City of Pinckneyville City Council met March 14.

Here are the minutes provided by the council:

ROLL CALL

Mayor Spencer called the regular meeting of the Pinckneyville City Council to order at 6:00 p.m. in the Council Chambers, City Hall. Members present: Commissioners Ricky J. Cicardi, Kevin B. Hicks, Sammy D. Peradotta, William B. Stotlar, and Mayor Robert L. Spencer. Mayor Spencer declared a quorum present. Mayor Spencer announced the agenda was set. Administrative staff present: City Clerk Melissa Kellerman and City Attorney Matt Foster. Due to the COVID-19 Pandemic, the public was invited to attend by social distancing in the lobby area and the Council Chambers of City Hall. The Pledge of Allegiance was led by Commissioner Stotlar.

PREVIOUS MINUTES

Commissioner Stotlar made a motion to approve the minutes of the February 28, 2022, regular council meeting, and March 7, 2022, special meeting. The motion was seconded by Commissioner Hicks. On roll call: Commissioners Cicardi, Hicks, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

TREASURER’S REPORT

Commissioner Stotlar reviewed the treasurer’s report and stated that Total Gross Payroll was $298,121.37 for the payroll period ending February 2022, up from last year. He stated that the regular hours of 10,657 was down from last year and overtime hours of 339 were about even to last year’s overtime hours. Commissioner Stotlar made a motion to approve the treasurer’s report. The motion was seconded by Commissioner Cicardi. On roll call: Commissioners Cicardi, Hicks, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

ACCOUNTS PAYABLE

Commissioner Stotlar added two invoices to the accounts payable: $1,731.32 to Clearwave for city-wide internet service and $1.29 to Sam’s Club for a total of $1,732.61. Commissioner Stotlar made a motion to approve the accounts payable with the additional two invoices. The motion was seconded by Commissioner Peradotta. On roll call: Commissioners Cicardi, Hicks, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

CORRESPONDENCE

Commissioner Cicardi announced there will be ongoing construction on West Water Street and the public will experience road blocks for water drainage improvements and installing a sidewalk on the North side of the street. Mayor Spencer noted the new sidewalk and drainage project was made possible by a $700,000 grant from the Illinois Department of Commerce and Economic Opportunity’s Community Development Block Grant made possible by the efforts of Mayor Spencer and Economic Development Coordinator Carrie Gilliam.

APPROVAL TO HIRE DIANE GARNER

Commissioner Cicardi requested approval to hire Diane Garner for part-time mowing at the ball diamonds. Commissioner Cicardi made a motion to approve the request which was seconded by Commissioner Peradotta. On roll call: Commissioners Cicardi, Hicks, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

APPROVAL TO HIRE STEVEN MATHIS

Commissioner Cicardi requested approval to hire Steven Mathis as a part-time worker. Commissioner Cicardi made a motion to approve the request which was seconded by Commissioner Hicks. On roll call: Commissioners Cicardi, Hicks, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

APPROVAL TO HIRE JORDAN BRAND AS AN OPERATOR – UTILITY MAINTENANCE/ WATER & SEWER TREATMENT PLANT RELIEF OPERATOR

Commissioner Cicardi requested approval to hire Jordan Brand as a full-time Operator – Utility Maintenance/Water & Sewer Treatment Plan Relief Operator. Commissioner Cicardi made a motion to approve the request which was seconded by Commissioner Peradotta. On roll call: Commissioners Cicardi, Hicks, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

REQUEST TO PURCHASE BAD BOY 72” RIDING MOWER FROM GARNER MOWING SERVICE

Commissioner Cicardi requested permission to purchase a Bad Boy 72” Riding Mower from Garner Mowing Service at a cost of $7,000.00. He stated Tom Garner is selling the mower and it has been well-maintained. Commissioner Cicardi made a motion to approve the purchase. Commissioner Hicks seconded the motion. On roll call: Commissioners Cicardi, Hicks, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

RESOLUTION NO. R-2022-11 TO ENTER INTO A MOWING CONTRACT WITH JAY RAY (OLD SOCCER FIELDS)

Commissioner Cicardi introduced Resolution No. R-2022-11, a resolution to be placed on file, authorizing the City of Pinckneyville, Perry County, Illinois, to enter into a Mowing Contract with Jay Ray (Old Soccer Fields). Commissioner Cicardi stated he is the soccer coach so he will know when and how the fields need to be mowed. Commissioner Cicardi made a motion to place on file Resolution No. R-2022-11. Commissioner Stotlar seconded the motion. On roll call: Commissioners Cicardi, Hicks, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

RESOLUTION NO. R-2022-12 TO ENTER INTO A MOWING CONTRACT WITH JAY RAY (CITY LAKE)

Commissioner Cicardi introduced Resolution No. R-2022-12, a resolution to be placed on file, authorizing the City of Pinckneyville, Perry County, Illinois, to enter into a Mowing Contract with Jay Ray (City Lake). Commissioner Cicardi made a motion to place on file Resolution No. R-2022-12. Commissioner Stotlar seconded the motion. On roll call: Commissioners Cicardi, Hicks, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

