City of Red Bud Finance Committee met Jan. 17.

Committee Chairman Nevois called the meeting to order at 6:00 P.M.
Old Business
I. Code of Ordinances - Editing Draft

II. ARPA Funding
Poetker said that since the city is receiving less than $10 million in ARPA funds, it looks like the city will be able to claim all the funds as “recovery of lost revenue” and this will allow the city to use the money with less/no restrictions.
III. YMCA/Dashner Building Lease
Poetker said she is waiting to hear back from the YMCA after she notified the Y that the city proposes to keep the lease as submitted.
IV. Video Gaming Licensing
After discussion, the consensus was to not further tax our local businesses and to take no action at this time. Poetker should put this on the January 2023, agenda for review.
V. RBI Property Tax Abatement
This will be addressed when RBI gets a little further along with the project.
New Business
I. Approval of Prior Month’s Meeting Minutes – December 20, 2021 Recommendation made by Committee Chairman Nevois, seconded by Committee Member Hanebutt, to approve the minutes from the December 20, 2021, meeting. Carried
II. Maturing CD’s
None
III. Financial Dashboard
The financial dashboard was reviewed. The fiscal year is 67% expired, revenue is at 111% and expenses are at 52%.
IV. East Industrial Park Funding Sources
Poetker has been in contact with the USDA representative and while the city is not eligible for grants because of the income ratio, the city may be eligible for low interest loans. The use of the ARPA funds for the East Industrial Park development, without specific approval, still needs to be clarified.
V. Community Projects – Guidelines/Forms
Funding of the Boy Scouts Merit Badge projects and setting up guidelines/forms was discussed. Chairman Nevois said that part of the boy scout program, is that the scout is responsible for going out and getting donations for their project. Setting up some sort of match and budgeting a dollar amount each year was suggested. Poetker will work on guidelines.
