Minutes of the Regular Meeting of the City Council of the City of Columbia, Illinois Held in the Council Room of City Hall.

A. Call Meeting to Order

Mayor Hill called the City Council of Columbia, Illinois to order at 7:00 PM.

B. Roll Call

Present: Aldermen Niemietz, Holtkamp, Martens, Riddle, Garmer, and Khoury.

Absent: Aldermen Roessler and Huch.

Quorum present.

D. Proclamations /Recognitions /Presentations

1. Retirement of Columbia Police Department Detective Kelly Bramlett

Mayor Hill announced the recognition of Kelly Bramlett's retirement is postponed.

E. Public Input

There was no Public Input.

F. Comments & Announcements - Mayor

Mayor Hill recognized the 4th of July Committee for putting on a great event and fireworks display.

G. Comments & Announcements - Aldermen

There were no Aldermen Comments and Announcements.

H. Comments & Announcements - Department Directors

• EMS Chief Kim Lamprecht presented the EMS Department report.

• Director of Community Development Scott Dunakey updated the Council on the progress on the Comprehensive Plan.

• City Administrator Doug Brimm reviewed with the Council the history behind Ordinance No. 3615 since it's the third ordinance to be presented regarding the communication towers on Bremser Road . Mr. Brimm explained Ordinance No. 3584 only pertained to tower 3, Ordinance No. 3610 was then passed after the litigation with Crown Castle was resolved to include all three towers. After the Council approved Ordinance No. 3610, Landmark could not get approval from their parent company for the terms approved by the City. Changes were requested and are now reflected in Ordnance No. 3615.

5. Motion to Approve Ordinance No. 3615 Repealing Ordinance Nos. 3584 and 3610; Authorizing the Mayor to Execute a Lease Purchase Agreement with Landmark Infrastructure Holding Company, LLC; and Providing Further Authority

Mayor Hill inquired if the Council wished to remove any items prior to a motion. There were none.

It was moved by Alderman Martens, and seconded by Alderman Niemietz, to approve the Consent Agenda as read.

Motion Passed.

Motion:

It was moved by Alderman Martens, and seconded by Alderman Holtkamp, to pass and approve Ordinance No. 3616, an Ordinance Amending the Offices of Appointed City Officers for the Fiscal Year of the City Commencing May 1, 2022 and Ending April 30, 2023

Motion Passed.

It was moved by Alderman Khoury, and seconded by Alderman Garmer, to pass and approve Ordinance No. 3617, an Ordinance Amending the Established

Salary/Remuneration of Appointed City Officers and Employees of the City of Columbia, Illinois for the Fiscal Year of the City Commencing May 1, 2022 and Ending April 30, 2023

Motion Passed .

Motion:

It was moved by Alderman Garmer, and seconded by Alderman Riddle, to pass and approve Ordinance No. 3618, an Ordinance Approving an Amendment to the Official Zoning Map of the City of Columbia, Illinois to Rezone 2 Parcels Comprising the City's Department of Public Works Facility from I-1 Industrial District to C-3 Highway Business District

Motion Passed.

It was moved by Alderman Riddle, and seconded by Alderman Khoury, to approve an Agreement on Revolving Loan (Sunset Overlook, LLC)

Mayor Hill informed the Council that he would entertain a motion to go into Closed Session to discuss 5 ILCS 120/2(c)(1) Appointment, Employment, Compensation, Discipline, Performance, or Dismissal of Specific Employees of the Public Body, 5 ILCS 120/2(c)(2) Collective Bargaining, 5 ILCS 120/2(c)(S) Purchase or Lease of Real Property for the Use of the Public Body, and 5 ILCS 120/2(c)(11) Pending or Probable Litigation

Motion:

It was moved by Martens, and seconded by Alderman Garmer, to direct the Mayor to go into Closed Session at 7:29 PM to 5 ILCS 120/2(c)(1) Appointment, Employment, Compensation, Discipline, Performance, or Dismissal of Specific Employees of the Public Body, 5 ILCS 120/2(c)(2) Collective Bargaining, 5 ILCS 120/2(c)(S) Purchase or Lease of Real Property for the Use of the Public Body, and 5 ILCS 120/2(c)(11) Pending or Probable Litigation

Mayor Hill called the Regular Session of the City Council back to order at 8:16 PM. Upon return to Regular Session, Aldermen Niemietz, Holtkamp, Martens, Riddle, Garmer, Khoury, and Mayor Hill were present.

E. Announcements

Mayor Hill announced the Department of Public Works will begin oil and chip work beginning Tuesday, July 26th and paving for the Quarry Road roundabout will begin Monday, July 25th •

City Engineer Chris Smith announced IDOT accepted bids for the resurfacing and improvements project on Route 3 from Gilmore Lake Rd to 1-255.

F. Adjournment

Motion:

It was moved by Alderman Niemietz, and seconded by Alderman Martens, to adjourn the Regular City Council meeting held Monday, July 18, 2022 at 8:20 PM .
