Monroe County Board of County Commissioners met Nov. 2.

Here is the minutes provided by the board:

The meeting of the County Commissioners of Monroe County, Illinois was called to order at 8:15am by Chairman Robert Elmore.

The meeting opened with the Pledge of Allegiance.

Deputy County Clerk Dawn Goff called the roll. Chairman Robert Elmore, Commissioner Vicki Koerber, and Commissioner Dennis Knobloch were present.

Chairman Elmore asked for public comments.

The following Accounts Payable and Payroll having been approved for payment, Commissioner Koerber moved that the same be allowed and that vouchers be issued against their respective funds of the County Treasurer for payment. Motion seconded by Commissioner Knobloch. All voting Aye. None Nay. None Absent. Motion carried.

Motion by Commissioner Koerber to approve the open and closed minutes of the October 5, 2020 Board meeting. Second by Commissioner Knobloch. All voting Aye. None Nay. None Absent. Motion carried.

Commissioner Knobloch made a motion to approve the Oak Hill accounts payable report. Second by Commissioner Koerber. All voting Aye. None Nay. None Absent. Motion carried.

Commissioner Koerber made a motion to approve a revised raffle permit for Maidez Center. Second by Commissioner Knobloch. All voting Aye. None Nay. None Absent. Motion carried.

Commissioner Koerber made a motion to approve a resolution reappointing Lynden Prange to the 9-1-1 Emergency Telephone System Board for a term to commence on December 2, 2020 and expire on December 1, 2024 or until a successor is appointed and has qualified. Second by Commissioner Knobloch. All voting Aye. None Nay. None Absent. Motion carried. Resolution #20-103

Commissioner Koerber made a motion to approve a resolution reappointing Floyd Floarke to the 9-1-1 Emergency Telephone System Board for a term to commence on December 2, 2020 and expire on December 1, 2024 or until a successor is appointed and has qualified. Second by Commissioner Knobloch. All voting Aye. None Nay. None Absent. Motion carried. Resolution #20-104

Commissioner Knobloch made a motion to approve the 2020-2021 lease rate of $9.00 except for EMA. Second by Commissioner Koerber. All voting Aye. None Nay. None Absent. Motion carried.

Commissioner Knobloch made a motion to approve an invoice from Bellwether for budget services. Second by Commissioner Koerber. All voting Aye. None Nay. None Absent. Motion carried.

Aaron Metzger came before the Board. Mr. Metzger read the following statement: After hearing comments on the proposed Bluff Road bike lane project, the County has decided NOT to apply for grant funds to finance said project. Although the use of Bluff Road by bicyclists is permitted, the County feels the promotion of said use will create a safety issue on the narrow, winding Bluff Road. Creating a "separated" bike lane would be a safer alternative, but that would require the purchase of a substantial amount of additional right-of-way adding to the cost of the project. In addition, the cost and manpower needed to maintain the new paved shoulder at bike lane standards would create a hardship and financial burden on the Highway Department. Many people who attended the public meetings felt a bicycle path would be a welcome addition to Monroe County, so the County will continue to pursue more viable bicycle accommodations.

John Wagner came before the Board to provide an update on COVID-19.

Motion by Commissioner Koerber to go in to closed meeting for the purpose of discussing contract negotiations. Second by Commissioner Knobloch. All voting Aye. None Nay. None Absent. Motion carried. Resolution #20-105. Meeting closed at 9:39 a.m.

Motion by Commissioner Koerber to come out of closed meeting. Second by Commissioner Knobloch. All voting Aye. None Nay. None Absent. Motion carried. Resolution #20-106.

There being no further business to come before the Board, motion by Commissioner Knobloch to adjourn. Second by Chairman Elmore. All voting Aye. None Nay. None Absent. Motion carried.
