CALL TO ORDER  

The City Council of Chester, Illinois, met in regular session in the Municipal Building, 1330 Swanwick Street.  Mayor Tom Page called the meeting to order at 6:04 p.m.

ROLL CALL

PLEDGE OF ALLEGIANCE

READING OF MINUTES OF PREVIOUS MEETING

Alderman Maes moved to dispense with the reading of the minutes of the previous meeting and to approve them as prepared by the city clerk. Alderman Dudenbostel seconded the motion. UPON ROLL CALL: Ayes: Aldermen Buckham, Maes, Rader, Allison, Platt, Dudenbostel, Hill. Nays: None. Absent: Alderman Bert. Motion carried.

Monthly Superintendent Reports

REPORTS

Mayor:

Mayor Page advised the Popeye Picnic is cancelled and the city is currently planning a Fall Festival in October.

City Clerk:

The city clerk presented an application for raffle license for Friends of St. Mary Help of Christians School. Alderman Dudenbostel moved to issue the raffle license and waive the fidelity bond required of the raffle managers. Alderman Platt seconded the motion. UPON ROLL CALL: Ayes: Aldermen Allison, Dudenbostel, Platt, Rader, Buckham, Hill, Maes. Nays: None. Absent: Alderman Bert. Motion carried.

The city clerk presented four applications for raffle licenses for the Knights of Columbus. Alderman Dudenbostel moved to issue the raffle licenses and waive the fidelity bond required of the raffle managers. Alderman Platt seconded the motion. UPON ROLL CALL: Ayes: Aldermen Allison, Dudenbostel, Platt, Rader, Buckham, Hill, Maes. Nays: None. Absent: Alderman Bert. Motion carried.

COMMITTEE REPORTS

Cemetery & Finance Committee (Chairman Platt):

The Cemetery and Finance Committee met this evening at 5:30 p.m. to review city bills, and found them to be in order for payment. Alderman Platt moved to approve payment of bills, subject to audit. Alderman Rader seconded the motion. UPON ROLL CALL: Ayes: Aldermen Allison, Dudenbostel, Platt, Buckham, Hill, Maes, Rader. Nays: None. Absent: Alderman Bert. Motion carried.

Chairman Platt moved to approve the June report of the Evergreen Cemetery Clerk as presented. Alderman Allison seconded the motion. UPON ROLL CALL: Ayes: Aldermen Hill, Dudenbostel, Platt, Rader, Buckham, Maes, Allison. Nays: None. Absent: Alderman Bert. Motion carried.

Park & Recreation Committee (Chairman Maes);

After an inquiry from Alderman Allison, Mayor Page advised the city employees will be pouring concrete at the gazebo and adding bleachers.

Economic Development, Chamber & Beautification Committee (Chairman Allison):

Chairman Allison advised that he met with Senator Terri Bryant, State Representative David Friess, Chris Martin and Mark Kiehna regarding the Illinois Department of Corrections excess property. Mayor Page advised the city is currently working on acquiring land from DOC for the collector wells project and cautions Alderman Allison on the timing of attempting to acquire additional land.

Streets & Alleys Committee (Chairman Bert):

Alderman Allison asked council members to make a list of streets, alleys, curbs, gutters and sidewalks within their wards that need repairs. Mayor Page advised that Street Superintendent Steve Renner has a list of streets in need of repairs.

Also, Alderman Allison advised the Planning Commission requests the city consider adding a sidewalk along with curbs and gutters along the proposed new street connecting Brenda Street and Chester Shopping Center. Secondly, the Planning Commission requested the city search for a grant to replace the sidewalk from Allendale to Jefferson Street.

DEPARTMENT HEADS

Police Department (Chief Helmers):

Chief Helmers reported the police department responded to 411 calls for service in June. Secondly, Chief Helmers noted the two new squad cars will be picked up tomorrow.

PUBLIC COMMENT

Alderman Platt noted Alderman Maes represented the city and Mayor Page very well at the Kaskaskia Island Fourth of July Event.

