City of Du Quoin City Council met April 12

The Minutes of the City Council of the City of Du Quoin, County of Perry, held meeting held in the Council Chambers of the Du Quoin City Hall.
Invocation:
Reverend Bill Wiggs of Sunfield Methodist Church gave the invocation and Mayor Alongi led the Pledge of Allegiance.
Call to Order:
Mayor Alongi called the meeting to order at 6:00 p.m. with the following individuals attending: Commissioners Jill Kirkpatrick, Charles Genesio, Michael Ward, and Bob Karnes. City staff present included City Attorney Aaron Atkins and City Clerk Ruth.
Approval of Minutes:
The Council approved the Open Session Council minutes of the March 22nd meeting. Motion: Commissioner Kirkpatrick Second: Commissioner Genesio

Approval of Bills to be Paid:
The Council approved payment of the bill list. Point of Interest: A report will be created to add payroll bills for Council approval by July 1st.

13.) Other Business:
Council discussed options for City Lake Property. Pursuing clear title may present costly at potentially One hundred thousand dollars. The cost includes surveying and engineering of many tracks that make up the City Lake. The Lake was originally obtained by the City in the 1930s and records are elusive. The City is waiting for another firm to provide an estimate which may or may not be significantly lower. Andy Rainwater, Engineer from the firm of Clarida & Zeigler addressed the council about the cost of the project. He reiterated many items that City Attorney Aaron Atkins has explained previously to the council. He stated that if his firm can get a clear description, the title company has indicated that they would provide title.
The council was then addressed by Attorney Matt Benson, who has been in contact with the City Lake Association. He indicated they are more than willing to work with the City to find a solution to the funding issue for road repair. The idea of creation of a Park District, requiring purchase of yearly boat registrations for lake residents, and implementing a daily use ticket system for casual users of the City Lake are all viable possibilities. The Mayor is going to research the ticket systems used by Rend Lake. Mr. Benson is also going to stay in contact with the Lake Association and pursue the idea of creating the Park District. However, he will eventually also need a description of the property as mentioned above. The Council will continue to weigh options for the Lake. The Council did not indicate plans for sale of the Lake would go forward at this time.
