City of Chester City Council met Oct. 18..

Here are the minutes provided by the council:

I. CALL TO ORDER

The City Council of Chester, Illinois, met in regular session in the Municipal Building, 1330 Swanwick Street. Mayor Tom Page called the meeting to order at 6:00 p.m.

II. ROLL CALL

Present:    Alderman Bryce Hill             Alderman Ray Allison

Alderman Bob Buckham      Alderman Russ Rader

Alderman Randy Dudenbostel

Absent:    Alderman James Maes         Alderman Robert Platt

III. PLEDGE OF ALLEGIANCE

IV. READING OF MINUTES OF PREVIOUS MEETING

Alderman Dudenbostel moved to dispense with the reading of the minutes of the previous meeting and to approve them as prepared by the city clerk. Alderman Hill seconded the motion. UPON ROLL CALL: Ayes: Aldermen Buckham, Rader, Allison, Dudenbostel, Hill. Nays: None. Absent: Aldermen Maes, Platt. Motion carried.

V. CORRESPONDENCE

The following correspondence was acknowledged:

• FEMA Determination Letter for Disaster #4461-DR-IL

• Chester Chamber of Commerce Business Recognition – Red Dot Construction

• Chester Chamber of Commerce Business Recognition – Judy McFaddin

• September Tax Revenue Report provided by City Clerk Berner

VI. REPORTS

Mayor:

Mayor Page expressed his sincere appreciation to the city employees for all of their hard work at the Fall Festival. The event was a huge success. Mayor Page noted a meeting will be scheduled in early November to discuss the fall festival.

Alderman Robert Platt entered the meeting at 6:08 p.m.

City Treasurer:

City Treasurer Dan Colvis advised a Police Pension Board meeting was held last Tuesday.

VII. COMMITTEE REPORTS

Cemetery & Finance Committee (Chairman Platt):

The Cemetery and Finance Committee met this evening at 5:30 p.m. to review city bills, and found them to be in order for payment. Alderman Rader moved to approve payment of bills, subject to audit. Alderman Dudenbostel seconded the motion. UPON ROLL CALL: Ayes: Aldermen Allison, Dudenbostel, Buckham, Platt, Hill, Rader. Nays: None. Absent: Alderman Maes. Motion carried.

Ordinance & Public Property Committee (Chairman Hill);

Chairman Hill gave each council member a template for the monthly Code Enforcement Officer’s report.

Radiator – Sewer Department:

Superintendent Marty Reynolds presented a quote from AKSA Power Generation for a generator radiator repair at the old sewer plant for $7,500.00. After an inquiry from Alderman Buckham, Superintendent Reynolds advised there are no new generators available so AKSA will rebuild the radiator in the existing generator. Alderman Hill recommended purchasing an additional generator when they become available. Alderman Rader moved to approve the purchase of a new radiator with installation for the existing generator from ASKA for $7,500.00. Alderman Buckham seconded the motion. UPON ROLL CALL: Ayes: Aldermen Allison, Dudenbostel, Buckham, Rader, Hill. Nays: None. Absent: Alderman Maes. Motion carried.

Police Pension Levy:

City Clerk Berner presented the recommendation from Foster & Foster and City Auditor Keith Brinkmann for a contribution of $169,151.00 to the Police Pension Fund. Alderman Dudenbostel’s motion was seconded by Alderman Hill. UPON ROLL CALL: Ayes: Aldermen Allison, Dudenbostel, Buckham, Rader, Platt, Hill. Nays: None. Absent: Alderman Maes. Motion carried.

10” Water Main Replacement:

Alderman Rader presented a letter of recommendation from J.T. Blankinship, Inc. to award the 10” water main replacement project to Red Dot Construction & Equipment Rental, Inc. for $139,435.00. Alderman Rader’s motion was seconded by Alderman Platt. UPON ROLL CALL: Ayes: Aldermen Allison, Dudenbostel, Buckham, Rader, Platt, Hill. Nays: None. Absent: Alderman Maes. Motion carried.

XII. ADJOURNMENT

At 6:17 p.m., Alderman Dudenbostel moved to adjourn the meeting. Alderman Platt seconded the motion. VOTE: Ayes: Aldermen Platt, Rader, Dudenbostel, Hill, Allison, Buckham. Nays: None. Absent: Alderman Maes. Motion carried.
