CALL TO ORDER

The City Council of Chester, Illinois, met in regular session in the Municipal Building, 1330 Swanwick Street. Mayor Tom Page called the meeting to order at 6:00 p.m.

ROLL CALL

PLEDGE OF ALLEGIANCE

READING OF MINUTES OF PREVIOUS MEETING

Alderman Ohlau moved to dispense with the reading of the minutes of the previous meeting and to approve them as prepared by the city clerk. Alderman Dudenbostel seconded the motion. UPON ROLL CALL: Ayes: Aldermen Maes, Ohlau, Allison, Platt, Rader, Blechle, Dudenbostel, Geisen. Nays: None. Absent: None. Motion carried.

The following correspondence was acknowledged:

Memo regarding upcoming Water-Sewer Committee Meeting on January 22nd

Tax Revenue for December 2020 provided by City Clerk Berner

Memo regarding upcoming construction on the Chester Bridge

REPORTS

City Clerk:

The city clerk presented an application for a raffle license for Mary Help of Christians. Alderman Geisen moved to issue the raffle license and waive the fidelity bond required of the raffle managers. Alderman Maes seconded the motion. UPON ROLL CALL: Ayes: Aldermen Allison, Dudenbostel, Platt, Rader, Geisen, Blechle, Ohlau, Maes. Nays: None. Absent: None. Motion carried.

City Engineer:

City Engineer Harold Sheffer advised Haier Plumbing and Heating Inc. started the main sewer line repairs on the riverfront. The main sewer line was damaged during the 2019 Flood and the damages have been submitted to FEMA for reimbursement.

COMMITTEE REPORTS

Cemetery & Finance Committee (Chairman Platt):

The Cemetery and Finance Committee met this evening at 5:30 p.m. to review city bills, and found them to be in order for payment. Chairman Platt moved to approve payment of bills, subject to audit. Alderman Rader seconded the motion. UPON ROLL CALL: Ayes: Aldermen Allison, Dudenbostel, Platt, Rader, Geisen, Blechle, Ohlau, Maes. Nays: None. Absent: None. Motion carried.

Water-Sewer Committee (Chairman Rader):

Chairman Rader reminded council members about the upcoming Water-Sewer Committee meeting on January 22nd at 8 a.m.

Park & Recreation Committee (Chairman Maes):

After Alderman Allison’s inquiry, Chairman Maes stated the disc golf equipment arrived this week however the city employees are waiting for a break in the weather for installation.

Streets & Alleys Committee (Chairman Blechle):

Chairman Blechle advised Garfield Street is now open. The reopening was delayed to ensure the ground had settled around the repaired sewer line. Secondly, Alderman Allison inquired about the sidewalk replacement on State Street across from Rowold Hardware. Mayor Page advised he will speak to Street Superintendent Renner about the sidewalk replacement.

Economic Development, Chamber & Beautification Committee (Chairman Allison):

Chairman Allison announced the Beautification/Tourism Commission will meet on Thursday, January 21st.

PUBLIC COMMENT

OLD BUSINESS

Alderman Ohlau reminded the council of the UTV Ordinance passed three years ago and the list of streets ineligible for the operation of utility terrain vehicles. Alderman Ohlau advised Water Street is a prohibited street and he has witnessed several UTV on it. Mayor Page will speak to Police Chief Helmers about this issue.

NEW BUSINESS

Cohen Complex – Walking Path Lights:

Alderman Maes presented a quote from E-Conolight for twelve replacement walking path lights for $1,869.89. Alderman Maes moved to approve the purchase of twelve replacement lights. Alderman Allison seconded the motion. UPON ROLL CALL: Ayes: Aldermen Dudenbostel, Geisen, Ohlau, Maes, Platt, Rader, Blechle, Allison. Nays: None. Absent: None. Motion carried.

ORDINANCE # 1740 – AN ORDINANCE ABATING THE TAX HERETO LEVIED FOR THE YEAR 2020 TO PAY THE PRINCIPAL OF AND INTEREST ON $1,950,000 GENERAL OBLIGATION REFUNDING BONDS (WATERWORKS AND SEWERAGE SYSTEM ALTERNATE REVENUE SOURCE), SERIES 2011, OF THE CITY OF CHESTER, RANDOLPH COUNTY, ILLINOIS:

After explanation by City Attorney Jeff Kerkhover, Alderman Ohlau moved to pass Ordinance #1740 abating taxes for the Series 2011 Bonds. Alderman Dudenbostel seconded the motion. UPON ROLL CALL: Ayes: Aldermen Allison, Geisen, Dudenbostel, Platt, Rader, Blechle, Ohlau, Maes. Nays: None. Absent: None. Motion carried.

ORDINANCE # 1741 – AN ORDINANCE ABATING THE TAX HERETO LEVIED FOR THE YEAR 2020 TO PAY THE PRINCIPAL OF AND INTEREST ON $3,795,000 GENERAL OBLIGATION REFUNDING BONDS (WATERWORKS AND SEWERAGE SYSTEM ALTERNATE REVENUE SOURCE), SERIES 2013, OF THE CITY OF CHESTER, RANDOLPH COUNTY, ILLINOIS:

After explanation by City Attorney Jeff Kerkhover, Alderman Geisen moved to pass Ordinance #1741 abating taxes for the Series 2013 Bonds. Alderman Platt seconded the motion. UPON ROLL CALL: Ayes: Aldermen Allison, Geisen, Dudenbostel, Platt, Rader, Blechle, Ohlau, Maes. Nays: None. Absent: None. Motion carried.

ORDINANCE # 1742 – AN ORDINANCE ABATING THE TAX HERETO LEVIED FOR THE YEAR 2020 TO PAY THE PRINCIPAL OF AND INTEREST ON $1,605,000 GENERAL OBLIGATION REFUNDING BONDS (WATERWORKS AND SEWERAGE SYSTEM ALTERNATE REVENUE SOURCE), SERIES 2015, OF THE CITY OF CHESTER, RANDOLPH COUNTY, ILLINOIS:

After explanation by City Attorney Jeff Kerkhover, Alderman Platt moved to pass Ordinance #1742 abating taxes for the Series 2015 Bonds. Alderman Geisen seconded the motion. UPON ROLL CALL: Ayes: Aldermen Allison, Geisen, Dudenbostel, Platt, Rader, Blechle, Ohlau, Maes. Nays: None. Absent: None. Motion carried.

ADJOURNMENT

At 6:23 p.m., Alderman Ohlau moved to adjourn the meeting. Alderman Geisen seconded the motion. VOTE: Ayes: Aldermen Ohlau, Geisen, Dudenbostel, Maes, Allison, Platt, Rader, Blechle. Nays: None. Absent: None. Motion carried.
