Pinckneyville City Council met Nov. 1.

Here are the minutes provided by the council:

ROLL CALL

Mayor Robert L. Spencer called the special meeting of the Pinckneyville City Council to order at 9:00 a.m. in the Council Chambers, City Hall. Members present: Commissioners Ricky J. Cicardi, Kevin B. Hicks, Sammy D. Peradotta, William B. Stotlar, and Mayor Robert L. Spencer. Mayor Spencer declared a quorum present. City Attorney Don Bigham requested to add an Executive Session for the discussion of Section 2 (c) (2) Collective negotiating matters or deliberations concerning salary schedules and Section 2 (c) (5) Purchase or lease of real property for the use of the public body. Mayor Spencer announced the agenda was set. Administrative staff present: City Clerk Melissa S. Kellerman and City Attorney Don Bigham.

RESOLUTION NO. R-2021-45 APPROVING AND AUTHORIZING AN AGREEMENT WITH IPMG FOR SERVICES TO ADMINISTER THE CITY’S HEALTH INSURANCE PLAN AND TO PLACE STOP LOSS INSURANCE COVERAGE

Mayor Spencer introduced Resolution No. R-2021-45, a resolution of the City of Pinckneyville, Perry County, Illinois, to be placed on file, approving and authorizing an agreement with IPMG for services to administer the City’s Health Insurance Plan and to place Stop Loss Insurance Coverage. Commissioner Hicks made a motion to place on file Resolution No. R-2021-45. Commissioner Stotlar seconded the motion. On roll call: Commissioners Cicardi, Hicks, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

ORDINANCE NO. O-2021-18 TO BORROW FUNDS FROM THE WATER POLLUTION CONTROL LOAN PROGRAM THROUGH THE ILLINOIS ENVIRONMENTAL PROTECTION AGENCY

Mayor Spencer introduced Ordinance No. O-2021-18, an ordinance to be placed on file, authorizing the City of Pinckneyville, Perry County, Illinois, to borrow funds from the Water Pollution Control Loan Program through the Illinois Environmental Protection Agency. Mayor Spencer stated the estimated cost of construction and installation is $17,700,000.00. City Attorney Don Bigham agreed this amount is before any loan forgiveness the EPA may give, but this ordinance allows the City to borrow up to $17,700,000.00. This is for the new sewer plant. Commissioner Cicardi made a motion to place on file Ordinance No. O-2021-18. Commissioner Hicks seconded the motion. On roll call: Commissioners Cicardi, Hicks, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried

ADJOURNMENT TO EXECUTIVE SESSION

Motion by Commissioner Peradotta, seconded by Commissioner Hicks to move the meeting to Executive Session at 9:04 a.m. for the discussion of Section 2 (c) (2) Collective negotiating matters or deliberations concerning salary schedules and Section 2 (c) (5) Purchase or lease of real property for the use of the public body. On roll call: Commissioners Cicardi, Hicks, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

RETURN TO REGULAR MEETING

Motion by Commissioner Peradotta, seconded by Commissioner Cicardi to return to the regular meeting at 9:26 a.m. On roll call: Commissioners Cicardi, Hicks, Peradotta, Stotlar and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

RESOLUTION NO. R-2021-46 TO ENTER INTO A COLLECTIVE BARGAINING AGREEMENT WITH THE LABORERS’ INTERNATIONAL UNION OF NORTH AMERICA, THE SOUTHERN AND CENTRAL ILLINOIS LABORERS’ DISTRICT COUNCIL, AND LABORERS’ LOCAL 773

Mayor Spencer introduced Resolution No. R-2021-46, a resolution to be placed on file, authorizing the City of Pinckneyville, Perry County, Illinois, to enter into a Collective Bargaining Agreement with the Laborers’ International Union of North America, the Southern and Central Illinois Laborers’ District Council, and Laborers’ Local 773. Commissioner Stotlar made a motion to approve Resolution No. R-2021-46. Commissioner Hicks seconded the motion. On roll call: Commissioners Cicardi, Hicks, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

ADJOURNMENT

Motion by Commissioner Hicks, seconded by Commissioner Stotlar to adjourn the meeting at 9:27 a.m. On roll call: Commissioners Cicardi, Hicks, Peradotta, Stotlar and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.
