City of Du Quoin City Council Met May 10.

Here is the minutes provided by the council:

The Minutes of the City Council of the City of Du Quoin, County of Perry meeting was held in the Council Chambers of the Du Quoin City Hall.

Invocation:

City Attorney Aaron Atkins gave the invocation and Mayor Alongi led the Pledge of Allegiance. Call to Order:

Mayor Alongi called the meeting to order at 6:00 p.m. with the following individuals attending: Commissioners Jill Kirkpatrick, Charles Genesio, Michael Ward, and Bob Karnes. City staff present included City Clerk Ruth. Attending remotely via WebEx was Mayor Alongi and City Attorney Aaron Atkins.

Approval of Minutes:

The Council approved the Open Session Council minutes of the April 26th meeting

Motion: Commissioner Karnes Second: Commissioner Ward

Ayes: All Nays: None

Appointments:

Motion and vote to reappoint Dan Eaves (Chairman), Chuck Smith, Chuck Novak, Tyson Tanner, and to appoint Erik Perks, to 3-year Terms on the Finance Committee and waive residency requirement

Motion: Commissioner Karnes Second: Commissioner Genesio

Ayes: All Nays: None

Motion and vote to reappoint Doug Clark to the Fire Pension Board, 3-year Term (amended from 2- year)

Motion: Commissioner Ward Second: Commissioner Karnes

Ayes: All Nays: None

Motion and vote to reappoint Doug Clark to the Police Pension Board, 2-year Term (amended from 3- year)

Motion: Commissioner Ward Second: Commissioner Karnes

Ayes: All Nays: None

Approval of Bills to be Paid:

The Council approved payment of the bill list and payroll report.

Motion: Commissioner Genesio Second: Commissioner Karnes

Ayes: All Nays: None

Public Agenda:

Ron Darnell presented to the Council a summary of his research on proposed Lake Du Quoin usage fees.

The Mayor requested that the Council take time to get the ordinance correct for 2022 implementation.

A. Resolution 2021-R04-03: A Resolution Authorizing A Redevelopment Agreement Between the City of Du Quoin and Du Quoin Home Lumber Company (Final Approval)

B. Resolution 2021-R05-01: A Resolution Authorizing A Redevelopment Agreement Between the City of Du Quoin and Building and Business Management, Inc. (Public Display)

Motion: Commissioner Karnes Second: Commissioner Ward

Ayes: All Nays: None

C. Resolution 2021-R05-02: A Resolution Authorizing the Sale of Real Estate (Public Display)

Motion: Commissioner Karnes Second: Commissioner Genesio

Ayes: All Nays: None

Commissioners’ Comments:

Genesio: Prayers for Aaron, speedy recovery, and prayers for the Payne family Ward: Same as above.

Kirkpatrick: Same as above.

Karnes: Same as above.

Mayor: Condolences for the Payne family. He served many years with Donnie Payne on the City Council and he will be missed.

Public Comment:

Commissioner Kirkpatrick announced that meeting was open for public comment at 6:24 p.m. Public comment was closed at 6:24 p.m.

Executive Session: Pursuant to 5 ILCS 126/2(c)(1) of the Open Meetings Act

Adjournment:

The City Council adjourned at 6:24 pm.
