City of Red Bud Finance Committee Met Jan. 18.

Committee Members Present: Susan Harbaugh, Bill Hanebutt, Mike Rheinecker, Clem Esker, Rodney Nevois

Committee Members Absent:

Council Members Present: Curt Guebert, Jeremy DeMond, Kyle Donjon

Others Present: Mayor Tim Lowry, Attorney Paul Ray, City Superintendent Josh Eckart, Code Administrator Jeff Mueller (Remote), Police Chief John Brittingham, Admin. Assist. Pam Poetker

Others Absent: City Clerk Joanne Cowell

Pledge of Allegiance

Committee Chairman Harbaugh called the meeting to order at 6:00 P.M.

Old Business

I. Code of Ordinances Rewriting and Restructuring Process Update Attorney Ray reviewed the proposed changes in zoning definitions. Committee duty descriptions were also discussed. Poetker will work on a short description of the different committee job descriptions and send it out for review.

II. FY’20 Surplus Funds and Capital Plan Review and Transfer(s) Chairman Harbaugh reviewed the Capital Plan and the FY’20 Surplus Funds allocations. There were no objections to the proposed allocations. As soon as the final real estate tax revenue is received, which was mailed last week, the transfer of funds will be on the next agenda, per the proposed allocations. Discussion, regarding delaying the water tower painting and replacing the star on top of the water tower, was held.

Recommendation made by Committee Chairman Harbaugh, seconded by Committee Member Hanebutt, to approve a transfer to the fire department, in the amount of $122,125, to purchase the new rescue pumper truck. Carried

New Business

I. Approval of Prior Month’s Meeting Minutes – December 21, 2020 Recommendation made by Committee Chairman Harbaugh, seconded by Committee Member Hanebutt, to approve the minutes from the December 21, 2020 meeting. Carried

II. Maturing CD’s

None

III. Financial Dashboard

The financial dashboard was reviewed. The fiscal year is 67% expired, revenue is at 76% and expenses are at 41%. The gaming revenue earned is $44,952, 84% of FY’20 revenue, even though the gaming has been shut down due to COVID. Hanebutt questioned past due utility bills and Harbaugh and Poetker thought they were down from last month. Esker asked what is happening with The Office lawsuit. Attorney Ray replied that the city has filed their brief, asking for almost $30,000. The Office has not filed their brief, probably because Lucas Liefer took public office and is no longer their attorney. From there, it is totally up to the Judge. Ray will follow up with Attorney Farris.

IV. FY’22 Budget

Liz Cowell sent out the budget sheets on January 18th and plans to have them ready for review at the March 15th committee meeting.

V. Public Comments/Anything for the Good of the City

Matt Shields, Rebecca Cooper and Quinn Johnson, representing the beautification committee, spoke to the committee regarding the updated Christmas decorations. They are requesting an allocation of $15,000 for current purchases (to take advantage of sales before 02.28.21), from the Henry Thielen Fund and $5,000 in yearly maintenance. Use of the Hotel/Motel tax revenue was also discussed. Poetker and Harbaugh will review the funds and have a recommendation for the February 1, 2021 council meeting.
