Waterloo and BMW Land Trust for the Annexation of Approximately 19.84 Acres of Property. Motion made by Alderman Row and seconded by Alderman Heller to approve Setting December 07, 2020 at 7:20 p.m. as the Date and Time for a Public Hearing for an Annexation Agreement between the City of Waterloo and BMW Land Trust for the Annexation of Approximately 19.84 Acres of Property. Motion passed unanimously with Aldermen Row, Heller, Thomas, Hopkins, Trantham, Darter and Buettner voting ‘yea’.

F. Consideration and Action on Approval of the Downtown Beautification Application at 123-127 South Main Street - Wightman Building.

Motion made by Alderman Hopkins and seconded by Alderman Trantham to approve the Downtown Beautification Application at 123-127 South Main Street - Wightman Building. Motion passed unanimously with Aldermen Hopkins, Trantham, Darter, Buettner, Row, Heller and Thomas voting ‘yea’.

13. Discussion of Matters by Council Members Arising After Agenda Deadline. Mayor Smith requested that everyone assist in slowing down the spread of the COVID virus by wearing a mask, practicing social distancing and hand washing.

14. Executive Session for the Discussion of Contract Negotiations as allowed per 5 ILCS 120/2(c)(2).

Motion to move into Executive Session made by Alderman Heller and seconded by Alderman Darter. Motion passed unanimously to enter into Executive Session with Aldermen Heller, Thomas, Hopkins, Trantham, Darter, Buettner and Row and voting “yea”.

Entered into Executive Session at 7:44 p.m.

Adjourned Executive Session at 7:58 p.m.

Motion to resume City Council Meeting made by Alderman Thomas and seconded by Alderman Heller. Motion passed with unanimous voice vote. Mayor Smith resumed the City Council Meeting at 7:58 p.m.

15. Motion to Adjourn made by Alderman Buettner and seconded by Alderman Trantham. Motion passed with unanimous voice vote. Mayor Smith adjourned the meeting at 7:58 p.m.
