City of Columbia Plan Commission met March 8.

1. CALL TO ORDER
The Plan Commission meeting of the City of Columbia, Illinois was called to order by Chairman Doug Garmer at 6:30 P.M.
2. ROLL CALL & ESTABLISH QUORUM
Upon roll call, the following members were:
Present in City Hall: Commissioner Doug Garmer, Pete Ingold, Tony Murphy,
Present Virtually: Hal Hoppe, Amy Mistler, Lauren Nobbe (who joined the meeting late), Will Trowbridge, Andrea Yochum
Absent: Beth Kutterer-Sanchez
Quorum Present.
Administrative Staff Present at City Hall: Scott Dunakey - Director of Community Development and James Mitchell, Director of Information Technology.
3. APPROVAL OF MINUTES
a) Minutes of the Monday, December 14, 2020 Plan Commission Meeting were submitted for approval.
MOTION:
It was moved by Commissioner Trowbridge and seconded by Commissioner Ingold to approve the minutes of the Monday, December 14, 2020 Plan Commission Meeting as presented and on file at City Hall. On a roll call vote, all Commissioners present voted yes.
MOTION CARRIED.

8. COMMITTEE REPORTS - None
9. STAFF REPORTS & COMMUNICATIONS
a) Presentation and discussion of planning initiatives for the upcoming budget year.
Chairman Garmer called upon Director of Community Development Scott Dunakey to present. Mr. Dunakey presented the initiatives being pursued for the upcoming budget year including the following:
Mr. Dunakey updated the commission on the discussion of a potential Zoning Code amendment to allow for domestic chickens. He presented the results of the Plan Commission discussion to the City Council, and only one alderman would support an amendment, therefore he will not be pursuing this any further.
Mr. Dunakey stated that the Plan Commission also serves as the Sign Graphics Committee so he wanted to inform the Commission that he has drafted an updated sign code. He discussed the reason for the amendments and said that after the City Administrator and the City Attorney review it he will bring it to the Commission for review.
Mr. Dunakey informed the Commission of a potential Comprehensive Plan update, to be followed by updates of the Zoning Code and Subdivision Code, and discussed how this would be accomplished.
There was general discussion and comment from the Commission.
10. ADJOURN
With no further business, Chairman Garmer entertained a motion to adjourn.
MOTION:
Motion was made by Commissioner Ingold and seconded by Chairman Garmer to adjourn the Regular Meeting of the Columbia Plan Commission held Monday, March 8, 2021 at 7:14 P.M. On a roll call vote, all Commissioners present voted yes.
