CALL TO ORDER  

The City Council of Chester, Illinois, met in regular session in the Municipal Building, 1330 Swanwick Street. Mayor Tom Page called the meeting to order at 6:00 p.m.

READING OF MINUTES OF PREVIOUS MEETING

Alderman Maes moved to dispense with the reading of the minutes of the previous meeting and to approve them as prepared by the city clerk. Alderman Dudenbostel seconded the motion. UPON ROLL CALL: Ayes: Aldermen Hill, Maes, Rader, Allison, Platt, Buckham, Homan, Dudenbostel. Nays: None. Absent: None. Motion carried.

REPORTS

Mayor:

Mayor Page advised the city has been working on the upcoming annual budget.

City Clerk:

The city clerk presented eight applications for raffle licenses for Chester Eagle’s Club Aerie #3252. Alderman Dudenbostel moved to issue the raffle licenses and waive the fidelity bond required of the raffle managers. Alderman Maes seconded the motion. UPON ROLL CALL: Ayes: Aldermen Allison, Dudenbostel, Platt, Rader, Buckham, Homan, Hill, Maes. Nays: None. Absent: None. Motion carried.

COMMITTEE REPORTS

Cemetery & Finance Committee (Chairman Platt):

The Cemetery and Finance Committee met this evening at 5:30 p.m. to review city bills, and found them to be in order for payment. Alderman Platt moved to approve payment of bills, subject to audit. Alderman Rader seconded the motion. UPON ROLL CALL: Ayes: Aldermen Allison, Dudenbostel, Platt, Buckham, Homan, Hill, Maes, Rader. Nays: None. Absent: None. Motion carried.

Chairman Platt moved to approve the annual report of the Evergreen Cemetery Clerk as presented. Alderman Homan seconded the motion. UPON ROLL CALL: Ayes: Aldermen Allison, Dudenbostel, Platt, Buckham, Homan, Hill, Rader, Maes. Nays: None. Absent: None. Motion carried.

Chairman Platt presented Pay Estimate #1 payable to Lake Contracting Inc. for the Water Street Boat Launch Improvement Project for $155,759.00. Alderman Rader seconded the motion. UPON ROLL CALL: Ayes: Aldermen Allison, Dudenbostel, Platt, Buckham, Homan, Hill, Rader, Maes. Nays: None. Absent: None. Motion carried.

Chairman Platt presented Change Order #1 to Lake Contracting Inc. for the Water Street Boat Launch Improvement Project for $54,363.00. Alderman Rader seconded the motion. UPON ROLL CALL: Ayes: Aldermen Allison, Dudenbostel, Platt, Buckham, Homan, Hill, Rader, Maes. Nays: None. Absent: None. Motion carried.

Chairman Platt presented Invoice #21222 ($965.00), Invoice #21223 ($3,132.50) and Invoice #21224 ($11,751.50) payable to J. T. Blankinship, Inc. for engineering services for the Water Street Boat Launch Improvement Project. Alderman Allison seconded the motion. UPON ROLL CALL: Ayes: Aldermen Allison, Dudenbostel, Platt, Buckham, Homan, Hill, Rader, Maes. Nays: None. Absent: None. Motion carried.

Ordinance and Public Property Committee (Chairman Hill):

Chairman Hill advised that he would try to have a report from the Code Enforcement Officer by the next council meeting.

Economic Development, Chamber & Beautification Committee (Chairman Allison):

Chairman Allison advised the Planning Commission has one vacancy and the Beautification/Tourism Commission has three vacancies.

DEPARTMENT HEADS

Chief of Police (Bobby Helmers):

Chief Helmers advised the department responded to 502 calls for service in April.

Fire Department (Marty Bert):

Chief Bert advised the Chester Fire Department responded to 7 calls in April. Secondly, Chief Bert informed the council that the department needs to update the jaws of life equipment.

OLD BUSINESS

PUBLIC COMMENT

City Engineer Harold Sheffer advised there is an additional $13,000.00 left from the Water Street Improvement Project. Alderman Allison inquired about using the extra $13,000.00 for riprap along the river bank.

NEW BUSINESS

ORDINANCE #1769 – AN ORDINANCE AMENDING SECTION 1-2-5 (A) OF CHAPTER 1 OF THE REVISED CODE OF ORDINANCES OF THE CITY OF CHESTER, ILLINOIS, RELATING TO COMMITTEES:

Alderman Maes moved to approve the proposed Ordinance amending the aldermanic committees. Alderman Dudenbostel seconded the motion. UPON ROLL CALL: Ayes: Aldermen Allison, Dudenbostel, Platt, Buckham, Homan, Hill, Rader, Maes. Nays: None. Absent: None. Motion carried.

