Pinckneyville City Council met Oct. 25.

Here are the minutes provided by the council:

ROLL CALL

Mayor Spencer called the regular meeting of the Pinckneyville City Council to order at 6:00 p.m. in the Council Chambers, City Hall. Members present: Commissioners Ricky J. Cicardi, Kevin B. Hicks, Sammy D. Peradotta, William B. Stotlar, and Mayor Robert L. Spencer. Mayor Spencer declared a quorum present. Mayor Spencer announced the agenda was set. Administrative staff present: City Clerk Melissa Kellerman, City Attorney Don Bigham, and Fire Chief Jim Gielow. Due to the COVID-19 Pandemic, the public was invited to attend by social distancing in the lobby area and the Council Chambers of City Hall or by calling in on a conference line. The Pledge of Allegiance was led by Commissioner Stotlar.

PREVIOUS MINUTES

Commissioner Hicks made a motion to approve the minutes of the October 11, 2021, regular council meeting. The motion was seconded by Commissioner Peradotta. On roll call: Commissioners Cicardi, Hicks, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

TREASURER’S REPORT

Commissioner Stotlar reviewed the treasurer’s report and stated that the ending balance total was $7,138,340.22 up from last year, and unrestricted balance total was $1,437,267.56 down from last year, for the period ending September 30, 2021. Commissioner Stotlar made a motion to approve the treasurer’s report. The motion was seconded by Commissioner Cicardi. On roll call: Commissioners Cicardi, Hicks, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

ACCOUNTS PAYABLE

Commissioner Stotlar made a motion to approve the accounts payable. The motion was seconded by Commissioner Peradotta. On roll call: Commissioners Cicardi, Hicks, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

CORRESPONDENCE

Commissioner Cicardi again reminded the public about the cross-connection surveys that were due October 1, 2021, as required by ordinance. He stated only 52% have been received and urged all water customers to complete and return the survey. Copies can be picked up at City Hall.

Commissioner Cicardi stated Visu-Sewer of Missouri, LLC, will be doing smoke testing in the area of Fairground Road and County Road on November 1, 2021, in an effort to bring the City into EPA compliance.

Commissioner Hicks announced that all Class A liquor establishments have been granted permission to remain open until 2 a.m. on October 31, 2021, for Mardi Gras, and on January 1, 2022, for New Year’s Eve celebrations.

Commissioner Peradotta announced that new LED lights are in the process of being installed at the roundabout west of town. Installation is being done by 618 Electric.

Mayor Spencer announced the Fall Thresherman’s Show October 15-17, 2021, was a big success, and one of the biggest fall shows they’ve had with 95 campers, 400 kids attended the exhibits Friday, and 60 pieces of equipment were sold at auction.

RESOLUTION NO. R-2021-43 TO ENTER INTO AN AGREEMENT WITH PERRY RIDGE LANDFILL, INC. FOR DISPOSAL OF LEACHATE

Commissioner Cicardi presented Resolution No. R-2021-43, a resolution placed on file at the October 11, 2021, regular council meeting, to authorize the City of Pinckneyville, Perry County, Illinois, to enter into an agreement with Perry Ridge Landfill, Inc. for disposal of Leachate. Commissioner Cicardi made a motion to approve Resolution No. R-2021-43. Commissioner Stotlar seconded the motion. On roll call: Commissioners Cicardi, Hicks, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

PURCHASE WATER FITTINGS FROM IMCO UTILITY SUPPLY CO.