REQUEST FROM OPTIMIST CLUB TO COLLECT ON CITY STREETS

The Optimist Club of Pinckneyville requested approval to collect around the square and at Walnut and Water Street intersection on May 21, 2022, from 7 a.m. to 11 a.m. Commissioner Hicks made a motion to approve the request. Commissioner Peradotta seconded the motion. On roll call: Commissioners Cicardi, Hicks, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

REQUEST FROM AMERICAN LEGION POST 2504 TO COLLECT ON CITY STREETS

American Legion Post 2504 requested approval for their annual poppy collection at the 4-way stop at 154/13 and Walnut Street, around the square and at Main and Water Street intersection, and Highway 127 and Jackson Street intersection on May 27, 2022, from 2 p.m. to 6 p.m. Commissioner Hicks made a motion to approve the request. Commissioner Cicardi seconded the motion. On roll call: Commissioners Cicardi, Hicks, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

ORDINANCE NO. O-2022-05 APPROVING AND AUTHORIZING AN AGREEMENT BETWEEN THE CITY OF PINCKNEYVILLE, ILLINOIS, AND THE ILLINOIS DEPARTMENT OF TRANSPORTATION FOR REALIGNMENT OF ILLINOIS STATE 127

Mayor Spencer presented Ordinance No. O-2022-05, an ordinance placed on file at the March 7, 2022, special meeting, approving and authorizing an agreement between the City of Pinckneyville, Illinois, and the Illinois Department of Transportation for realignment of Illinois State Route 127. Commissioner Stotlar made a motion to approve Ordinance No. O-2022-05. Commissioner Hicks seconded the motion. On roll call: Commissioners Cicardi, Hicks, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

RESOLUTION NO. R-2022-10 TO AUTHORIZE THE CONVEYANCE OF AN INTERST IN REAL ESTATE TO THE STATE OF ILLINOIS DEPARTMENT OF TRANSPORTATION BY QUITCLAIM DEED (RELEASE OF BEAUTIFICATION EASEMENT)

Mayor Spencer presented Resolution No. R-2022-10, a resolution of the City of Pinckneyville, Perry County, Illinois to authorize the conveyance of an interest of real estate to the State of Illinois Department of Transportation by Quitclaim (Release of Beautification Easement). He stated this is on the North side of the Courthouse where Highway 127 currently is next to the Foundation for Pinckneyville lot. The old highway will be discontinued and new Highway 127 will be moved to the East. This parcel will join the lot to the West of Highway 127. Commissioner Peradotta made a motion to approve Resolution No. R-2022-10. The motion was seconded by Commissioner Stotlar. On roll call: Commissioners Cicardi, Hicks, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

RESOLUTION NO. R-2022-13 AUTHORIZING THE CONVEYANCE OF REAL ESTATE TO THE STATE OF ILLINOIS DEPARTMENT OF TRANSPORTATION (FORMER COURTSIDE BUILDING AND ADJOINING PARCELS)

Mayor Spencer presented Resolution No. R-2022-13, a resolution of the City of Pinckneyville, Perry County, Illinois authorizing the conveyance of real estate to the State of Illinois Department of Transportation (former Courtside building and adjoining parcels). Commissioner Hicks made a motion to approve Resolution No. R-2022-13. The motion was seconded by Commissioner Stotlar. On roll call: Commissioners Cicardi, Hicks, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

RESOLUTION NO. R-2022-14 AUTHORIZING THE CONVEYANCE OF REAL ESTATE TO THE STATE OF ILLINOIS DEPARTMENT OF TRANSPORTATION (PARKING AREA ON SOUTH SIDE OF COURTHOUSE)

Mayor Spencer presented Resolution No. R-2022-14, a resolution of the City of Pinckneyville, Perry County, Illinois authorizing the conveyance of real estate to the State of Illinois Department of Transportation (parking area on South side of Courthouse). He stated there will be no parking on the South side of the Courthouse. Commissioner Peradotta made a motion to approve Resolution No. R-2022-14. The motion was seconded by Commissioner Cicardi. On roll call: Commissioners Cicardi, Hicks, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

PUBLIC COMMENTS

Steve Williams asked when Illinois Department of Transportation will begin work on Highway 127. Mayor Spencer replied the letting is scheduled for June 17, 2022, and utilities will need to be relocated which could take six months, so it should start around the end of this year or beginning of next year. He also stated all surveys are done.

ADJOURNMENT TO EXECUTIVE SESSION

Motion by Commissioner Peradotta, seconded by Commissioner Cicardi to move the meeting to Executive Session at 6:22 p.m. for the discussion of: Section 2 (c) (1) Appointment, employment, compensation, discipline, performance, or dismissal of an employee, Section 2 (c) (5) Purchase or lease of real property for the use of the public body, and Section 2 (c) (6) Setting of a price for the sale or lease of property owned by the public body. On roll call: Commissioners Cicardi, Hicks, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

RETURN TO REGULAR MEETING

Motion by Commissioner Peradotta, seconded by Commissioner Stotlar to return to the regular meeting at 6:55 p.m. On roll call: Commissioners Cicardi, Hicks, Peradotta, Stotlar and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

ADJOURNMENT

Motion by Commissioner Hicks, seconded by Commissioner Stotlar to adjourn the meeting at 6:56 p.m. On roll call: Commissioners Cicardi, Hicks, Peradotta, Stotlar and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.