Surplus Property – Bids:

Mayor Page advised the council that a notice of sale of surplus property was published in the County Journal pursuant to statue. ORDINANCE #1770 – AN ORDINANCE AMENDING DIVISION XIV-PARK SUPERINTENDENT SECTIONS 1-2-130, 1-2-131 AND 1-2-132 OF THE CODE OF ORDINANCES OF THE CITY OF CHESTER, ILLINOIS:

Mayor Page advised the proposed Ordinance adds a Cole Park Superintendent and separates the park superintendents’ responsibilities. Alderman Allison’s motion was seconded by Alderman Hill. UPON ROLL CALL: Ayes: Aldermen Allison, Dudenbostel, Buckham, Homan, Hill, Rader, Maes. Nays: Alderman Platt. Absent: None. Motion carried.

Upon a motion by Alderman Allison and a second by Alderman Hill, Jeff Kerkhover was appointed as city attorney. UPON ROLL CALL: Ayes: Aldermen Allison, Dudenbostel, Platt, Buckham, Rader, Maes, Hill, Homan. Nays: None. Absent: None. Motion carried.

The firm of J. T. Blankinship, Inc. was appointed as city engineers, motion made by Alderman Hill and seconded by Alderman Allison. UPON ROLL CALL: Ayes: Aldermen Allison, Dudenbostel, Platt, Buckham, Rader, Maes, Hill, Homan. Nays: None. Absent: None. Motion carried.

Alderman Maes moved to re-appointment Dean Meredith and John Reith for a three-year term to the park & recreation board. Alderman Platt seconded the motion. UPON ROLL CALL: Ayes: Aldermen Allison, Dudenbostel, Platt, Buckham, Rader, Maes, Hill, Homan. Nays: None. Absent: None. Motion carried.

Alderman Platt moved to approve the re-appointment of Don Berry, Mary Ann Stumpe, and Carolyn Schwent for a three-year term to the library board. Alderman Maes seconded the motion. UPON ROLL CALL: Ayes: Aldermen Allison, Dudenbostel, Platt, Buckham, Rader, Maes, Hill, Homan. Nays: None. Absent: None. Motion carried

Richard Harrington was re-appointed as a member of the Chester Police & Fire Commission for a three-year term, motion made by Alderman Maes and seconded by Alderman Dudenbostel. UPON ROLL CALL: Ayes: Aldermen Allison, Dudenbostel, Platt, Buckham, Rader, Maes, Hill, Homan. Nays: None. Absent: None. Motion carried.

Alderman Maes moved to approve the re-appointment of Donna Clendenin for a two-year term to the police pension board. Alderman Platt seconded the motion. UPON ROLL CALL: Ayes: Aldermen Allison, Dudenbostel, Platt, Buckham, Rader, Maes, Hill, Homan. Nays: None. Absent: None. Motion carried

Mayor Page recommended the re-appointment of Mary Ann Heberlie, Melissa Gross, Cynthia Lawder, Linda Rader, Brenda Owen and Carla Draves to the Beautification/Tourism Commission. Alderman Maes so moved, and Alderman Dudenbostel seconded the motion. UPON ROLL CALL: Ayes: Aldermen Allison, Dudenbostel, Platt, Buckham, Rader, Maes, Hill, Homan. Nays: None. Absent: None. Motion carried

Alderman Hill moved to approve the mayor’s appointments for part-time police officers, and Alderman Dudenbostel seconded the motion. Officers include: Bradley Gielow, Lake Fogerson, Tyson Holley, Eric Cowell and James Winters. UPON ROLL CALL: Ayes: Aldermen Allison, Dudenbostel, Platt, Buckham, Rader, Maes, Hill, Homan. Nays: None. Absent: None. Motion carried

City-Wide Yard Sale:

Alderman Dudenbostel motioned to set the date for the City-Wide Yard Sale for June 4, 2022. Alderman Hill seconded the motion. UPON ROLL CALL: Ayes: Aldermen Allison, Dudenbostel, Platt, Buckham, Rader, Maes, Hill, Homan. Nays: None. Absent: None. Motion carried

City-Wide Clean Up Days:

Alderman Allison motioned to set the Spring Clean Up Days for June 6th through June 10th. Alderman Dudenbostel seconded the motion. UPON ROLL CALL: Ayes: Aldermen Allison, Dudenbostel, Platt, Buckham, Rader, Maes, Hill, Homan. Nays: None. Absent: None. Motion carried

Water Plant Roof:

Alderman Allison moved to approve D.E. Martin Roofing Company’s low bid of $22,307.00 for a roof replacement at the Old Water Plant. Alderman Maes seconded the motion. UPON ROLL CALL: Ayes: Aldermen Allison, Dudenbostel, Platt, Buckham, Rader, Maes, Hill, Homan. Nays: None. Absent: None. Motion carried

Part Time Police Officer:
