Waterloo City Council Met Feb. 16.

Here is the minutes provided by the council:

1. The meeting was called to order by Mayor Smith at 7:30 p.m.

2. The following Aldermen were present: Thomas, Hopkins, Trantham, Darter, Buettner, Row and Heller.

Absent: Notheisen

3. Pledge of Allegiance led by Mayor Tom Smith.

4. Correction or Withdrawal of Agenda Items by Sponsor. None.

5. Approval of Minutes as Written or Amended.

A. Approval of Public Hearing Minutes from 02-01-21.

Motion made by Alderman Darter and seconded by Alderman Heller to approve the Public Hearing Minutes from 02-01-2021. Motion passed unanimously with Aldermen Darter, Buettner, Row, Heller, Thomas, Hopkins and Trantham voting ‘yea’.

B. Approval of City Council Meeting Minutes from 02-01-21.

Motion made by Alderman Hopkins and seconded by Alderman Buettner to approve the City Council Meeting Minutes from 02-01-21. Motion passed unanimously with Aldermen Hopkins, Trantham, Darter, Buettner, Row, Heller and Thomas voting ‘yea’.

6. Petitions by Citizens on Non-Agenda Items. None.

7. Reports and Communications from the Mayor and other City Officers.

A. Report of Collector.

The report is in the packet. Motion to accept the report made by Alderman Darter and seconded by Alderman Trantham. Motion passed unanimously with Aldermen Darter, Buettner, Row, Heller, Thomas, Hopkins and Trantham voting ‘yea’.

B. Report of Treasurer.

The report is in the packet. Motion to accept the report made by Alderman Buettner and seconded by Alderman Row. Motion passed unanimously with Aldermen Buettner, Row, Heller, Thomas, Hopkins, Trantham and Darter voting ‘yea’.

C. Report of Subdivision and Zoning Administrator. No report.

D. Report of Building Inspector / Code Administrator. The report is in the packet.

E. Report of Director of Public Works.

• Generating Plant – The Illinois Municipal Electric Agency (IMEA) requested that the City generators be run to assist with the high demand for electricity due to the storms and power outages throughout the United States.

• Street Department – had 184 overtime man-hours within the last three days removing snow.

• Electric Outage – experienced a cross arm failure near Dannehold Farms today. The outage lasted approximately 2 hours.

• Water Issues – only two calls were received during this extremely cold weather for frozen pipes.

• Gas Issues – only five calls were received during this extremely cold weather where people stated they smelled gas.

F. Report of Chief of Police.

Very few accidents were reported due to the heavy snowfall.

G. Report of City Attorney. No report.

H. Report and Communication by Mayor.

1. Centenarian Certificate Presented to Ruth Stumpf in Celebration of her 100th Birthday taking place on February 20, 2021.

2. Proclamation for Supermarket Employee Day on February 22, 2021.

3. Presentation of Façade Grant Check to Steve Wightman in the amount of $5,363.72. Mr. Steve Wightman was unable to attend the meeting this evening, therefore the presentation will be rescheduled.

8. Report of Standing Committees. No report.

9. Report of Special Committees. No report.

10. Presentation of Communications, Petitions, Resolutions, Orders and Ordinances by Aldermen.

A. Consideration and Action on Ordinance No. 1815 Approving the Sale of Miscellaneous Equipment Owned by the City of Waterloo, Illinois.

Motion made by Alderman Heller and seconded by Alderman Row to approve Action on Ordinance No. 1815 Approving the Sale of Miscellaneous Equipment Owned by the City of Waterloo, Illinois. Motion passed unanimously with Aldermen Heller, Thomas, Hopkins, Trantham, Darter, Buettner and Row voting ‘yea’.

B. Consideration and Action on Resolution No. 21-03 Approving Amendment No. 1 to Task Order #3 Between Henry Meisenheimer & Gende, Inc. and the City of Waterloo, IL for Design and Bidding Services Related to the New Water Treatment Facility located in Valmeyer, IL.

