City of Waterloo City Council met March 7.
Here are the minutes provided by the council:
1. The meeting was called to order by Mayor Pro Tem Heller at 7:30 p.m.
2. The following Aldermen were present: Notheisen, Matt Buettner, Hopkins, Trantham, Darter, Kyle Buettner, Row and Heller.
3. Pledge of Allegiance led by Mayor Pro Tem Heller.
4. Correction or Withdrawal of Agenda Items by Sponsor.
Mayor Pro Tem Heller requested that Agenda Item 7G (2), Certificate of Commendation, be removed from the agenda. Motion made by Alderman Notheisen and seconded by Alderman Kyle Buettner to remove Agenda Item 7G (2) from the agenda. Motion passed with unanimous voice vote.

Motion made by Alderman Darter and seconded by Alderman Matt Buettner to approve the Public Hearing Minutes from 02-22-22. Motion passed unanimously with Aldermen Darter, Kyle Buettner, Row, Heller, Notheisen, Matt Buettner, Hopkins and Trantham voting ‘yea’.

Motion made by Alderman Notheisen and seconded by Alderman Hopkins to approve the City Council Meeting Minutes from 02-22-22. Motion passed unanimously with Aldermen Notheisen, Matt Buettner, Hopkins, Trantham, Darter, Kyle Buettner, Row and Heller voting ‘yea’.

B. Consideration and Action on the City of Waterloo’s Annual $7,500.00 Contribution to Western Egyptian.
Motion made by Alderman Kyle Buettner and seconded by Alderman Matt Buettner to Approve the City of Waterloo’s Annual $7,500.00 Contribution to Western Egyptian. Motion passed unanimously with Aldermen Kyle Buettner, Row, Heller, Notheisen, Matt Buettner, Hopkins, Trantham and Darter voting ‘yea’.
C. Consideration and Action on Procedure and Schedule of Proceedings Relative to the Adoption of the Annual Budget for the Fiscal Year of May 01, 2022 through April 30, 2023.
Mayor Pro Tem Heller read the Finance Committee’s Motion concerning the proceedings relative to the adoption of the Annual Budget.
Motion made by Alderman Kyle Buettner and seconded by Alderman Row to approve the Procedure and Schedule of Proceedings Relative to the Adoption of the Annual Budget for the Fiscal Year of May 01, 2022 through April 30, 2023. Motion passed unanimously with Aldermen Kyle Buettner, Row, Heller, Notheisen, Matt Buettner, Hopkins, Trantham and Darter voting ‘yea’.
D. Consideration and Action on Approval of Exterior Building Materials at 203 W. Mill Street.
Motion made by Alderman Notheisen and seconded by Alderman Hopkins on approval of Exterior Building Materials at 203 W. Mill Street. Motion passed unanimously with Aldermen Notheisen, Matt Buettner, Hopkins, Trantham, Darter, Kyle Buettner, Row and Heller voting ‘yea’.
E. Consideration and Action on a Special Use Permit to allow for a Residence above a Commercial Business located at 203 W. Mill Street.

F. Consideration and Action on Approval of a Special Event Permit Application from the City of Waterloo for the Vietnam Veteran’s Day Program to be held on March 29, 2022, 10 – 11 a.m., on the Courthouse Lawn, including the Street Closure of Main Street in front of the Monroe County Courthouse.
Motion made by Alderman Darter and seconded by Alderman Matt Buettner to approve a Special Event Permit Application from the City of Waterloo for the Vietnam Veteran’s Day Program to be held on March 29, 2022, 10 – 11 a.m., on the Courthouse Lawn, including the Street Closure of Main Street in front of the Monroe County Courthouse.

Motion made by Alderman Row and seconded by Alderman Kyle Buettner to approve a Special Event Permit Application from the Waterloo Optimist Club for the 3rd Annual Beer-B-Que to be held on May 06, 2022 at 5:00 p.m. through May 07, 2022 at 7:00 p.m., including the Street Closures of Main between Mill and Third, Mill between Main east to the first alley; and, Third between Main east to the first alley. 13. Discussion of Matters by Council Members Arising After Agenda Deadline. Alderman Notheisen - A group of 30 Firebird car owners showed off their cars at City Hall on March 5, 2022. Also present was fictional character Sheriff Buford T. Justice. It was a great event, and the group stuck around town for several hours. The Firebird group will be back in town on May 21, 2022 for the Firebird Fest.
Alderman Hopkins mentioned that he has received a couple emails requesting for more handicap parking near JV’s and Frederico's
Mayor Pro Tem Heller reminded everyone that Daylight Savings Time begins Sunday, March 13, 2022.