Commissioner Cicardi made a motion to approve the purchase of water fittings for the Mann Drive water main project from IMCO Utility Supply Co. at a cost of $4,356.00. Commissioner Peradotta seconded the motion. On roll call: Commissioners Cicardi, Hicks, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

CHANGE ORDER #2 FOR SOCCER PARK UTLITIES PROJECT

Commissioner Cicardi requested approval for Change Order #2 for the Soccer Park Utilities Project. He stated this is a time extension due to the delay in materials. Commissioner Cicardi made a motion to approve Change Order #2 for the Soccer Park Utilities Project. Commissioner Peradotta seconded the motion. On roll call: Commissioners Cicardi, Hicks, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

ORDINANCE NO. O-2021-17 TO ACQUIRE A UTILITY EASEMENT FROM GLEN C. BROKERING AND RENEE C. BROKERING

Commissioner Cicardi introduced Ordinance No. O-2021-17, an ordinance to be placed on file, authorizing the City of Pinckneyville, Perry County, Illinois, to acquire a Utility Easement from Glen C. Brokering and Renee C. Brokering. He stated this is on the east side of Beaucoup Creek where the sewer line is on State property. This is an easement to cross their property. Commissioner Cicardi made a motion to place on file Ordinance No. O-2021-17. Commissioner Hicks seconded the motion. On roll call: Commissioners Cicardi, Hicks, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

PURCHASE TWO POWERLIFT HYDRAULIC DOORS FOR THE AIRPORT FROM POWERLIFT DOORS OF ILLINOIS

Commissioner Hicks made a motion to approve the purchase of two powerlift hydraulic doors for the airport form PowerLift Doors of Illinois at a total price of $41,044.00. He stated this purchase will be paid from grant funds. Commissioner Stotlar seconded the motion. On roll call: Commissioners Cicardi, Hicks, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

RESOLUTION NO. R-2021-44 TO APPROVE THE 2022 MOTOR FUEL TAX MAINTENANCE PROGRAM

Commissioner Peradotta introduced Resolution No. R-2021-44, a resolution to be placed on file, to approve the 2022 Motor Fuel Tax Maintenance Program. He stated $241,000.00 will be appropriated for the 2022 Motor Fuel Tax Maintenance Program and made a motion to place on file Resolution No. R-2021-44. Commissioner Cicardi seconded the motion. On roll call: Commissioners Cicardi, Hicks, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

REPLACE REAR SPROCKETS AND TRACKS ON BOBCAT BY HAGENE EXCAVATING INC.

Commissioner Peradotta requested approval to replace rear sprockets and tracks on the Bobcat by Hagene Excavating Inc. at a cost of $4,535.00, with half being paid by the Street Department and half being paid by the Utility Department. Commissioner Peradotta made a motion to approve the request which was seconded by Commissioner Stotlar. On roll call: Commissioners Cicardi, Hicks, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

FISCAL YEAR 2021 AUDIT

Commissioner Stotlar made a motion to approve the Fiscal Year 2021 audit report that was presented at the October 11, 2021, regular council meeting. The motion was seconded by Commissioner Peradotta. On roll call: Commissioners Cicardi, Hicks, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

CITY OF PINCKNEYVILLE HEALTH INSURANCE PLAN

Commissioner Stotlar introduced Mark Kelly of Sheffer Insurance Agency and Jack Abbott of Insurance Program Management Group, Inc. (IPMG) to discuss the City of Pinckneyville Health Insurance Plan. Mr. Kelly stressed the health insurance program would remain the same, still being self-funding using the Healthlink network. Mr. Abbott reviewed the City’s current plan stating there is no claim cap, and that IPMG could offer the City a plan with a maximum cap with a lower premium, along with seamless management, including COBRA administration. He also noted IPMG serves half of the public entitles in Illinois.

Motion by Commissioner Cicardi, seconded by Commissioner Peradotta to move the meeting to Executive Session at 6:28 p.m. for the discussion of: Section 2 (c) (11) Litigation, pending or probable. On roll call: Commissioners Cicardi, Hicks, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

RETURN TO REGULAR MEETING

Motion by Commissioner Cicardi, seconded by Commissioner Hicks to return to the regular meeting at 7:00 p.m. On roll call: Commissioners Cicardi, Hicks, Peradotta, Stotlar and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

ADJOURNMENT

Motion by Commissioner Hicks, seconded by Commissioner Stotlar to adjourn the meeting at 7:01 p.m. On roll call: Commissioners Cicardi, Hicks, Peradotta, Stotlar and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.
