City of Columbia City Council met May 16.

A. Call Meeting to Order

Mayor Hill called the City Council of Columbia, Illinois to order at 7:00 PM.

B. Roll Call

Present: Absent:

Aldermen Niemietz, Roessler, Holtkamp, Martens, Garmer, and Khoury. Aldermen Huch and Riddle.

1. Resolution No. 2022-10 Authorizing the Retirement of Columbia Police Department Police Dog "Daggo" and Approving the Transfer of Ownership of "Daggo" to Sergeant Zack Hopkins

Mayor Hill and Chief Donjon recognized Police Dog Daggo and his handler, Sergeant Zack Hopkins, for Daggo's service to the City and his retirement.

Motion:

It was moved by Alderman Garmer, and seconded by Alderman Khoury, to pass and approve Resolution No. 2022-10, a Resolution Authorizing the Retirement of Columbia Police Department Police Dog "Daggo" and Approving the Transfer of Ownership of "Daggo" to Sergeant Zack Hopkins

Motion Passed.

Mayor Hill inquired if the Council wished to remove any items prior to a motion. There were none.

1. Ordinance No. 3610 Repealing Ordinance No. 3584; Authorizing the Mayor to Execute a Lease Purchase Agreement with Landmark Infrastructure Holding Company, LLC; and Providing Further Authority

City Administrator Doug Brimm reminded the Council of the previously approved Ordinance No. 3584, which assigned the 50 year rights for one of the three telecommunication towers located on Bremser Road to Landmark.

Mr. Brimm reported that since the litigation with Crown Castle is resolved, the City may proceed with a lease purchase agreement for the entire site with Landmark Infrastructure Holding Company, LLC.

It was moved by Alderman Holtkamp, and seconded by Alderman Martens, to pass and approve Ordinance No. 3610, an Ordinance Repealing Ordinance No. 3584; Authorizing the Mayor to Execute a Lease Purchase Agreement with Landmark Infrastructure Holding Company, LLC; and Providing Further Authority

1. Discussion of a Park Use Agreement Between the City of Columbia and Songs4Soldiers NFP for the 2022 Benefit Concert Director of Community Development Scott Dunakey reported the agreement proposed for 2022 is the same agreement approved for the 2021 Benefit Concert.

M. Closed Session

1. Mayor Hill informed the Council that he would entertain a motion to go into Closed Session to discuss 5 ILCS 120/2(c)(2) Collective Bargaining and 5 ILCS 120/2(c)(11) Pending or Probable Litigation

Motion:

It was moved by Holtkamp, and seconded by Alderman Khoury, to direct the Mayor to go into Closed Session at 8:01 PM to discuss 5 ILCS 120/2(c)(2) Collective Bargaining and 5 ILCS 120/2(c)(11) Pending or Probable Litigation
