ROLL CALL
Mayor Spencer called the regular meeting of the Pinckneyville City Council to order at 6:00 p.m. in the Council Chambers, City Hall. Members present: Commissioners Ricky J. Cicardi, Kevin B. Hicks, Sammy D. Peradotta, William B. Stotlar, and Mayor Robert L. Spencer. Mayor Spencer declared a quorum present. Mayor Spencer announced he was tabling the first two items under his name on the agenda, which was Ordinance No. O-2022-13 and Ordinance No. O-2022-14. Mayor Spencer announced the agenda was set. Administrative staff present: City Clerk Melissa Kellerman, City Attorney Don Bigham, and Fire Chief Jim Gielow. The Pledge of Allegiance was led by Commissioner Peradotta.
PREVIOUS MINUTES
Commissioner Peradotta made a motion to approve the minutes of the June 27, 2022, regular council meeting. The motion was seconded by Commissioner Stotlar. On roll call: Commissioners Cicardi, Hicks, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.
TREASURER’S REPORT
Commissioner Stotlar reviewed the treasurer’s report and stated that Total Gross Payroll was $965,558.14 for the payroll period ending June 2022, up from last year, although only up slightly from five years ago. He stated that the regular hours of 37,216 were down slightly from last year while overtime hours of 1,295 were up from last year. Commissioner Stotlar made a motion to approve the treasurer’s report. The motion was seconded by Commissioner Hicks. On roll call: Commissioners Cicardi, Hicks, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.
ACCOUNTS PAYABLE
Commissioner Stotlar made a motion to approve the accounts payable. The motion was seconded by Commissioner Cicardi. On roll call: Commissioners Cicardi, Hicks, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.
CORRESPONDENCE
Commissioner Cicardi stated the pool facility inspection report by the Illinois Department of Public Health showed no violations.
Commissioner Peradotta informed the public that the final oil and chipping was rescheduled from July 1, 2022, to July 12, 2022, which consists of the fairground parking lots.
REQUEST FROM DAVELI FARMS NATURAL FOOD MARKET FOR USE OF CITY LOT JULY 22-24, 2022
David Raines of Daveli Farms Natural Food Market requested to use the far-west portion of the City parking lot across the street from their business on West St. Louis Street July 22-24, 2022, from 11:00 a.m. to 6:00 p.m. each day for the first anniversary of their business. He stated SHOW BBQ will be cooking and serving Daveli meats and there will be several vendors showcasing the items they sell in the market during the three-day event. The Council also granted use of power on the lot during the event. Motion by Commissioner Hicks, seconded by Commissioner Cicardi to approve the request. On roll call: Commissioners Cicardi, Hicks, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.
STREET INTERSECTION CLOSURES FOR ST. BRUNO CATHOLIC CHURCH ANNUAL PICNIC
St. Bruno Catholic Church requested permission to close the street intersections surrounding the church grounds from 10:00 a.m. July 16, 2022, through 8:00 a.m. July 17, 2022, for their annual parish picnic. Commissioner Hicks made a motion to approve the request which was seconded by Commissioner Peradotta. On roll call: Commissioners Cicardi, Hicks, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.
REQUEST FROM JUNIOR HIGH FOR DONATION TO IMPROVE BASEBALL FIELD
Mark Rohlfing, principal of Pinckneyville Junior High School, explained to the council that they are challenged every year to maintain the baseball field to a standard required to have the state tournaments here. He said he’s had many volunteers help this year, and they now have turf inside and in front of both dugouts and they have aerated and added sand to level the field. The fields currently only have Bermuda grass, which goes dormant in the winter and doesn’t green up until summer, so they would like to sow a different grass seed in the fall so the fields will be green next spring. They have conditioned and fertilized the field and have hired an agronomist to treat and maintain the fields annually at a cost of $750-$780. They have spent $2,516 this year improving the field and Mr. Rohlfing suggested to split this cost three ways by the Junior High School, High School, and the City, so they requested a $838.00 donation. Commissioner Hicks added that sixteen teams come to the state tournament which will bring revenue to the City. Mr. Rohlfing added they would like to add a Junior High tournament next year and would like to look at improving the restroom facilities in the future. Mayor Spencer replied he already had an engineer looking at the restroom facilities. Commissioner Hicks made a motion to approve the request of $838.00 from Hotel/Motel Funds. The motion was seconded by Commissioner Cicardi. On roll call: Commissioners Cicardi, Hicks, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.
