Waterloo City Council met Feb. 1.

Here is the minutes provided by the council:

1. The meeting was called to order by Mayor Smith at 7:30 p.m.

2. The following Aldermen were present: Notheisen, Thomas, Hopkins, Trantham, Darter, Buettner, Row and Heller.

3. Pledge of Allegiance led by Mayor Tom Smith.

4. Correction or Withdrawal of Agenda Items by Sponsor.

Motion made by Alderman Trantham and seconded by Alderman Hopkins to withdraw item 12B from the agenda. Motion passed unanimously with Aldermen Trantham, Darter, Buettner, Row, Heller, Notheisen, Thomas and Hopkins voting ‘yea’.

5. Approval of Minutes as Written or Amended.

Approval of City Council Meeting Minutes dated 01-18-21. Motion made by Alderman Darter and seconded by Alderman Heller to approve the City Council Meeting Minutes from 01-18-21. Motion passed unanimously with Aldermen Darter, Buettner, Row, Heller, Notheisen, Thomas, Hopkins and Trantham voting ‘yea’.

6. Petitions by Citizens on Non-Agenda Items. None.

7. Reports and Communications from the Mayor and other City Officers.

A. Report of Collector.

The report is in the packet. Motion to accept the report made by Alderman Notheisen and seconded by Alderman Buettner. Motion passed unanimously with Aldermen Notheisen, Thomas, Hopkins, Trantham, Darter, Buettner, Row and Heller voting ‘yea’.

B. Report of Treasurer.

The report is in the packet. Motion to accept the report made by Alderman Row and seconded by Alderman Darter. Motion passed unanimously with Aldermen Row, Heller, Notheisen, Thomas, Hopkins, Trantham, Darter and Buettner, voting ‘yea’.

C. Report of Subdivision and Zoning Administrator. No Report.

D. Report of Director of Public Works.

Crew was out spreading salt on Wednesday, January 27, but no overtime hours were incurred.

A. Consideration and Action on Ordinance No. 1812 Authorizing the Execution of an Annexation Agreement between the City of Waterloo, IL and Human Support Services - HSS for Property Located at 988 N. IL Route 3 and Contiguous to the Boundaries of the City of Waterloo, IL.

Motion made by Alderman Darter and seconded by Alderman Hopkins on approval of Ordinance No. 1812 Authorizing the Execution of an Annexation Agreement between the City of Waterloo, IL and Human Support Services - HSS for Property Located at 988 N. IL Route 3 and Contiguous to the Boundaries of the City of Waterloo, IL.

B. Consideration and Action on Ordinance No. 1813 Approving the Annexation and Zoning of Property owned by Human Support Services – HSS, located at 988 N. IL Route 3 and Contiguous to the Boundaries of the City of Waterloo, IL.

Motion made by Alderman Darter and seconded by Alderman Row on approval of Ordinance No. 1813 Approving the Annexation and Zoning of Property owned by Human Support Services – HSS, located at 988 N. IL Route 3 and Contiguous to the Boundaries of the City of Waterloo, IL.

Motion passed unanimously with Aldermen Darter, Buettner, Row, Heller, Notheisen, Thomas, Hopkins and Trantham voting ‘yea’.

C. Consideration and Action on Ordinance No. 1814 Approving the Execution and Signing of Three Agreements between the City of Waterloo, IL and the Village of Valmeyer, IL for the New Water Plant Property - 1) Real Estate Purchase and Sale Agreement, 2) Water Service Option Agreement and 3) Memorandum of Right of First Refusal.

Motion made by Alderman Notheisen and seconded by Alderman Trantham on approval of Resolution No. 21-01 Approving a Local Public Agency Agreement for Federal Participation between the Illinois Department of Transportation and the City of Waterloo, IL regarding the Moore Street Phase V Project.

Motion passed unanimously with Aldermen Notheisen, Thomas, Hopkins, Trantham, Darter, Buettner, Row and Heller voting ‘yea’.

E. Consideration and Action on Resolution No. 21-02 Approving a Debt Collection Agreement between the City of Waterloo, IL and Credit Collection Partners – CCP. Motion made by Alderman Heller and seconded by Alderman Notheisen on approval of Resolution No. 21-02 Approving a Debt Collection Agreement between the City of Waterloo, IL and Credit Collection Partners – CCP. Motion passed unanimously with Aldermen Heller, Notheisen, Thomas, Hopkins, Trantham, Darter, Buettner and Row voting ‘yea’.

12. Miscellaneous Business.

A. Consideration and Action on Warrant No. 598.

Motion made by Alderman Darter and seconded by Alderman Heller on approval of Warrant No. 598. Motion passed unanimously with Aldermen Darter, Buettner, Row, Heller, Notheisen, Thomas, Hopkins and Trantham voting ‘yea’.

B. Consideration and Action on the Purchase of a 2021 Backhoe from Erb Equipment in the amount of $86,250.00, including trade-in, as bid at the January 12, 2021, 1:00 p.m., Bid Opening.

Item withdrawn from agenda.

13. Discussion of Matters by Council Members Arising After Agenda Deadline. None.

14. Motion to Adjourn made by Alderman Buettner and seconded by Alderman Notheisen. Motion passed with unanimous voice vote. Mayor Smith adjourned the meeting at 7:42 p.m.
