City of Columbia City Council met April 4.

Here are the minutes provided by the council:

A. Call Meeting to Order

Mayor Hill called the City Council of Columbia, Illinois to order at 7:00 PM.

B. Roll Call

Present: Aldermen Niemietz, Huch, Martens, Riddle, Garmer, and Khoury.

Absent: Aldermen Roessler and Holtkamp.

Quorum present.

Administrative Staff present:

City Administrator Douglas Brimm

City Clerk Andrew Hitzemann

Deputy Chief of Police Karla Heine

City Engineer Chris Smith

Dir. of Community Dev. Scott Dunakey City Treasurer Linda Sharp

C. Pledge of Allegiance

City Attorney Terry Bruckert Chief of Police Jason Donjon Deputy City Clerk Kelly Mathews EMS Chief Kim Lamprecht IT Director James Mitchell

Those in attendance recited the Pledge of Allegiance.

D. Proclamations /Recognitions /Presentations

City Administrator Doug Brimm presented the proposed 2023 budget to the Council. Mr. Brimm reminded the Council the budget will be presented at the April 18, 2022 Council Meeting for approval. Mr. Brimm offered to convene a Committee of the Whole meeting on April 11, 2022 to review the budget more in depth if any aldermen wished to do so.

There was no Public Input.

F. Comments & Announcements - Mayor

Mayor Hill recognized Director of Community Development Scott Dunakey for his work on the first Open House event for the Comprehensive Plan.

Mayor Hill thanked the Columbia Fire Protection District hosting a fund raising event for Sergeant Mike Conrad.

H. Comments & Announcements - Department Directors

There were no Department Directors Comments & Announcements.

I. Consent Agenda

City Clerk Hitzemann read the Consent Agenda .

1. Motion to Approve Minutes of the March 21, 2022 Regular City Council Meeting

2. Motion to Approve Closed Session Minutes of the March 21, 2022 Regular City Council Meeting

3. Motion to Approve Payment of Vouchers for the Period of March 18, 2022 through March 30, 2022 in the Amount of $132,490.89

4. Motion to Approve Special Event Application - Historic Main Street Columbia Association Rotten Egg Hunt (April 22, 2022)

5. Motion to Approve Special Event Application - R'Casa Cinco de Mayo/Kentucky Derby Block Party (May 5-7, 2022)

Mayor Hill inquired if the Council wished to remove any items prior to a motion. There were none.

Motion:

It was moved by Alderman Khoury, and seconded by Alderman Huch, to approve the Consent Agenda as read .

Motion Passed .

J. Unfinished Business

1. Ordinance No. 3604 Authorizing the Mayor to Execute a Revised Consent to Sublease (Crown Castle GT Company LLC)

City Administrator Doug Brimm reviewed with the Council that on January 18, 2022, Council approved Ordinance No. 3598 which authorized Crown Castle GT Company LLC to sublease a portion of telecommunications Tower #1 to DISH Wireless, LLC. Mr. Brimm stated it was recently brought to Staff's attention DISH identified the wrong tower in the subtenant agreement. BU 839813, 1253 Bremser Road will be replaced by BU 816945, 1363 Bremser Road .

Motion:

It was moved by Alderman Martens, and seconded by Alderman Holtkamp, to pass and approve Ordinance No. 3604 Authorizing the Mayor to Execute a Revised Consent to Sublease (Crown Castle GT Company LLC)

Motion Passed.

K. New Business

1. Resolution No. 2022-07 Approving Plans and Specifications Re lative to Federal Aid Primary (FAP) 312 (IL 3) Section (65-1, 66-1, 67-1) RS-1 in the City of Columbia, Monroe County, Illinois and Authorizing the Mayor to Execute a Letter of Understanding Relative to Said Project

It was moved by Alderman Niemietz, and seconded by Alderman Garmer, to pass and approve Resolution No. 2022-07, and Resolution Approving Plans and Specifications Relative to Federal Aid Primary (FAP) 312 (IL 3) Section (65-1, 66-1, 67-1) RS-1 in the City of Columbia, Monroe County, Illinois and Authorizing the Mayor to Execute a Letter of Understanding Relative to Said Project

Motion Passed.

L. Closed Session

Mayor Hill informed the Council that he would entertain a motion to go into Closed Session to discuss 5 ILCS 120/2(c)(6) Setting a Price for Sale or Lease of Property Owned by the Public Body.

Motion:

It was moved by Niemietz, and seconded by Alderman Garmer, to direct the Mayor to go into Closed Session at 7:49 PM to discuss 5 ILCS 120/2(c)(6) Setting a Price for Sale or Lease of Property Owned by the Public Body

Motion Passed.

Mayor Hill called the Regular Session of the City Council back to order at 8:03 PM. Upon return to Regular Session, Aldermen Niemietz, Roessler, Huch, Holtkamp, Martens, Riddle, Garmer, Khoury, and Mayor Hill were present.

There were no announcements.

N. Adjournment

Motion:

It was moved by Alderman Khoury, and seconded by Alderman Riddle, to adjourn the Regular City Council meeting held Monday, April 04, 2022 at 8:03 PM.

Motion Passed.
