Pinckneyville City Council met Oct. 11.

Here are the minutes provided by the council:

Mayor Spencer called the regular meeting of the Pinckneyville City Council to order at 6:00 p.m. in the Council Chambers, City Hall. Members present: Commissioners Ricky J. Cicardi, Kevin B. Hicks, Sammy D. Peradotta, William B. Stotlar, and Mayor Robert L. Spencer. Mayor Spencer declared a quorum present. City Attorney Don Bigham requested to add an Executive Session for discussion of Section 2 (c) (5) Purchase or lease of real property for the use of the public body. Mayor Spencer announced the agenda was set. Administrative staff present: City Clerk Melissa Kellerman, City Attorney Don Bigham, Police Chief Kenny Kelley, and Fire Chief Jim Gielow. Due to the COVID-19 Pandemic, the public was invited to attend by social distancing in the lobby area and the Council Chambers of City Hall or by calling in on a conference line. The Pledge of Allegiance was led by Commissioner Peradotta.

PREVIOUS MINUTES

Commissioner Peradotta made a motion to approve the minutes of the September 27, 2021, regular council meeting. The motion was seconded by Commissioner Hicks. On roll call: Commissioners Cicardi, Hicks, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

TREASURER’S REPORT

Commissioner Stotlar reviewed the treasurer’s report and stated that Total Gross Payroll was $1,435,109.04 for the payroll period ending September 2021, up from last year. He stated that the regular hours of 61,573.60 and overtime hours of 1,424.50 were both up from last year. Commissioner Stotlar made a motion to approve the treasurer’s report. The motion was seconded by Commissioner Cicardi. On roll call: Commissioners Cicardi, Hicks, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

ACCOUNTS PAYABLE

Commissioner Stotlar asked City Clerk Melissa Kellerman to report on the three invoices to be added to the accounts payable. Huels Oil Company in the amount of $4,215.77; Kuhnert Electric for Emergency Lighting at the Community Center in the amount of $2,105.00; Kuhnert Electric for Lighting on the East Handicap Ramp in the amount of $620.00; which totaled $6,940.77. Commissioner Stotlar made a motion to approve the accounts payable with the additional three invoices. The motion was seconded by Commissioner Hicks. On roll call: Commissioners Cicardi, Hicks, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

CORRESPONDENCE

Commissioner Cicardi again reminded the public about the cross-connection surveys that were due October 1, 2021, and urged all water customers to complete and return the survey. Copies can be picked up at City Hall.

Commissioner Cicardi reminded the community of the Thresherman’s Fall Show will be October 15-17, 2021, in the center ring at the Perry County Fairgrounds, and admission is free.

Commissioner Hicks, on behalf of the City of Pinckneyville and the City Council, congratulated the Pinckneyville Class M Boys and Girls softball and baseball teams for their second place wins at last week’s tournament. He said the event was very well attended.

Commissioner Hicks announced the fire department was awarded a COVID-19 Grant in the amount of $4,388.00 from the State Fire Marshal’s office. He stated the grant was based on the loss from the 2020 annual fish fry which couldn’t be held due to COVID restrictions.

Mayor Spencer reported that the Perry County Enterprise Zone, which was due to expire on December 31, 2021, was extended for another fifteen years. He noted this was the only one approved this year. He stated the Perry County Enterprise Zone, which includes parts of City of Pinckneyville, City of Du Quoin, Village of St. Johns, and Perry County, is an important part of the City’s economic development package and has assisted with business district, façade improvements, and TIF grants throughout our county. He thanked Perry County Government, Mayor of Du Quoin, Mayor of the Village of St. Johns, Carrie Gilliam, Economic Development Coordinator, and Gene Norber, President of Economic Development Resources, for their assistance in renewal process.

Mayor Spencer announced the City’s Revolving Loan Fund Grant in the amount of $750,000.00 will be returned back to Pinckneyville and is to be used on the State Route 13/154 Sidewalk and Drainage Project from the East side of Mann’s Sporting Goods West across Mann Drive past O’Reilly’s and old Dollar General Store up to the railroad tracks on the North side of the road. He also announced a $350,000.00 grant is to be applied for to continue on the West side of the railroad tracks starting at Casey’s proceeding West to Mildred Drive on the West side of Mildred Drive to Twin Lake Road and across the street from Mildred Drive on the South side of Route 13/154 and proceed West to the new Dollar General Store.

