City of Pinckneyville City Council met Dec. 13.

Here are the minutes provided by the council:

ROLL CALL

Mayor Spencer called the regular meeting of the Pinckneyville City Council to order at 6:00 p.m. in the Council Chambers, City Hall. Members present: Commissioners Ricky J. Cicardi, Kevin B. Hicks, Sammy D. Peradotta, William B. Stotlar, and Mayor Robert L. Spencer. Mayor Spencer declared a quorum present. Mayor Spencer announced the agenda was set. Administrative staff present: City Clerk Melissa Kellerman, City Attorney Don Bigham, and Fire Chief Jim Gielow. Due to the COVID-19 Pandemic, the public was invited to attend by social distancing in the lobby area and the Council Chambers of City Hall or by calling in on a conference line. The Pledge of Allegiance was led by Commissioner Peradotta.

PREVIOUS MINUTES

Commissioner Hicks made a motion to approve the minutes of the November 22, 2021, regular council meeting, and the November 30, 2021, special meeting. The motion was seconded by Commissioner Peradotta. On roll call: Commissioners Cicardi, Hicks, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

TREASURER’S REPORT

Commissioner Stotlar reviewed the treasurer’s report and stated that Total Gross Payroll was $1,776,224.62 for the payroll period ending November 2021, up from last year. He stated that the regular hours of 73,474.60 and overtime hours of 1,630.50 were similar to last year’s numbers. Commissioner Stotlar made a motion to approve the treasurer’s report. The motion was seconded by Commissioner Cicardi. On roll call: Commissioners Cicardi, Hicks, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

ACCOUNTS PAYABLE

Commissioner Stotlar made a motion to approve the accounts payable. The motion was seconded by Commissioner Peradotta. On roll call: Commissioners Cicardi, Hicks, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

CORRESPONDENCE

Commissioner Cicardi recognized and thanked Bill and Barb Griffin for decorating the Chamber corner at the four-way-stop throughout the year.

Commissioner Cicardi stated that CN Railroad started work on the Parker Street railroad crossing today and expected to finish that crossing tomorrow, then move on to the Grant Street railroad crossing Tuesday afternoon through Thursday.

PURCHASE POOL CHEMICALS FOR THE 2022 SEASON FROM SPEAR CORPORATION

Commissioner Cicardi requested emergency approval to purchase pool chemicals for the 2022 season from Spear Corporation at a total cost of $10,451.00. He stated the chemicals needed to be ordered by December 10, 2021, to get them for this price. Commissioner Cicardi made a motion to approve the purchase which was seconded by Commissioner Hicks. On roll call: Commissioners Cicardi, Hicks, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

RESOLUTION NO. R-2021-54 TO ACCEPT A PROPOSAL FROM HAIER PLUMBING AND HEATING, INC., TO FURNISH MATERIALS AND TO APPROVE THE AWARD OF A CONTRACT FOR THE IL-154 WATER MAIN EXTENSION PROJECT

Commissioner Cicardi introduced Resolution No. R-2021-54, a resolution to be placed on file, to accept a proposal from Haier Plumbing and Heating, Inc., to furnish materials and to approve the award of a contract for the IL-154 Water Main Extension Project.

He stated this is for the water line on the north side of IL-154 across from Brand’s Carwash to tap into the water line in front of Shirley Mann’s and to eliminate the water line under the highway in front of O’Reilly’s Auto Parts. Commissioner Cicardi stated Haier Plumbing was the only bidder with a bid of $50,750.00. Commissioner Cicardi made a motion to place on file Resolution No. R-2021-54. Commissioner Stotlar seconded the motion. On roll call: Commissioners Cicardi, Hicks, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

HIRE PART-TIME CONSULTANT FOR WATER DEPARTMENT

Commissioner Cicardi tabled this discussion until it has been reviewed by the Environmental Protection Agency.

PINCKNEYVILLE HIGH SCHOOL BASEBALL TEAM REQUEST TO COLLECT ON STREETS JANUARY 29, 2022

Commissioner Hicks introduced Teresa Adcock and Kelly Epplin, representing the Pinckneyville High School Baseball Team. They are requesting to collect at designated intersections in town as a fundraiser on January 29, 2022, during the basketball shoot-out. Commissioner Hicks stated they could choose four hours during that day. Commissioner Peradotta noted the games are not scheduled to start until 1:30 p.m. that day. They chose to collect from 12:00 – 4:00 p.m. Commissioner Peradotta offered the use of the Street Department safety cones and suggested they borrow safety vests for the day. Commissioner Hicks made a motion, seconded by Commissioner Cicardi to approve the request. On roll call: Commissioners Cicardi, Hicks, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

HIRE FULL-TIME POLICE OFFICER FOR PINCKNEYVILLE POLICE DEPARTMENT

Commissioner Hicks made a motion to hire one full-time police officer for the Pinckneyville Police Department. He stated they won’t start until Spring 2022. The motion was seconded by Commissioner Stotlar to approve the request. On roll call: Commissioners Cicardi, Hicks, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