RESOLUTION NO. R-2022-30 AUTHORIZING SLOW CHILDREN PLAYING SIGNS WITHIN THE CITY OF PINCKNEYVILLE – WILSON STREET, COFFMAN STREET, SOUTH DUCKWORTH STREET
Commissioner Hicks presented Resolution No. R-2022-30, a resolution authorizing Slow Children Playing signs within the City of Pinckneyville, Perry County, Illinois. He stated these are for Wilson Street, Coffman Street, and South Duckworth Street. Commissioner Hicks made a motion to approve Resolution No. R-2022-30. The motion was seconded by Commissioner Stotlar. On roll call: Commissioners Cicardi, Hicks, Peradotta, Stotlar and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.
RESOLUTION NO. R-2022-29 TO ESTABLISH AND APPROVE PREMIUM CHARGES FOR COVERAGE UNDER THE CITY OF PINCKNEYVILLE HEALTH INSURANCE ASSISTANCE PLAN (HIAP)
Commissioner Stotlar presented Resolution No. R-2022-29, a resolution to establish and approve premium charges for coverage under the City of Pinckneyville Health Insurance Assistance Plan (HIAP). Commissioner Stotlar made a motion to approve Resolution No. R-2022-29, which was seconded by Commissioner Hicks. On roll call: Commissioners Cicardi, Hicks, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.
ORDINANCE NO. O-2022-15, ENACTING AND ADOPTING A SUPPLEMENT TO THE CODE OF ORDINANCES FOR THE CITY OF PINCKNEYVILLE, PERRY COUNTY, ILLINOIS
Commissioner Stotlar presented Ordinance No. O-2022-15, an ordinance enacting and adopting a supplement to the Code of Ordinances for the City of Pinckneyville, Perry County, Illinois. Commissioner Stotlar made a motion to approve Ordinance No. O-2022-15. Commissioner Hicks seconded the motion. On roll call: Commissioners Cicardi, Hicks, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

Mayor Spencer tabled this discussion for a future council meeting.
ORDINANCE NO. O-2022-16, AUTHORIZING THE GRANT OF EASEMENTS FOR ELECTRIC TRANSMISSION LINE PURPOSES TO AMEREN ILLINOIS COMPANY DBA AMEREN ILLINOIS
Mayor Spencer presented Ordinance No. O-2022-16, an ordinance authorizing the grant of easements for electric transmission line purposes to Ameren Illinois Company DBA Ameren Illinois. Mayor Spencer stated this was reviewed at the Public Hearing prior to this council meeting. Commissioner Hicks made a motion to approve Ordinance No. O-2022-16. Commissioner Peradotta seconded the motion. On roll call: Commissioners Cicardi, Hicks, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.
RESOLUTION NO. R-2022-31, CONCERNING A NUISANCE PROPERTY IN THE CITY OF PINCKNEYVILLE, PERRY COUNTY, ILLINOIS (105 W. GRAND AVENUE)
Mayor Spencer presented Resolution No. R-2022-31, a resolution concerning a nuisance property in the City of Pinckneyville, Perry County, Illinois (105 W. Grand Avenue). City Attorney Don Bigham stated there is an Ordinance Violation Hearing tomorrow morning with the property owner. Commissioner Stotlar made a motion to approve Resolution No. R-2022-31. Commissioner Cicardi seconded the motion. On roll call: Commissioners Cicardi, Hicks, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.
PUBLIC COMMENT
David Raines of Daveli Farms Natural Food Market thanked the Street Department for adding gravel to the street in front of their building between the City sidewalk and street.
ADJOURNMENT TO EXECUTIVE SESSION
Motion by Commissioner Cicardi, seconded by Commissioner Hicks to move the meeting to Executive Session at 6:30 p.m. for the discussion of: Section 2 (c) (1) Appointment, employment, compensation, discipline, performance, or dismissal of an employee. On roll call: Commissioners Cicardi, Hicks, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.
RETURN TO REGULAR MEETING
