City of Red Bud Zoning Committee met Dec. 20.

Here are the minutes provided by the committee:

Committee Members Present: Curt Guebert, Ben Schwartzkopf, Rodney Nevois Committee Members Absent: Alan Piel, Jeremy DeMond

Council Members Present: Mike Rheinecker, Bill Hanebutt, Kyle Donjon

Others Present: Acting Mayor Susan Harbaugh, City Attorney Paul Ray, City Superintendent Josh Eckart, Code Admin. Jeff Mueller, Police Chief John Brittingham, Admin. Assist. Pam Poetker

Others Absent: City Clerk Joanne Cowell

Acting Mayor Harbaugh called the meeting to order at 6:53 P.M.

New Business

I. Approval of Prior Month’s Meeting Minutes – Meeting November 15, 2021 Recommendation made by Committee Member Nevois, seconded by Committee Member Schwartzkopf, to approve the minutes from the November 15, 2021, meeting. Carried

II. Subdivision Ordinance Changes

Code Administrator Mueller reviewed a handout of recommended changes, which were included in the meeting packets. Nevois questioned the sidewalk thickness of 6” and Donjon questioned the penalty for not abiding with the code. Attorney Ray said the Code Administrator has the authority to stop work or issue tickets. Attorney Ray will make these changes and get them to the Planning Commission for the February meeting. III. Comprehensive Plan – Heartland Conservancy

Poetker met with Heartland Conservancy two years ago in anticipation of a Route 3 bypass in Red Bud. They presented a two-part plan to promote sustainability of the downtown area and a comprehensive plan component. There is a cost of approximately $70,000. Heartland was contacted based on a recommendation from Ed Weilbacher, KRPD. Poetker will send out all the information she has and eventually a Heartland representative would come and make a presentation to the council. The Planning Commission has discussed updating the comprehensive plan. The need and uses of a comprehensive plan were discussed. The first step is to budget for an updated comprehensive plan and then request for proposals for professional services. (Clerk’s Note: Parts of the recording are inaudible.)
