Monroe County Board of Commissioners Met April 5.

Here is the minutes provided by the board:

The meeting of the County Commissioners of Monroe County, Illinois was called to order at 8:15am by Chairman Vicki Koerber.

The meeting opened with the Pledge of Allegiance.

Chairman Vicki Koerber, Commissioner Dennis Knobloch and Commissioner George Green were present.

Others present included Sheila Wetzler, Alan Dooley of the Republic Times, State’s Attorney Lucas Liefer, Deputy County Clerk Mia VanZandt, Pat Kelly, Jim Crowe, Aaron Metzger, Joe Lewis, Nathan Johanning, John Wagner, Kevin Scheibe, Sheriff Neal Rohlfing and Officer Calvin Savage.

Commissioner Vicki Koerber asked for public comments. Pat Kelly would like to see the County honor Ed Wienhoff and Joe Leicht, formerly of the Monroe County Independent, for their years of service.

Commissioner Green made a motion to approve the following Accounts Payable. Motion by Commissioner Knobloch. Second by Commissioner Green. All voting Aye. None Nay. None Absent. Motion carried.

ACCOUNTS PAYABLE APRIL 5, 2021

Commissioner Knobloch made a motion to approve Payroll for payment. Second by Commissioner Green. All voting Aye. None Nay. None Absent. Motion carried.

Motion by Commissioner Knobloch to approve the open and closed meeting minutes of the March 15, 2021 meeting. Second by Commissioner Green. All voting Aye. None Nay. None Absent. Motion carried.

Commissioner Knobloch made a motion to approve the Oak Hill Care Center Accounts Payable. Second by Commissioner Green. All voting Aye. None Nay. None Absent. Motion carried.

Commissioner Knobloch made a motion to approve the use of the County parking lot by Outsiders for the following dates – May 1st, June 5th, July 3rd, August 7th, September 4th and October 2nd. Second by Commissioner Green. All voting Aye. None Nay. None Absent. Motion carried.

Commissioner Knobloch made a motion to approve the use of the courtyard/bandstand for the Waterloo Municipal Band Concert practices, which are on Tuesdays from April 27 – May 25, 7:00-9:30 p.m. Second by Commissioner Green. All voting Aye. None Nay. None Absent. Motion carried.

Commissioner Knobloch made a motion to approve the use of the courtyard/bandstand for the Waterloo Municipal Band Concerts, which are on Tuesdays, from June 1 – August 31, 6:00-9:30pm. Second by Commissioner Green. All voting Aye. None Nay. None Absent. Motion carried.

Commissioner Knobloch made a motion to approve a resolution that Ryan Weber be appointed to the STARRS, St Louis Regional Board of Directors, replacing Lynden Prange, with term to commence on April 1, 2021 and expire on or when a successor is appointed and has qualified. Second by Commissioner Green. All voting Aye. None Nay. None Absent. Motion carried. Resolution #21-30

Commissioner Green made a motion to approve a resolution that James Maurer be appointed to the 9-1-1 Emergency Telephone System Board, for a term of four years with term to commence on April 5, 2021 and term to expire on November 30, 2024 or when a successor is appointed and has qualified. Second by Commissioner Knobloch. All voting Aye. None Nay. None Absent. Motion carried. Resolution #21-31

Commissioner Green made a motion to approve a resolution that the County of Monroe shall award the construction contract for said Road District No. 3 -- Lake of the Woods Resurfacing – Phase II to Rooters American Maintenance D.B.A. Rooters Asphalt in the amount of $115,148.64. Second by Commissioner Knobloch. All voting Aye. None Nay. None Absent. Motion carried. Resolution # 20-32

John Wagner came before the board to present a COVID-19 update. The main update is that John will no longer be reporting COVID deaths as he feels the state reporting is skewed.

Joe Lewis and Nathan Johanning of the University of Illinois Extension came before the Board to discuss the use of the Annex Building parking lot for a Farmers Market which would run on Saturdays from May 1 through October 30, from 7:30am-noon. Commissioner Knobloch made a motion to approve. Second by Commissioner Green. All voting Aye. None Nay. None Absent. Motion carried.

Sheriff Neal Rohlfing came before the Board to swear-in a new officer, Deputy Calvin Savage.

The Board mentioned we still need volunteers for the County’s Hazardous Waste Collection on Saturday, May 22. Sheila will send out a new e-mail to the courthouse staff with the information.

There being no further business to come before the Board, a motion was made by Commissioner Knobloch to adjourn. Second by Commissioner Green. All voting Aye. None Nay. None Absent. Motion carried. Meeting ended at 9:11 a.m.
