City of Du Quoin City Council Met June 14.

Here is the minutes provided by the council:

The Minutes of the City Council of the City of Du Quoin, County of Perry was held in the Council Chambers of the Du Quoin City Hall.

Invocation:

City Attorney Aaron Atkins gave the invocation and Mayor Alongi led the Pledge of Allegiance. 

Call to Order:

Mayor Alongi called the meeting to order at 6:00 p.m. with the following individuals attending: Commissioners Jill Kirkpatrick, Charles Genesio, Michael Ward, and Bob Karnes. City staff present included City Attorney Aaron Atkins, City Clerk Ruth, and City Treasurer Stephanie Cravens.

Approval of Minutes:

The Council approved the Open Session Council minutes of the May 24th meeting

The Council approved payment of the bill list and payroll report.

Guests:

Tom Crabtree, Stifel, Nicholas, Inc., presented the final Pension Bond amount and interest rate. The amount was $7,665,000 with an interest rate of 2.51% that will save the taxpayers an estimated $4.349 million over the next twenty years. This was outstanding. The final check will be electronically transferred to the City in July and the City will then submit it to the Pension funds. The Mayor thanked Tom and his company for their work. This was a great endeavor investing in the City’s public safety officers and the future.

B. Ordinance 2021-O05-02: An Ordinance Revising Division II – Powers, Authority, and Duties of the Mayor, City Commissioners and City Departments of the Ordinances of the City of Du Quoin (Public Display)

Motion: Commissioner Karnes 

Second: Commissioner Kirkpatrick 

Ayes: Kirkpatrick, Ward, Karnes, Alongi 

Nays: Genesio

C. Ordinance 2021-O06-01: An Ordinance providing for the issuance of not to exceed $10,000,000 of Taxable General Obligation Bonds of the City to fund all or a portion of the City’s unfunded police and fire pension fund liabilities; providing for the levy and collection of property taxes to pay the principal and interest on the bonds; and authorizing the sale of the bonds to Stifel Nicolaus (Final Approval)

A. Resolution 2021-R06-01: A Resolution Authorizing Purchase of Video Cameras & Related Equipment (Public Display)

13.) Other Business:

The Mayor made the announcement regarding the City being awarded a four million dollar grant from the USDA for a new water tower. This is the single largest EDA grant ever awarded to a municipality in Southern Illinois. The project should bring over 20 construction jobs to the area and last approximately one and half years. The new water tower will be located in the Industrial Park where the Solar Park is currently housed. The Solar Panels will be repurposed. The Mayor thanked Jeff Ashauer for his 12 year persistence in pursuing this grant. He also thanked additional contributors Andy Rainwater, Dug Bishop, Dave Durkota, and Cary Minnis of Greater Egypt. The city should be proud of the monumental accomplishment. Kudos to Jeff!

Commissioners’ Comments:

Genesio: Prayers for Jill’s mother and Ron Darnell as he is home recovering from knee surgery. Ward: Same to Jill and Ron.

Kirkpatrick: Thank you to Jeff and his team. It is exciting that youth ball and swim team are back this summer. Congratulations to the track team on the great finish at State.

Karnes: Prayers for Jill and Ron. Thank you to Jeff. Questioned what would happen to the old tower. The Mayor responded that we would still utilize the storage from it as well.

Ruth: Prayer for Jill and Ron. Congratulations to Jeff and the team. Congratulations to the Mayor on the Pension Bond Funding.

Mayor: Jill and Ron, prayers for them.

Public Comment:

Mayor Alongi announced that meeting was open for public comment at 6:48 p.m. Public comment was closed at 6:49 p.m.

Executive Session:

Pursuant to 5 ILCS 126/2(c)(1) of the Open Meetings Act for the purpose of discussing the appointment, employment, compensation, discipline, performance, or dismissal of specific employees of the public body or legal counsel for the public body.

Motion and vote to enter Executive Session at 6:54pm:
