A. Call Meeting to Order
Mayor Hill and German Exchange Student Emma Kehm called the City Council of Columbia, Illinois to order at 7:02 PM.
B. Roll Call
Present: Aldermen Niemietz, Huch, Holtkamp, Martens, Riddle, Garmer, and Khoury.
Absent: Alderman Roessler.
Quorum present.

Mayor Hill and Andreas Heuser presented the German Exchange Students certificates of appreciation honoring them as ambassadors of peace by the City.

Mayor Hill administered the Oath of Office to Aaron Muendlein.

1. Resolution No. 2022-10 Authorizing the Retirement of Columbia Police Department Police Dog "Daggo" and Approving the Transfer of Ownership of "Daggo" to Sergeant Zack Hopkins
Mayor Hill announced Resolution No. 2022-10 will be postponed until the May 16, 2022 Council meeting.

Mayor Hill inquired if the Council wished to remove any items prior to a motion. There were none.

It was moved by Alderman Holtkamp, and seconded by Alderman Huch, to approve the Consent Agenda as read .

There was no Unfinished Business addressed by the Council.
L. New Business
1. Discussion of City Regulations Pertaining to In-Fill Development
City Administrator Doug Brimm stated there are issues in older parts of the City where lots were never developed and currently the City is experiencing issues pertaining to the development of two such lots, and is anticipating issues in the future pertaining to others. The current issue is two lots located on Kosciusco Street, which is technically a dead-end street, and has led to disputes between a current resident and the builder of the lots. Mr. Brimm stated the City had no reason not to issue the building permits to the developer since they met all of the City' s requirements.
Mr. Dun a key suggested adding site plan review process as the last step of the zoning code prior to the issuance of building permits. Mr. Dunakey stated this will allow the City to require infrastructure dedications.
M. Closed Session
1. Mayor Hill informed the Council that he would entertain a motion to go into Closed Session to discuss 5 ILCS 120/2(c)(2) Collective Bargaining and 5 ILCS 120/2(c)(6) Setting a Price for Sale or Lease of Property Owned by the Public Body.
Motion:
It was moved by Khoury, and seconded by Alderman Riddle, to direct the Mayor to go into Closed Session at 7:36 PM to discuss 5 ILCS 120/2(c)(2) Collective Bargaining and 5 ILCS 120/2(c)(6) Setting a Price for Sale or Lease of Property Owned by the Public Body
Motion Passed.

It was moved by Alderman Riddle, and seconded by Alderman Niemietz, to adjourn the Regular City Council meeting held Monday, May 02, 2022 at 8:15 PM.
