Waterloo City Council Met November 2

Waterloo City Council met Nov. 2.

Here is the minutes provided by the council:

1. The meeting was called to order by Mayor Smith at 7:30 p.m.

2. The following Aldermen were present: Notheisen, Thomas, Hopkins, Trantham, Darter, Buettner, Row and Heller.

3. Pledge of Allegiance led by Mayor Tom Smith.

4. Correction or Withdrawal of Agenda Items by Sponsor. None.

5. Approval of Minutes as Written or Amended.

Approval of City Council Meeting Minutes dated 10-19-2020. Motion made by Alderman Darter and seconded by Alderman Trantham to approve the City Council Meeting Minutes from 10-19- 20. Motion passed unanimously with Aldermen Darter, Buettner, Row, Heller, Notheisen, Thomas, Hopkins and Trantham voting ‘yea’.

6. Petitions by Citizens on Non-Agenda Items. None.

7. Reports and Communications from the Mayor and other City Officers.

A. Report of Collector. No report.

B. Report of Treasurer. No report.

C. Report of Subdivision and Zoning Administrator.

In 2019 thirty-nine (39) single family residence permits were issued. As of October 2020, the single family residence count is forty-four (44).

D. Report of Director of Public Works.

Banners were removed from the street lights on Market Street and the snowflakes were put up. Will continue to put up Christmas decorations.

E. Report of Chief of Police. No Report.

1. Presentation of Annual Police Pension Report by Mr. Keith Brinkmann.

F. Report of City Attorney. No report.

G. Report and Communication by Mayor.

1. Re-Appointment of Matt Holtman to the Building / Property Maintenance Board of Appeals for a Three-Year Term to expire on November 01, 2023.

Appointment approved unanimously with Notheisen, Thomas, Hopkins, Trantham, Darter, Buettner, Row and Heller voting ‘yea’.

8. Report of Standing Committees. No report.

9. Report of Special Committees. No report.

10. Presentation of Communications, Petitions, Resolutions, Orders and Ordinances by Aldermen. None.

11. Unfinished Business. None.

12. Miscellaneous Business.

A. Consideration and Action on Warrant No. 595.

Motion made by Alderman Darter and seconded by Alderman Heller to approve Warrant No. 595. Motion passed unanimously with Aldermen Darter, Buettner, Row, Heller, Notheisen, Thomas, Hopkins and Trantham voting ‘yea’.

B. Consideration and Action on Six-Month Extension of the Beautification Program for Darrell Gaitsch at 116 N. Main Street to May 03, 2021.

Motion made by Alderman Notheisen and seconded by Alderman Hopkins on approval of a Six-Month Extension of the Beautification Program for Darrell Gaitsch at 116 N. Main Street to May 03, 2021. Motion passed unanimously with Aldermen Notheisen, Thomas, Hopkins, Trantham, Darter, Buettner, Row and Heller voting ‘yea’.

C. Consideration and Action on Six-Month Extension of the Beautification Program for Dwight Schaeffer at 200 S. Market Street to May 03, 2021.

Motion made by Alderman Hopkins and seconded by Alderman Buettner to approve a Six-Month Extension of the Beautification Program for Dwight Schaeffer at 200 S. Market Street to May 03, 2021. Motion passed with Aldermen Hopkins, Trantham, Darter, Buettner, Row, Heller, Notheisen and Thomas voting ‘yea’.

D. Consideration and Action on Solicitation Request from the Monroe County Ambulance Service for a Toys-4-Tots Collection to be held on November 20, 21 and 22, 2020 at the intersections of Rogers / Hamacher and Main / Mill.

Motion made by Alderman Row and seconded by Alderman Buettner to approve a Solicitation Request from the Monroe County Ambulance Service for a Toys-4-Tots Collection to be held on November 20, 21 and 22, 2020 at the intersections of Rogers / Hamacher and Main / Mill. Motion passed unanimously with Aldermen Row, Heller, Notheisen, Thomas, Hopkins, Trantham, Darter and Buettner voting ‘yea’.

E. Consideration and Action on Approval of the Final Plat for Country Club Hills, PH III. 

Motion made by Alderman Notheisen and seconded by Alderman Hopkins to approve the Final Plat for Country Club Hills, PH III. Motion passed unanimously with Aldermen Notheisen, Thomas, Hopkins, Trantham, Darter, Buettner, Row and Heller voting ‘yea’.

13. Discussion of Matters by Council Members Arising After Agenda Deadline. Mayor Smith stated Ethan Ellis is to call in a JULIE locate in order to start his Story Book Eagle Scout project.

14. Motion to Adjourn made by Alderman Buettner and seconded by Alderman Row. Motion passed with unanimous voice vote. Mayor Smith adjourned the meeting at 7:39 p.m.