RESOLUTION NO. R-2021-42 TO ENTER INTO A CERTIFIED WATER/WASTEWATER OPERATOR SERVICES AGREEMENT WITH HMG INFRASTRUCTURE SERVICES, LLC

Commissioner Cicardi presented Resolution No. R-2021-42, a resolution placed on file at the September 27, 2021, regular council meeting, to enter into a Certified Water/Wastewater Operator Services Agreement with HMG Infrastructure Services, LLC. Commissioner Cicardi made a motion to approve Resolution No. R-2021-42. Commissioner Hicks seconded the motion. On roll call: Commissioners Cicardi, Hicks, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

RESOLUTION NO. R-2021-43 TO ENTER INTO AN AGREEMENT WITH PERRY RIDGE LANDFILL, INC. FOR DISPOSAL OF LEACHATE

Commissioner Cicardi introduced Resolution No. R-2021-43, a resolution to be placed on file, to authorize the City of Pinckneyville, Perry County, Illinois, to enter into an agreement with Perry Ridge Landfill, Inc. for disposal of Leachate. The City will receive $.04 per gallon. Commissioner Cicardi made a motion to place on file Resolution No. R-2021-43. Commissioner Peradotta seconded the motion. On roll call: Commissioners Cicardi, Hicks, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

APPROVAL TO HIRE TREVOR WUEBBLES AS FULL-TIME POLICE OFFICER

Commissioner Hicks made a motion to hire Trevor Wuebbles as a Full-Time Police Officer. Commissioner Cicardi seconded the motion. On roll call: Commissioners Cicardi, Hicks, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

REQUEST FROM PINCKNEYVILLE CHAMBER OF COMMERCE FOR CITY TO HELP WITH MARDI GRAS TRASH AND CLEAN UP

Commissioner Peradotta stated the City will help with the available workforce from the Street Department. He said he would also check with the Utility Department and part-time workers. He said they typically put out around 24 trash cans and change the trash can liners two to three times that day and that trash bags would be available. He also stated he has someone who will bring a street sweeper in after the parade. Ashley Bathon from the Pinckneyville Chamber stressed they need to know if the City workers will be able to assist them by the Monday prior to Mardi Gras. Commissioner Peradotta stated he cannot require them to work overtime, but would ask. Ms. Bathon stated she contacted S L Hauling and they provided a quote of $850 to do the daytime clean up. Mayor Spencer asked her to secure them as a back-up plan and stated the City would make sure the bill gets paid.

FISCAL YEAR 2021 AUDIT

Commissioner Stotlar recognized Sarah Kary of Rice Sullivan, LLC to present the Fiscal Year 2021 audit report. Ms. Kary noted the audit went well and there were no deficiencies with the audit again this year. She stated most accounts were within budget. General, Fire, Library and Airport Funds were over budget, but offset by capital outlay and grant funds received. She thanked the staff for their cooperation in the audit process. Commissioner Stotlar commended the City Clerk, her office staff, and Pat Kattenbraker for their good work and made a motion to place on file the City of Pinckneyville’s 2021 audit report. The motion was seconded by Commissioner Cicardi. On roll call: Commissioners Cicardi, Hicks, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

COMMUNITY FACILITIES GRANT FROM USDA RURAL DEVELOPMENT

Mayor Spencer requested approval to apply for a Community Facilities Grant from USDA Rural Development in the amount of $60,000.00. He stated there is a 45% match requirement based on our population data. If approved for the grant, the City’s portion will be $35,000.00. He stated this grant is for the Community Center for a new generator, safety equipment, security system including lights and cameras, air conditioning, and flooring. Commissioner Hicks made a motion to apply for the grant. The motion was seconded by Commissioner Stotlar. On roll call: Commissioners Cicardi, Hicks, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

ADJOURNMENT TO EXECUTIVE SESSION

Motion by Commissioner Peradotta, seconded by Commissioner Cicardi to move the meeting to Executive Session at 6:32 p.m. for the discussion of: Section 2 (c) (2) Collective negotiating matters or deliberations concerning salary schedules and Section 2 (c) (5) Purchase or lease of real property for the use of the public body. On roll call: Commissioners Cicardi, Hicks, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

RETURN TO REGULAR MEETING

Motion by Commissioner Peradotta, seconded by Commissioner Stotlar to return to the regular meeting at 6:49 p.m. On roll call: Commissioners Cicardi, Hicks, Peradotta, Stotlar and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

ADJOURNMENT

Motion by Commissioner Hicks, seconded by Commissioner Stotlar to adjourn the meeting at 6:50 p.m. On roll call: Commissioners Cicardi, Hicks, Peradotta, Stotlar and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.
