ROLL CALL
Mayor Spencer called the regular meeting of the Pinckneyville City Council to order at 6:00 p.m. in the Council Chambers, City Hall. Members present: Commissioners Ricky J. Cicardi, Kevin B. Hicks, Sammy D. Peradotta, and Mayor Robert L. Spencer. Members absent: Commissioner William B. Stotlar. Mayor Spencer declared a quorum present. Mayor Spencer announced the agenda was set. Administrative staff present: City Clerk Melissa Kellerman, City Attorney Don Bigham, and Fire Chief Jim Gielow. The Pledge of Allegiance was led by Commissioner Cicardi.
PREVIOUS MINUTES
Commissioner Hicks made a motion to approve the minutes of the May 23, 2022, regular council meeting. The motion was seconded by Commissioner Peradotta. On roll call: Commissioners Cicardi, Hicks, Peradotta, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.
TREASURER’S REPORT
City Clerk Melissa Kellerman reviewed the treasurer’s report and stated that Total Gross Payroll was $791,683.59 for the payroll period ending May 2022, up from last year. She stated that the regular hours of 33,614.50 and overtime hours of 1,110 were both up from last year. Commissioner Peradotta made a motion to approve the treasurer’s report. The motion was seconded by Commissioner Cicardi. On roll call: Commissioners Cicardi, Hicks, Peradotta, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.
ACCOUNTS PAYABLE
City Clerk Melissa Kellerman presented one invoice to add to the accounts payable: Stotlar Drug – $1,444.77. Commissioner Peradotta made a motion to approve the accounts payable with additional invoice. The motion was seconded by Commissioner Hicks. On roll call: Commissioners Cicardi, Hicks, Peradotta, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.
CORRESPONDENCE
Commissioner Cicardi reminded the public that the Perry County Fair begins this week with events under the grandstand and bounce houses for kids. He encouraged all to attend.
City Clerk Melissa Kellerman informed the Council that the Optimist Club had contacted her and they were rained out when they were scheduled to collect on the streets on May 21st, so they have requested to reschedule their date for July 23rd. She noted this date was available on the calendar, and the Council was in agreement to allow them to reschedule.
Commissioner Peradotta stated that previously listed streets have been oiled and chipped for 2022. He stated there was one alley which was too narrow for the truck, and they ran short of oil at the end, so two fairground parking lots were missed. The shortage is being investigated.
EMERGENCY PAYMENT TO HAIER PLUMBING FOR WATER REPAIRS ON GRANT STREET
Commissioner Cicardi presented an emergency order to pay Haier Plumbing for water repairs on Grant Street at a total cost of $5,760.00. Mayor Spencer clarified this was not a change order and was a City expense. Commissioner Cicardi made a motion to approve the payment, which was seconded by Commissioner Peradotta. On roll call: Commissioners Cicardi, Hicks, Peradotta, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.
PURCHASE ABS/SULZER PUMP FROM MUNICIPAL EQUIPMENT COMPANY, INC.
Commissioner Cicardi requested approval to purchase an ABS/Sulzer pump for $10,410.00 plus installation cost of $1,500.00, totaling $11,910.00, from Municipal Equipment Company, Inc. He stated this is for the prison lift station, and that due to being 10-12 weeks out, the cost of freight could not be determined. Commissioner Cicardi made a motion to approve the purchase request including installation and freight cost. The motion was seconded by Commissioner Hicks. On roll call: Commissioners Cicardi, Hicks, Peradotta, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.
RESOLUTION NO. R-2022-26 AUTHORIZING SLOW CHILDREN PLAYING SIGNS WITHIN THE CITY OF PINCKNEYVILLE – TREASURE LANE – IMPERIAL HEIGHTS SUBDIVISION
Commissioner Hicks presented Resolution No. R-2022-26, a resolution authorizing Slow Children Playing signs within the City of Pinckneyville, Perry County, Illinois. He stated these are for Treasure Lane in Imperial Heights Subdivision. Commissioner Hicks made a motion to approve Resolution No. R-2022-26. The motion was seconded by Commissioner Peradotta. On roll call: Commissioners Cicardi, Hicks, Peradotta, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.
PURCHASE SEVEN COMPLETE SETS OF TURNOUT GEAR FROM MAC’S FIRE & SAFETY EQUIPMENT COMPANY, INC.
Commissioner Hicks requested approval to pay $20,144.25 for seven complete sets of turnout gear for the fire department from Mac’s Fire & Safety Equipment Company, Inc. This purchase is covered by the Small Equipment Grant from the State Fire Marshall’s Office awarded last year. Commissioner Hicks made a motion to approve the request, which was seconded by Commissioner Cicardi. On roll call: Commissioners Cicardi, Hicks, Peradotta, and Mayor Spencer voted YEA. NAYS: None. PURCHASE 11 SCOTT 30-MINUTE, 2216 PSI, SCBA BOTTLES FROM MUNICIPAL EMERGENCY SERVICES
Commissioner Hicks requested approval to purchase 11 Scott 30-minute, 2216 PSI, SCBA bottles from Municipal Emergency Services for $11,585.20 to replace bottles that will be expiring in September. He stated the Rural Fire District will also be purchasing the same amount of these bottles. Motion by Commissioner Hicks, seconded by Commissioner Peradotta to approve the request. On roll call: Commissioners Cicardi, Hicks, Peradotta, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.