RESOLUTION NO. R-2021-52 ESTIMATING THE AMOUNT OF TAX LEVY FOR FISCAL YEAR ENDING APRIL 30, 2022

Commissioner Stotlar presented Resolution No. R-2021-52, a resolution placed on file at the November 22, 2021, regular council meeting, estimating the amount of Tax Levy for the fiscal year ending April 30, 2022. Commissioner Stotlar made a motion to approve Resolution No. R-2021-52. Commissioner Peradotta seconded the motion. On roll call: Commissioners Cicardi, Hicks, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

ORDINANCE NO. O-2021-20 LEVYING FOR TAXES FOR CORPORATE PURPOSES OF THE CITY OF PINCKNEYVILLE, PERRY COUNTY, ILLINOIS, FOR THE FISCAL YEAR COMMENCING MAY 1, 2021, AND ENDING APRIL 30, 2022

Commissioner Stotlar presented Ordinance No. O-2021-20, an ordinance placed on file at the November 22, 2021, regular council meeting, levying for taxes for corporate purposes of the City of Pinckneyville, Perry County, Illinois, for the fiscal year commencing May 1, 2021, and ending April 30, 2022. Commissioner Stotlar made a motion to approve Ordinance No. O 2021-20. The motion was seconded by Commissioner Hicks. On roll call: Commissioners Cicardi, Hicks, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

INVOICE FOR SHREDDING DOCUMENTS FROM THE SHRED TRUCK

Commissioner Stotlar requested emergency approval of an invoice for shredding documents at City Hall in the amount of $3,180.00 from The Shred Truck. He stated the truck was ordered for a certain number of bins, but was able to shred more than expected due to truck space, so all approved documents to be shredded from the last four years were shredded on site. Commissioner Stotlar made a motion to approve the invoice. The motion was seconded by Commissioner Hicks. On roll call: Commissioners Cicardi, Hicks, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

NOTIFICATION OF UPCOMING HOLIDAYS

Mayor Spencer stated that Christmas Day and New Year’s Day fall on Saturday this year, and when a holiday falls on a Saturday, it is observed the previous Friday. Therefore, he announced the following upcoming holidays when the City Offices will be closed: Thursday and Friday, December 23 and 24, 2021, in observance of Christmas Eve and Christmas Day and Friday, December 31, 2021, in observance of New Year’s Day.

RESOLUTION NO. R-2021-55 CONSERNING AN UNSAFE BUILDING (701 PENINA STREET)

Mayor Spencer presented Resolution No. R-2021-55, a resolution concerning an unsafe building in the City of Pinckneyville, Perry County, Illinois (701 Penina Street). Commissioner Cicardi made a motion to approve Resolution No. R-2021-55. Commissioner Hicks seconded the motion. On roll call: Commissioners Cicardi, Hicks, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

RESOLUTION NO. R-2021-56 CONSERNING AN UNSAFE BUILDING (705 S. DOUGLAS STREET)

Mayor Spencer presented Resolution No. R-2021-56, a resolution concerning an unsafe building in the City of Pinckneyville, Perry County, Illinois (705 S. Douglas Street). Commissioner Peradotta made a motion to approve Resolution No. R-2021-56. Commissioner Cicardi seconded the motion. On roll call: Commissioners Cicardi, Hicks, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

RESOLUTION NO. R-2021-57 CONSERNING AN UNSAFE BUILDING (108 WEST MULBERRY STREET)

Mayor Spencer presented Resolution No. R-2021-57, a resolution concerning an unsafe building in the City of Pinckneyville, Perry County, Illinois (108 West Mulberry Street). Commissioner Cicardi made a motion to approve Resolution No. R-2021- 57. Commissioner Peradotta seconded the motion. On roll call: Commissioners Cicardi, Hicks, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

ADJOURNMENT TO EXECUTIVE SESSION

Motion by Commissioner Peradotta, seconded by Commissioner Stotlar to move the meeting to Executive Session at 6:17 p.m. for the discussion of: Section 2 (c) (1) Appointment, employment, compensation, discipline, performance, or dismissal of an employee and Section 2 (c) (11) Litigation, pending or probable. On roll call: Commissioners Cicardi, Hicks, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

RETURN TO REGULAR MEETING

Motion by Commissioner Cicardi, seconded by Commissioner Stotlar to return to the regular meeting at 8:11 p.m. On roll call: Commissioners Cicardi, Hicks, Peradotta, Stotlar and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

RESOLUTION NO. R-2021-53 AUTHORIZING COMPROMISE SETTLEMENT OF EMPLOYMENT GRIEVANCE

Mayor Spencer introduced Resolution No. R-2021-53, a resolution to be placed on file authorizing compromise settlement of employment grievance. Commissioner Hicks made a motion to place on file Resolution No. R-2021-53. Commissioner Stotlar seconded the motion. On roll call: Commissioners Hicks, Stotlar, and Mayor Spencer voted YEA. NAYS: Commissioners Cicardi and Peradotta. Motion declared carried.

Motion by Commissioner Hicks, seconded by Commissioner Stotlar to adjourn the meeting at 8:12 p.m. On roll call: Commissioners Cicardi, Hicks, Peradotta, Stotlar and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.
