Waterloo Community Unit School District 5 Board Met Jan. 25.

Here is the minutes provided by the board:

The meeting was called to order by President John Caupert. The following members were present: Kim Ahne, Jo Ellen (Jodi) Burton, John Caupert, Lori Dillenberger, Neil Giffhorn, Gary Most, and James Yaekel Jr. The following administration were present: Superintendent Brian Charron; Special Education Coordinator Julie Bender; District Curriculum Coordinator Johnathan Schmieg; Principals Lori Costello, Christine Osterhage, Nicholas Schwartz, Amber Cruser, Jessica Washausen, and Brian Smith; District Athletic Director and WHS Dean of Students Brian Unger; and Director of Buildings/Grounds Will Hulett.

The public was encouraged to join via Zoom Meeting, rather than attend in person, due to the Coronavirus Pandemic.

Motion was made by Giffhorn and seconded by Ahne that an executive closed session be called at 5:01 p.m. to discuss the appointment, employment, compensation, discipline, performance, or dismissal of specific employees of the public body or legal counsel for the public body, including hearing testimony on a complaint lodged against an employee of the public body or against legal counsel for the public body to determine its validity; the setting of a price for sale or lease of property owned by the public body; the security procedures, school building safety and security, and the use of personnel and equipment to respond to an actual, a threatened, or a reasonably potential danger to the safety of employees, students, staff, the public, or public property; and further, discussion of minutes of meetings lawfully closed under the Open Meetings Act, for semi-annual review of the minutes as mandated by Section 2.06 [5 ILCS 120/2(c)(1)(6)(8)(21)]

Motion was made by Burton and seconded by Yaekel Jr. for the Board to close the executive session at 8:02 p.m. Ahne, aye; Burton, aye; Giffhorn, aye; Most, aye; Yaekel Jr., aye; Dillenberger, aye; and Caupert, aye. Seven yeas. No nays. Motion passed.

Motion was made by Yaekel Jr. and seconded by Most to approve the minutes of the December 14, 2020 regular board meeting.

Further, to approve the executive session minutes of the December 14, 2020 regular board meeting; and further, to make public certain executive session minutes from July 2020 through December 2020 according to the requirements of Illinois law; and further, to enact Board Policy 2:220 - Board of Education Meeting Procedures - entitled "Verbatim Record of Closed Meetings", to destroy and destruct the audio recordings of all closed meetings after 18 months have passed since being made which would include all closed meetings prior to June of 2019.

Further, to declare the school district personal property set out in the List of Surplus Personal Property as surplus, no longer needed for school purposes, and to direct the Superintendent to dispose the same on terms and conditions for the benefit of the District.

Further, to employ Elizabeth Jensen as a full-time special education paraprofessional, for the 2020-2021 school year, effective January 28, 2021, contingent upon the results of a background check and TB test.

Further, to accept a letter of resignation, dated December 22, 2020, from Chelsey Woodside, special education teacher, effective December 18, 2020.

Further, to accept a letter of retirement, dated January 5, 2021, from Faye Mudd, full- time custodian, effective January 29, 2021.

Motion was made by Ahne and seconded by Burton to accept the treasurer’s report and student activity reports. There were no investments for December. Ahne, aye; Burton, aye; Giffhorn, aye; Most, aye; Yaekel Jr., aye; Dillenberger, aye; and Caupert, aye. Seven yeas. No nays. Motion passed.

Motion was made by Most and seconded by Yaekel Jr. to approve the attached list of bills for December for Waterloo Community Unit School District No. 5 and the payment of the bills for the current month (January). Further, that the District Treasurer, Julie Bradley, be given authority to pay said bills. Ahne, aye; Burton, aye; Giffhorn, abstain; Most, aye; Yaekel Jr., aye; Dillenberger, aye; and Caupert, aye. Six yeas. No nays. One abstention. Motion passed.

Motion was made by Burton and seconded by Yaekel Jr. to adopt on the second reading of the following district board policies Press Plus Issue 106, November 2020, as per the recommendation of the policy committee as follows: 5:270 Employment At-Will; Compensation, and Assignment; 6:315 High School Credit for Students in Grade 7 or 8; 3:40 Superintendent; 4:150 Facility Programs; 4:80 Accounting and Funds; 6:20 School Year Requirements; 6:310 High School Substitutions; Re-Entering Proficiency; 6:340 Student Testing and Assessment Program; 7:100 Health, Eye, and Dental Examinations; Immunizations; and Exclusion of Students; 7:140 Search and Seizure; 7:300 Extracurricular Athletics. Ahne, aye; Burton, aye; Giffhorn, aye; Most, aye; Yaekel Jr., aye; Dillenberger, aye; and Caupert, aye. Seven yeas. No nays. Motion passed.

Motion was made by Giffhorn and seconded by Yaekel Jr. to award the alternate Student Transportation Bid to Illinois Central School Bus, effective July 1, 2021, for the 2021-2022, 2022-2023, and 2023-2024 school years, with mutual options to continue the contract for the 2024-2025 and 2025-2026 school years. Ahne, aye; Burton, aye; Giffhorn, aye; Most, aye; Yaekel Jr., aye; Dillenberger, aye; and Caupert, aye. Seven yeas. No nays. Motion passed.

Motion was made by Giffhorn and seconded by Ahne to approve the extra-duty assignments, effective for the 2020-2021 school year as per recommendation from the District Athletic Director, Brian Unger, and administration, contingent upon the results of background checks and TB tests. Ahne, aye; Burton, aye; Giffhorn, aye; Most, aye; Yaekel Jr., aye; Dillenberger, aye; and Caupert, aye. Seven yeas. No nays. Motion passed.

Motion was made by Most and seconded by Yaekel Jr. to approve the 2020-2025 Agreement Between the Board of Education of Waterloo Community Unit School District No. 5 and the Waterloo Association of Service Personnel (WASP), effective July 1, 2020. Ahne, aye; Burton, aye; Giffhorn, aye; Most, aye; Yaekel Jr., aye; Dillenberger, aye; and Caupert, aye. Seven yeas. No nays. Motion passed.

Motion was made by Ahne and seconded by Burton to set the 2020-2021 Waterloo High School Graduation date for Sunday, May 23, 2021, at 1:00 p.m., with location to be determined. Ahne, aye; Burton, aye; Giffhorn, aye; Most, aye; Yaekel Jr., aye; Dillenberger, aye; and Caupert, aye. Seven yeas. No nays. Motion passed.

Motion was made by Most and seconded by Dillenberger to approve an application with Hurst-Rosche, Inc., for a Ten-Year Safety Survey Report, for W.J. Zahnow Elementary School. Ahne, aye; Burton, aye; Giffhorn, aye; Most, aye; Yaekel Jr., aye; Dillenberger, aye; and Caupert, aye. Seven yeas. No nays. Motion passed.
