Monroe County Board met Feb. 7.

Here are the minutes provided by the board:

The meeting of the County Commissioners of Monroe County, Illinois was called to order at 8:15am by Chairman Dennis Knobloch.

The meeting opened with the Pledge of Allegiance.

Chairman Dennis M. Knobloch, Vice Chairman George Green and Commissioner Vicki Koerber were present.

Others present included Sheila Wetzler, State’s Attorney Lucas Liefer, Aaron Metzger, John Wagner, Kevin Scheibe, Jim Crowe, Sheriff Neal Rohlfing, Pat Kelly, Oak Hill Administrator Shari Kruep, Chris Voelker, Laura Henry, Carla Heise, Scott Woodsmall with the Republic-Times and Deputy County Clerk Mia VanZandt.

The new Oak Hill Administrator Shari Kruep was introduced.

Commissioner Green made a motion to approve the Accounts Payable for payment. Second by Commissioner Koerber. All voting Aye. None Nay. None Absent. Motion carried.

Motion by Commissioner Koerber to approve the County Payroll. Second by Commissioner Green. All voting Aye. None Nay. None Absent. Motion carried.

Motion by Commissioner Koerber to approve the open and closed minutes of the January 18, 2022 Board meeting. Second by Commissioner Green. All voting Aye. None Nay. None Absent. Motion carried.

Commissioner Green made a motion to approve the Oak Hill Care Center Accounts Payable. Second by Commissioner Koerber. All voting Aye. None Nay. None Absent. Motion carried.

Commissioner Koerber made a motion to approve a request for the use of the courtyard/bandstand by the Waterloo Municipal Band for their Tuesday night band concerts, which will run from May 31, 2022 through August 30, 2022. Second by Commissioner Green. All voting Aye. None Nay. None Absent. Motion carried.

Sheriff Rohlfing came before the Board to discuss raising wages for part-time correctional officers. Commissioner Koerber made a motion to approve up to $18/hour for part-time correctional officers and dispatchers. Second by Commissioner Green. All voting Aye. None Nay. None Absent. Motion carried.

Health Department Director John Wagner came before the Board to provide an update COVID-19.

Commissioner Koerber made a motion to approve the agreement with the Village of Valmeyer for the County Highway 11 Extension Resurfacing Project. Second by Commissioner Green. Commissioner Koerber and Commissioner Green voting Aye. None Nay. None Absent. Chairman Knobloch Abstained. Motion carried. Resolution #22-5

Commissioner Koerber made a motion to approve the agreement with the City of Waterloo for the Rogers Street North Project. Second by Commissioner Green. All voting Aye. None Nay. None Absent. Motion carried. Resolution #22-6

Commissioner Green made a motion to approve a resolution for the County Motor Fuel Tax Fund for County Engineer’s salary. Second by Commissioner Koerber. All voting Aye. None Nay. None Absent. Motion carried. Resolution #22-7

Carla Heise came before the Board to discuss Ambulance business.

Commissioner Koerber made a motion to approve the Collective Bargaining Agreement between Monroe County and the American Federation of State, County and Municipal Employees Council 31. Second by Commissioner Green. All voting Aye. None Nay. None Absent. Motion carried.

Commissioner Koerber made a motion to accept the contract with BJC Health Systems for transport. Second by Commissioner Green. All voting Aye. None Nay. None Absent. Motion carried.

Zoning Administrator Chris Voelker presented two flood plain variance requests. The first variance was for Eric Knaust at 6857 Deer Hill Road, Waterloo, IL for a 36’x80’ shed, to replace an existing shed, parcel #09-09-20-001. The shed’s use in not related to agriculture. Commissioner Koerber made a motion to approve the variance request. There was no second. The motion was then rescinded by Commissioner Koerber. A motion to deny the request as presented was made by Commissioner Green. Second by Chairman Knobloch. Chairman Knobloch and Commissioner Green voting Aye. Commissioner Koerber voted Nay. None Absent. Motion carried.

The second variance request was for Matthew and Melissa Kirkwood at 1457 Merrimac Road, Valmeyer, IL, parcel #06-10-300-002. They are requesting a permit to add two 20’x32’ lean-to additions on each side of the existing barn. After a short discussion regarding flood plain zoning rules, the applicants asked the Board to postpone a decision on their permit request. There being no objection, Chairman Knobloch accepted their request.

There being no further business to come before the Board, a motion was made by Commissioner Koerber to adjourn. Second by Commissioner Green. All voting Aye. None Nay. None Absent. Motion carried.

Meeting adjourned at 9:55am.
