Sparta Community Unit School District #140 Board of Education Met July 8.

Here is the minutes provided by the board:

The regular meeting was called order at 7:03 p.m. by President Corey Rheinecker and upon the roll being called, Corey Rheinecker and the following members of the Board of Education answered present: Angela Craig, Howard Gallois, Ron Heinen, Kevin Holliday and Jennifer Morgan. Absent: Mekalia Cooper. Others present were: Recording Secretary Tina Witherby and members of the staff, community and press (County Journal).

President Corey Rheinecker led everyone in the Pledge of Allegiance.

With no public comment requests, the meeting continued.

Angela Craig moved, Kevin Holliday seconded to approve the minutes of the June 10, 2021, regular meeting and June 23 and June 28, 2021, special meetings as presented. Roll call vote. Yeas: Craig, Holliday, Gallois, Heinen, Morgan and Rheinecker. Nays: none. Motion carried.

Jennifer Morgan moved, Howard Gallois seconded to approve the Bills, Payroll, Cash Flow and Fund Balances as presented. Roll call vote. Yeas: Morgan, Gallois, Craig, Heinen, Holliday and Rheinecker. Nays: none. Motion carried.

The next regular board meeting is scheduled for August 12, 2021 at Tilden Community Center at 7 p.m.

Angela Craig moved, Ron Heinen seconded to authorize the treasurer to make, as needed for the fiscal year 2022, interfund loans from the operations and maintenance fund to the educational fund or fire prevention and safety fund; or from the educational fund to the operations and maintenance fund or fire prevention and safety fund; or from the operations and maintenance or education fund to the transportation fund; or from the transportation fund to the operations and maintenance, educational or fire prevention and safety fund, and to make the necessary transfers on the books. Such loans shall be repaid and retransferred to the proper fund within three years. Roll call vote. Yeas: Craig, Heinen, Gallois, Holliday, Morgan and Rheinecker. Nays: none. Motion carried.

The viewboard installation was tabled. The Board of Education has requested another proposal. A special meeting will be held next week to review that proposal.

First Readings were held for the following Policies: 1:10 School District Legal Status; 1:20 District Organization, Operations and Cooperative Agreements; 1:30 School District Philosophy; 2:10 School District Governance; 2:20 Powers and Duties of the School Board; Indemnification; 2:30 School District Elections; 2:130 Board-Superintendent Relationship; 2:240 Board Policy Development; 3:30 Chain of Command; 5:10 Equal Employment Opportunity and Minority Recruitment; 5:30 Hiring Process and Criteria; 6:100 Using Animals in the Educational Program; 6:145 Migrant Students; 6:160 English Learners; 6:170 Title I Programs; 6:235 Access to Electronic Networks; 6:255 Assemblies and Ceremonies; 6:260 Complaints About Curriculum, Instructional Materials and Programs; 7:220 Bus Conduct; 7:230 Misconduct by Students with Disabilities; 7:280 Communicable and Chronic Infectious Disease; and 8:90 Parent Organizations and Booster Clubs.

Howard Gallois moved, Jennifer Morgan seconded to adopt the Resolution to Governor JB Pritzker Requesting Local Control and Immediate Guidance for COVID-19 Mitigation Measures 2021-2022 School Year. Roll call vote. Yeas: Gallois, Morgan, Heinen, Holliday, Craig and Rheinecker. Nays: none. Motion carried.

Jennifer Morgan moved, Kevin Holliday seconded to approve the executive session minutes as presented for the June 10 , 2021, meeting. Roll call vote. Yeas: Morgan, Holliday Craig, Gallois, Heinen and Rheinecker. Nays: none. Motion carried.

Kevin Holliday moved, Howard Gallois seconded to accept the resignation of Jordan Beckley as Head Baseball Coach at Sparta Lincoln School effective June 30, 2021. Roll call vote. Yeas: Holliday, Gallois, Morgan, Craig, Heinen and Rheinecker. Nays: none. Motion carried.

Angela Craig moved, Howard Gallois seconded to accept the resignation of Ashley Brown as Assistant Coach for Sparta Lincoln School Girls’ Basketball effective July 6, 2021. Roll call vote. Yeas: Craig, Gallois, Heinen, Holliday, Morgan and Rheinecker. Nays: none. Motion carried.

Angela Craig moved, Jennifer Morgan seconded to employ Jamie Hubbard as a full-time Teacher for the District with 9 years of experience for the 2021-2022 school year subject to and contingent upon successful completion of a criminal history background check, physical and drug screening, along with proper licensure. Roll call vote. Yeas: Craig, Morgan, Gallois, Heinen, Holliday and Rheinecker. Nays: none. Motion carried.

Angela Craig moved, Jennifer Morgan seconded to employ Shanell Roberts as a 6-hour cook for the District for the 2021-2022 school year subject to and contingent upon successful completion of a criminal history background check, physical and drug screening, along with proper licensure. Roll call vote. Yeas: Craig, Morgan, Gallois, Heinen, Holliday and Rheinecker. Nays: none. Motion carried.

Angela Craig moved, Jennifer Morgan seconded to approve Connor McCall as the Wrestling Coach for Sparta High School for the 2021-2022 school year. Roll call vote. Yeas: Craig, Morgan, Gallois, Heinen, Holliday and Rheinecker. Nays: none. Motion carried.

Kevin Holliday moved, Angela Craig seconded to adjourn the meeting at 7:11 p.m. Roll call vote: Yeas: Holliday, Craig, Gallois, Heinen, Morgan and Rheinecker. Nays: none. Motion carried.
