City of Waterloo Ordinance Committee met July 5.

Agenda
1. Petitions by Citizens on Non-Agenda items – None
2. Review & Approval of 06-06-22 Ordinance Committee Meeting Minutes Motion made by Hopkins to approve minutes as written, 2nd by Notheisen, unanimous
3. Discussion and Action on Revision of the Mobile Food Truck Ordinance regarding Ice Cream Trucks (Ch7, Art 2)
Nathan Krebel distributed the Ordinance (Article X: Mobile Vendors) with proposed changes to 7-10-2 (C) 7-10-3 (A&C) 7-10-4 (E) 7-10-5 7-10-6.
Lengthy discussion covering Liability insurance, Hours of Operation, Off Street Parking for a Private Event.
Motion made by Notheisen to recommend as presented, 2nd by Hopkins, unanimous. 4. Discussion and Action on Revising the Solicitor’s Ordinance (Ch 7, Art 2)
Nathan Krebel distributed Article II: Solicitors
Brief discussion on notices “ONLY REGISTERED SOLICITORS INVITED” and “NO SOLCITORS INVITED” and the Cards being provided by the Chief of Police.
Motion by Notheisen to recommend as written, 2nd by Hopkins, unanimous
5. Discussion and Action on Revision of the Noise Ordinance (27-1-23)
Nathan Krebel distributed the Proposed Ordinance and the Current Ordinance. Lengthy discussion concerning the Decibel Level 80 dB(A) as the maximum permissible level to quality as excessive and where the noise level should be measured. (Close to source, 50 feet away, middle of street, etc)
Chief Prosise will measure various dB(A) levels around the City to give Council a better idea to gauge the appropriate level and will continue discussion at Utility meeting on July 11, 2022.
6. Comments
Clyde Heller said he had been contacted by Johnathan McLean and informed the City Ward Changes would be made at a later date.
Nathan Krebel discussed “Short term Rentals”. Nathan felt an “Annual Inspection” could be a in order. Taxes was also brought up, as these would be subject to the same Taxes as Hotel/Motel.
Nathan will do more research on this topic and get back to Council on a proposed Ordinance. Beautification presentation for Petri Insurance will be on the City Council Agenda July 18th.
Alderman Notheisen made a motion to adjourn, 2nd by Hopkins, meeting adjourned at 6:56.