NEW BUSINESS

ORDINANCE #1757 – ANNUAL APPROPRIATION ORDINANCE:

A hearing was held at 5:30 p.m. prior to the council meeting this evening in regard to the proposed Appropriation Ordinance. Alderman Platt moved to pass the Appropriation Ordinance for Fiscal Year 2022. Alderman Allison seconded the motion. UPON ROLL CALL: Ayes: Aldermen Allison, Dudenbostel, Platt, Buckham, Rader, Maes, Hill. Nays: None. Absent: Alderman Bert. Motion carried.

IDOT Resolution – Street Patching, Sidewalk and Manhole Replacements:

City Clerk Berner presented an Illinois Department of Transportation resolution to appropriate $65,000.00 of Motor Fuel Tax Funds for street patching, sidewalk and manhole replacement projects. Alderman Dudenbostel’s motion was seconded by Alderman Maes. UPON ROLL CALL: Ayes: Aldermen Allison, Dudenbostel, Platt, Buckham, Rader, Maes, Hill. Nays: Alderman Bert. Absent: None. Motion carried.

John Deere Tractor – Cemetery:

Mayor Page presented a quote from Sydenstricker Nobbe Partners for a new 2021 John Deere 3033R Compact Tractor for the Evergreen Cemetery for $27,776.95 or $18,976.95 with the trade-in of the current 2011 John Deere 3320. Superintendent Billy Belton expressed the need for a tractor at the city parks and advised that he would like to see the 2011 tractor moved to the parks department. After an inquiry from Alderman Allison, Superintendent Belton advised that Cemetery Sexton Mark Gibbs received various other bids for a new tractor. Alderman Platt questioned whether or not there is a need for a new tractor if the current tractor is in good shape. Discussion ensued. Alderman Rader moved to waive formal competitive bidding and approve the purchase of the 2021 John Deere 3033R Tractor for $27,7765.95. Alderman Buckham seconded the motion. UPON ROLL CALL: Ayes: Aldermen Allison, Dudenbostel, Platt, Buckham, Rader, Maes, Hill. Nays: None. Absent: Alderman Bert. Motion carried.

Summer Student Workers:

Alderman Hill moved to ratify the action of the city council and approve employment for Will Schuwerk as a summer student worker. Alderman Maes seconded the motion. UPON ROLL CALL: Ayes: Aldermen Allison, Dudenbostel, Platt, Buckham, Rader, Maes, Hill. Nays: None. Absent: Alderman Bert. Motion carried.

F250 Ford –Sewer Department:

Alderman Dudenbostel moved to ratify the action of the city council and waive formal competitive bidding for the purchase of a 2022 Ford F250 from Morrow Brothers for $48,470.00. Alderman Hill advised the sewer department needs an additional used vehicle and Superintendent Reynolds is going to check the federal surplus for a good used vehicle. Alderman Allison stated the superintendents need to attend city council meetings if they are requesting a new vehicle or equipment to answer questions. Alderman Platt seconded the motion. UPON ROLL CALL: Ayes: Aldermen Allison, Dudenbostel, Platt, Buckham, Rader, Maes, Hill. Nays: None. Absent: Alderman Bert. Motion carried.

Vendor Agreement – Western Egyptian:

Alderman Dudenbostel moved to approve the 2022 non-regulated vendor agreement with Western Egyptian. Alderman Buckham seconded the motion. UPON ROLL CALL: Ayes: Aldermen Allison, Dudenbostel, Platt, Buckham, Rader, Maes, Hill. Nays: None. Absent: Alderman Bert. Motion carried.

ADJOURNMENT

At 6:35 p.m., Alderman Dudenbostel moved to adjourn the meeting. Alderman Maes seconded the motion. VOTE: Ayes: Aldermen Maes, Rader, Dudenbostel, Hill, Allison, Platt, Buckham. Nays: None. Absent: Alderman Bert. Motion carried.
