City of Red Bud Recreational Facilities Committee Met Feb. 22.

Committee Members Present: Kyle Donjon, Bill Hanebutt, Rodney Nevois (Remote), Susan Harbaugh,

Committee Members Absent: Jeremy DeMond

Council Members Present: Curt Guebert, Mike Rheinecker, Clem Esker

Others Present: Mayor Tim Lowry, City Attorney Paul Ray, City Superintendent Josh Eckart, Code Admin. Jeff Mueller (Remote), Police Chief John Brittingham, Admin. Assist. Pam Poetker, City Clerk Joanne Cowell

Committee Chairman Donjon called the meeting to order at 7:10 P.M. Committee Member Nevois requested participation in the meeting remotely, due to personal health reasons. There were no objections.

Old Business

I. Swimming Pool

A. Post Season Repairs Update

Superintendent Eckart reviewed the proposed swimming pool projects and asked for permission to go out for bids on the wall repairs and concrete work, per the handout.

Recommendation made by Committee Chairman Donjon, seconded by Committee Member Harbaugh to authorize approval to have Superintendent Eckart go out for bids on the pool projects. Carried

B. YMCA Contract

Admin. Assist. Poetker said she is working with the Y on the pool contract.

II. Community Garden – Authorization to Purchase Garden Boxes, NTE $1,000 Committee Member Hanebutt reported that he had been in contact with Matt Schaefer and he was willing to build the additional garden boxes. The price of lumber has increased about 40%.

Recommendation made by Committee Chairman Donjon, seconded by Committee Member Harbaugh to authorize approval to add more garden boxes, NTE $1,500. Carried

New Business

I. Approval of Prior Month’s Meeting Minutes – January 18, 2021 Recommendation made by Committee Chairman Donjon, seconded by Committee Member Harbaugh to approve the minutes from the January 18, 2021 meeting. Carried

II. Parks and Recreation Committee Meeting Minutes for Review – February 3, 2021 Informational only

III. Authorization to Purchase Trash Receptacles and Picnic Tables – Lincoln Park Recommendation made by Committee Chairman Donjon, seconded by Committee Member Harbaugh to authorize approval to purchase 4 trash receptacles (2 – Ratz, 2-Lincoln Park) from Ultra Site, NTE $4,100. Carried

Recommendation made by Committee Chairman Donjon, seconded by Committee Member Harbaugh to authorize approval to purchase six red picnic tables for Lincoln Park from Ultra Site, at $901.55/each. Carried

IV. Security Cameras – Lincoln Park

Chief Brittingham said the Muskets have had trouble with vandalism at the Musket field and clubhouse in Lincoln Park. They are interested in working with the city in purchasing security cameras. The Muskets are proposing paying for the hard wiring and monthly internet services. The police would have full access to the videos. State requirements for record retention was discussed. Attorney Ray will check into the retention laws. Chief Brittingham will check with Columbia and Waterloo to see how they handle their camera recordings. There is $5,000 in the budget, which could be used. Support of the project was expressed, after the retention laws are explored.

V. Public Comments/Anything for the Good of the City

Committee Member Donjon asked if the Ratz Park circular drive has a street name. It does not. It is maintained through MFT.

Council Member Esker feels that the projects that have been approved, need to get done. If the city workers do not have time, then another route needs to be taken.

Meeting was adjourned at 7:41 P.M.
