City of Columbia City Council met April 18.

Here are the minutes provided by the council:

A. Call Meeting to Order

Mayor Hill called the City Council of Columbia, Illinois to order at 7:06 PM.

B. Roll Call

Present: Aldermen Niemietz, Roessler, Huch, Holtkamp, Martens, Riddle, Garmer, and Khoury.

Absent: None.

Quorum present.

Administrative Staff present:

E. Public Input

J. Donald Henson, Sr. reviewed his recent FOIA request regarding the City's leaf debris processing and water sample submissions from the leaf debris site.

F. Comments & Announcements - Mayor

Mayor Hill announced 18 student and 2 teachers arrived this afternoon from Columbia's Sister City Gedern and they will be attending the May 2, 2022 Council meeting. Mayor Hill thanked the Police Department and EMS Department for escorting them into the City.

There were no Aldermen Comments & Announcements.

H. Comments & Announcements - Department Directors

City Engineer Chris Smith provided the Council an update on Valmeyer Road.

3. Motion to Approve Payment of Vouchers for the Period of March 31, 2022 through April 13, 2022 in the Amount of $546,841.43

5. Resolution No. 2022-08 Directing the Treasurer of the City of Columbia to Transfer from the Capital Development Fund of the City to the General Corporate Fund of the City the Sum of Two Hundred Thousand Dollars ($200,000.00)

Mayor Hill inquired if the Council wished to remove any items prior to a motion. There were none.

It was moved by Alderman Martens, and seconded by Alderman Riddle, to approve the Consent Agenda as read.

1. Ordinance No. 3605 Amending Title 18 of the City of Columbia, Illinois Municipal Code to Enact the Fees and Charges to be Assessed for City Services and Business Licenses in the City for the City's Fiscal Year Commencing May 1, 2022 and Until Said Title 18 of the City's Municipal Code is Again Amended by Ordinance of the City Enacted to Change Said Fees and Charges

Motion:

It was moved by Alderman Huch, and seconded by Alderman Holtkamp, to pass and approve Ordinance No. 3605, an Ordinance Amending Title 18 of the City of Columbia, Illinois Municipal Code to Enact the Fees and Charges to be Assessed for City Services and Business Licenses in the City for the City's Fiscal Year Commencing May 1, 2022 and Until Said Title 18 of the City's Municipal Code is Again Amended by Ordinance of the City Enacted to Change Said Fees and Charges as Amended in the April 18, 2022 City Council Work Session

It was moved by Alderman Huch, and seconded by Alderman Martens, to pass and approve Ordinance No. 3607, an Ordinance Establishing the Salary/Remuneration of Appointed City Officers and Employees of the City of Columbia, Illinois for the Fiscal Year of the City Commencing May 1, 2022 and Ending April 30, 2023

It was moved by Alderman Garmer, and seconded by Alderman Riddle, to pass and approve Ordinance No. 3608, and Ordinance Amending Ordinance No. 3568 Which Established the Budget of the City of Columbia, Illinois for its Fiscal Year Commencing May 1, 2021 and Ending April 30, 2022

It was moved by Alderman Niemietz, and seconded by Alderman Khoury, to pass and approve Ordinance No. 3609, an Ordinance Establishing the Budget for the City of Columbia, Illinois for the Fiscal Year of Said City Commencing May 1, 2022 and Ending April 30, 2023

6. Motion to Accept the City Engineer1s Recommendation to Approve Improvement Plans for Ogle Estates Subdivision

City Engineer Chris Smith explained that the Council approved the Preliminary Plat for Ogle Estates Subdivision. Mr. Smith stated the improvement plans submitted are consistent with the approved Preliminary Plat and comply with applicable City codes and design standards.

Motion:

It was moved by Alderman Niemietz, and seconded by Alderman Huch, to Accept the City Engineer1s Recommendation to Approve Improvement Plans for Ogle Estates Subdivision

L. Closed Session

Mayor Hill informed the Council that he would entertain a motion to go into Closed Session to discuss 5 ILCS 120/2(c)(6) Setting a Price for Sale or Lease of Property Owned by the Public Body and 5 ILCS 120/2(c)(11) Pending or Probable Litigation.

Motion:

It was moved by Niemietz, and seconded by Alderman Riddle, to direct the Mayor to go into Closed Session at 7:42 PM to discuss 5 ILCS 120/2(c)(6) Setting a Price for Sale or Lease of Property Owned by the Public Body and 5 ILCS 120/2(c)(11) Pending or Probable Litigation

Motion Passed.

Mayor Hill called the Regular Session of the City Council back to order at 8:05 PM. Upon return to Regular Session, Aldermen Niemietz, Roessler, Huch, Holtkamp, Martens, Riddle, Garmer, Khoury, and Mayor Hill were present.

N. Adjournment

Motion:

It was moved by Alderman Niemietz, and seconded by Alderman Riddle, to adjourn the Regular City Council meeting held Monday, April 18, 2022 at 8:05 PM.
