Pinckneyville City Council met March 7.

ROLL CALL

Mayor Robert L. Spencer called the special meeting of the Pinckneyville City Council to order at 9:00 a.m. in the Council Chambers, City Hall. Members present: Commissioners Ricky J. Cicardi, Kevin B. Hicks, Sammy D. Peradotta, William B. Stotlar, and Mayor Robert L. Spencer. Administrative staff present: City Clerk Melissa S. Kellerman and City Attorney Don Bigham.

ORDINANCE NO. O-2022-05 APPROVING AND AUTHORIZING AN AGREEMENT BETWEEN THE CITY OF PINCKNEYVILLE, ILLINOIS, AND THE ILLINOIS DEPARTMENT OF TRANSPORTATION FOR REALIGNMENT OF ILLINOIS STATE ROUTE 127

Mayor Spencer introduced Ordinance No. O-2022-05, an ordinance to be placed on file approving and authorizing an agreement between the City of Pinckneyville, Illinois, and the Illinois Department of Transportation for realignment of Illinois State Route 127. City Attorney Don Bigham stated the IDOT will maintain the entire pavement including the bike lane. He also stated the City of Pinckneyville must maintain the parallel parking spaces on the East side of the Courthouse. He also stated that “bike paths” in Item paragraph 5 will be deleted in the final draft. Commissioner Peradotta questioned paragraph 5. City Attorney Don Bigham stated this is the portion of Main Street that is one block North and one block South of the courthouse that is currently Main Street, but will be vacated and converted to parking spaces. Mayor Spencer showed Commissioner Peradotta those sections on the Map on Addendum #1. City Attorney Don Bigham stated the Foundation for Pinckneyville has requested additional space on the North side and McDonalds has requested additional space on the South side. Commissioner Cicardi asked about parking spots around the Courthouse and about the 10” water line in front of the Courtside building. City Attorney Don Bigham stated IDOT has an estimate for Laurel Street, but all other expenses will be paid by the City. Commissioner Hicks asked if the City had to pay to take the Courtside building down. Mayor Spencer responded that the State will pay for that. City Attorney Don Bigham stated if the ordinance was approved to be laid over, the next meeting will give final approval to this ordinance as well as three resolutions to approve deeds to transfer the Courtside building, the lot East of that building and the parking lot South of that building, as well as a beautification easement. Commissioner Cicardi asked about the Christmas tree lot and the power on that lot. Mayor Spencer said the asphalt will be taken up and the extra footage will be given to the Foundation with that lot and that he was working with Ameren on the relocation of the electricity. Commissioner Peradotta asked about the clock movement. Mayor Spencer said IDOT will take care of it. Commissioner Peradotta made a motion to place on file Ordinance No. O-2022-05. Commissioner Stotlar seconded the motion. On roll call: Commissioners Cicardi, Hicks, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

ADJOURNMENT

Motion by Commissioner Hicks, seconded by Commissioner Stotlar to adjourn the meeting at 9:14 a.m. On roll call: Commissioners Cicardi, Hicks, Peradotta, Stotlar and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.