Motion made by Alderman Darter and seconded by Alderman Hopkins to approve Action on Resolution No. 21-03 Approving Amendment No. 1 to Task Order #3 Between Henry Meisenheimer & Gende, Inc. and the City of Waterloo, IL for Design and Bidding Services Related to the New Water Treatment Facility located in Valmeyer, IL. 12. Miscellaneous Business.

A. Consideration and Action on Approval of Payment for a Permanent Utility Easement to the Shirley M. Feldmeier Revocable Living Trust in the Amount of $3,400.00.

Motion made by Alderman Darter and seconded by Alderman Row to approve Payment for a Permanent Utility Easement to the Shirley M. Feldmeier Revocable Living Trust in the Amount of $3,400.00. Motion passed unanimously with Aldermen Darter, Buettner, Row, Heller, Thomas, Hopkins and Trantham voting ‘yea’.

B. Consideration and Action on Waiver of the Bidding Process in favor of Sole Sourcing for a Cat Backhoe.

Motion made by Alderman Row and seconded by Alderman Buettner to approve Action on Waiver of the Bidding Process in favor of Sole Sourcing for a Cat Backhoe. Motion passed unanimously with Aldermen Row, Heller, Thomas, Hopkins, Trantham, Darter and Buettner voting ‘yea’.

C. Consideration and Action on Approval of Downtown Beautification Program Application from the Vintage Wine Bar.

Motion made by Alderman Hopkins and seconded by Alderman Darter to approve a Downtown Beautification Program Application from the Vintage Wine Bar. Motion passed unanimously with Aldermen Hopkins, Trantham, Darter, Buettner, Row, Heller and Thomas voting ‘yea’.

D. Consideration and Action on Approval of the DESCO Group, Inc. Creston Court Extension, Waiving the Requirements of 34-3-10 in Regard to WB60 Truck Radius, and Authorizing the Mayor to sign the IDOT Highway Permit Application.

Motion made by Alderman Heller and seconded by Alderman Trantham to approve the DESCO Group, Inc. Motion passed unanimously with Aldermen Heller, Thomas, Hopkins, Trantham, Darter, Buettner and Row voting ‘yea’.

E. Consideration and Action on Final Acceptance of Improvements in Remlok Phase III and Authorization for Release of Letter of Credit.

Motion made by Alderman Row and seconded by Alderman Hopkins to approve Action on Final Acceptance of Improvements in Remlok Phase III and Authorization for Release of Letter of Credit. Motion passed unanimously with Aldermen Row, Heller, Thomas, Hopkins, Trantham, Darter and Buettner voting ‘yea’.

F. Consideration and Action on Approval of the Purchase of a Hot Tack Distributor (Tar Pot) from CMW Equipment in the amount of $17,415.00.

Motion made by Alderman Trantham and seconded by Alderman Darter to approve the Purchase of a Hot Tack Distributor (Tar Pot) from CMW Equipment in the amount of $17,415.00. Motion passed unanimously with Aldermen Trantham, Darter, Buettner, Row, Heller, Thomas and Hopkins voting ‘yea’.

G. Consideration and Action on Approval of Payment for a Waterline Easement to the Jones Land Trust in the Amount of $2,050.00 for the Vandebrook / Bulldog Blvd Waterline Project.

Motion made by Alderman Darter and seconded by Alderman Row to approve the Payment for a Waterline Easement to the Jones Land Trust in the Amount of $2,050.00 for the Vandebrook / Bulldog Blvd Waterline Project. Motion passed unanimously with Aldermen Darter, Buettner, Row, Heller, Thomas, Hopkins and Trantham voting ‘yea’.

13. Discussion of Matters by Council Members Arising After Agenda Deadline. Alderman Trantham thanked Tim Birk and the employees for the great job they did with snow removal.

Alderman Hopkins expressed gratitude that the City owned the old Horn Feed Mill property, and how invaluable the property was to pile the snow there.

14. Motion to Adjourn made by Alderman Buettner and seconded by Alderman Heller. Motion passed with unanimous voice vote. Mayor Smith adjourned the meeting at 7:46 p.m.