APPROVAL TO HIRE JEFF KELLER AS A PART-TIME STREET DEPARTMENT WORKER
Commissioner Peradotta requested approval to hire Jeff Keller as a part-time Street Department worker to replace Roger Holt, who has left the City Street Department. Motion by Commissioner Peradotta, seconded by Commissioner Cicardi to approve the request. On roll call: Commissioners Cicardi, Hicks, Peradotta, and Mayor Spencer voted YEA. NAYS: None. SOUTH CENTRAL TRANSIT – DISCUSS PINCKNEYVILLE INTERCITY ROUTE AND REQUEST FOUR BUS STOP SIGNS
Mayor Spencer introduced Chad Steele of South Centra Transit, to discuss the Pinckneyville Intercity Route and Du Quoin to Pinckneyville Route. Mr. Steele stated they will add eight routes per day and presented the route map and stop times. He requested the City allow four bus stop signs at the following addresses: 207 W. Randolph St., 8 W. Water St., 535 Moe St., and at the intersection of 412 S. Main and East Kaskaskia Streets. South Central Transit will provide the signs. Commissioner Peradotta offered to accompany Mr. Steele to see the sign locations after the meeting. Mayor Spencer stated he has ordered an enclosure to go on the old hospital parking lot. Mr. Steele stated the expanded routes will start June 21, 2022. Motion by Commissioner Peradotta, seconded by Commissioner Cicardi to approve the request. On roll call: Commissioners Cicardi, Hicks, Peradotta, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.
APPOINT JONATHAN HARRIS TO LIBRARY BOARD
Mayor Spencer appointed Jonathan Harris to the Library Board to replace the vacancy left by Robert King. Motion by Commissioner CIcardi, seconded by Commissioner Hicks to approve the appointment. On roll call: Commissioners Cicardi, Hicks, Peradotta, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.
RESOLUTION NO. R-2022-27 AUTHORIZING AN INTERGOVERNMENTAL AGREEMENT WITH THE CITY OF PINCKNEYVILLE, PERRY COUNTY, ILLINOIS AND PINCKNEYVILLE SCHOOL DISTRICT #50, PERRY AND WASHINGTON COUNTIES, IL, FOR FINANCIAL ASSISTANCE WITH THE CITY’S AFTER SCHOOL PROGRAM
Mayor Spencer introduced Resolution No. R2-2022-27, a resolution to be placed on file, authorizing an Intergovernmental Agreement with the City of Pinckneyville, Perry County, Illinois and Pinckneyville School District #50, Perry and Washington Counties, IL, for financial assistance with the City’s After School Program. He stated this is a $40,000 Grant which will provide a lump sum payment towards the City’s After School Program at the Community Center. Commissioner Peradotta made a motion to place on file Resolution No. R-2022-27. The motion was seconded by Commissioner Hicks. On roll call: Commissioners Cicardi, Hicks, Peradotta, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.
RESOLUTION NO. R-2022-28 AUTHORIZING A PUBLIC HEARING ON THE PROPOSED CONVEYANCE OF EASEMENTS TO AMEREN ILLINOIS COMPANY
Mayor Spencer presented Resolution No. R-2022-28, a resolution authorizing a public hearing on the proposed conveyance of easements to Ameren Illinois Company. City Attorney Don Bigham stated the Public Hearing will be at 5:45 p.m. before the July 11, 2022, regular council meeting. Mayor Spencer stated Ameren is upgrading lines that cross City property out by the prison. Ameren has a 125 foot easement, but needs 150 feet. The easements are located on Blue Bunting Road, Amber Lane, and Kiwi Road. Commissioner Peradotta made a motion to approve Resolution No. R-2022-28. The motion was seconded by Commissioner HIcks. On roll call: Commissioners Cicardi, Hicks, Peradotta, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.
PUBLIC COMMENT
Mayor Spencer addressed the public concerning the construction work on State Route 13/154. He stated a map will be in the next edition of the Press showing the new sidewalk and drainage system being added to this area. The new sidewalk will run from east of Mann’s Sporting Goods, past O’Reilly’s and Panther Gym and Fitness, continuing west to 50 feet from the railroad tracks. This project is from the CDBG Block Grant awarded to the City for this project. He stated while there will be an inconvenience now, it will be beneficial to the City of Pinckneyville when it is complete. He also stated he and Commissioner Peradotta are working on a grant to continue the sidewalk on the west side of the railroad tracks past Casey’s to Mildred Drive and crossing to the Dollar General Store, as well as a sidewalk down Mildred Drive to Twin Lakes.
Mayor Spencer stated the Illinois Department of Transportation will open bids for the State Route 127 Highway Realignment Project Friday morning, June 17th. This project runs from north of the Courthouse to Kellerman’s Feed Store, and again, while inconvenient, it will eventually provide a great improvement to the highway running through the City.
Mayor Spencer asked Rhonda Shubert to give an update on the Community Center. She stated there was a recent theft of outdoor plants at the Community Center, but the issue has been handled. She has received a grant from the Regional Office of Education for supplies for the After School Program. The Pinckneyville School District #50 Grant will allow the City to hire more workers for the After School Program. She also stated the Community Center is rented almost every Saturday and Sunday. Mayor Spencer stated he has also applied for a $60,000 Grant for a generator and indoor and outdoor cameras for the Community Center.
