City of Waterloo City Council met Aug. 15.

Here are the minutes provided by the council:

1. The meeting was called to order by Mayor Smith at 7:30 p.m.

2. The following Aldermen were present: Matt Buettner, Hopkins, Trantham, Darter, Kyle Buettner, Row and Heller.

Absent: Notheisen

3. Pledge of Allegiance led by Mayor Tom Smith.

4. Correction or Withdrawal of Agenda Items by Sponsor. None.

5. Approval of Minutes as Written or Amended.

Approval of City Council Meeting Minutes dated 08-01-22. Motion made by Alderman Darter and seconded by Alderman Heller to approve the City Council Meeting Minutes from 08-01-22. Motion passed unanimously with Aldermen Darter, Kyle Buettner, Row, Heller, Matt Buettner, Hopkins and Trantham voting ‘yea’.

6. Petitions by Citizens on Non-Agenda Items.

Mr. Alan Mitan addressed the council regarding situations at the Skate Park. Items of concern were fights, drug deals, harassment of neighbors, dangerous behavior, obscene language, loud music, etc. Mr. Mitan requested the help of the City in remedying these matters with the Park Board.

7. Reports and Communications from the Mayor and other City Officers.

A. Report of Collector.

The report is in the packet.

Motion to accept the Collection Report was made by Alderman Row and seconded by Alderman Heller. Motion passed unanimously with Aldermen Row, Heller, Matt Buettner, Hopkins, Trantham, Darter and Kyle Buettner voting ‘yea’.

B. Report of Treasurer.

The report is in the packet.

Motion to accept the Treasurer Report was made by Alderman Darter and seconded by Alderman Matt Buettner. Motion passed unanimously with Aldermen Darter, Kyle Buettner, Row, Heller, Matt Buettner, Hopkins and Trantham voting ‘yea’.

C. Report of Subdivision and Zoning Administrator.

The report is in the packet.

D. Report of Building Inspector / Code Administrator.

The report is in the packet.

E. Report of Director of Public Works.

The Mayor reported Morrison Avenue is now open to traffic.

F. Report of Chief of Police. No report.

G. Report of City Attorney. No report.

H. Report and Communication by Mayor.

1. Presentation of Awards to City of Waterloo Mural Contest Winners.

2. Check Presentation to Western Egyptian Meals on Wheels Program from the Sophia & Elmer Oerter Charitable Foundation.

3. Waterloo Beautification Grant Check Presentation to Bill & Angie Wirth, Wirth Insurance Agency, for property located at 119 E. Mill Street.

8. Report of Standing Committees.

Alderman Hopkins, City Liaison for the Library Board, reported that Judith Tomlinson will be honored for her 43 years of service as Trustee on the Morrison-Talbott Library Board on August 22, 2022.

Mayor Smith thanked Sarah Deutch, City of Waterloo Community Relations Coordinator, for her work in marketing the Tunnels to Towers Golf Event.

9. Report of Special Committees.

Alderman Darter reported that the Multi-Factor Authentication (MFA) project is nearing completion.

10. Presentation of Communications, Petitions, Resolutions, Orders and Ordinances by Aldermen.

A. Consideration and Action on Resolution No. 22-09 Approving the Revised 2022 Self Generation Net Metering Policy and Interconnection Policy.

Motion made by Alderman Row and seconded by Alderman Heller on approving Resolution No. 22-09 the Revised 2022 Self-Generation Net Metering Policy and Interconnection Policy.

Motion passed unanimously with Aldermen Row, Heller, Matt Buettner, Hopkins, Trantham, Darter and Kyle Buettner voting ‘yea’.

B. Consideration and Action on Resolution No. 22-10 Approving the Trane Select Service Agreement in the Amount of $11,439.00 for the Initial Term of One-Year effective June 1, 2022.

Motion made by Alderman Heller and seconded by Alderman Darter on approving Resolution No. 22-10 the Trane Select Service Agreement in the Amount of $11,439.00 for the Initial Term of One-Year effective June 1, 2022.

Motion passed unanimously with Aldermen Heller, Matt Buettner, Hopkins, Trantham, Darter, Kyle Buettner and Row voting ‘yea’.

C. Consideration and Action on Resolution No. 22-11 Approving an Agreement by and between the County of Monroe, IL and the City of Waterloo, IL for Coordinated Communications Services for a Three-Year Term to Expire on September 30, 2025. Motion made by Alderman Matt Buettner and seconded by Alderman Hopkins on approving Resolution No. 22-11 an Agreement by and between the County of Monroe, IL and the City of Waterloo, IL for Coordinated Communications Services for a Three-Year Term to Expire on September 30, 2025.

Motion passed unanimously with Aldermen Matt Buettner, Hopkins, Trantham, Darter, Kyle Buettner, Row and Heller voting ‘yea’.

D. Consideration and Action on Ordinance No. 1858 Approving the Naming of an Alley located in the City of Waterloo, Illinois, to Firehouse Lane.

Motion made by Alderman Darter and seconded by Alderman Heller on approving Ordinance No. 1858 which is the Naming of an Alley located in the City of Waterloo, Illinois, to Firehouse Lane.

Motion passed unanimously with Aldermen Darter, Kyle Buettner, Row, Heller, Matt Buettner, Hopkins and Trantham voting ‘yea’.

E. Consideration and Action on Ordinance No. 1859 Approving the Naming of an Alley located in the City of Waterloo, Illinois, to Watertower Lane.

Motion made by Alderman Darter and seconded by Alderman Heller on approving Ordinance No. 1859, which is the Naming of an Alley, located in the City of Waterloo, Illinois, to Watertower Lane.

Motion passed unanimously with Aldermen Darter, Kyle Buettner, Row, Heller, Matt Buettner, Hopkins and Trantham voting ‘yea’.

F. Consideration and Action on Ordinance No. 1860 Amending the City of Waterloo, Illinois, Revised Code of Ordinances, Chapter 24 Motor Vehicle Code, Article VIII Traffic Schedules, Schedule A: Stop & Through Intersections, and Schedule C: Four-Way Stop Intersections, for Firehouse Lane and Watertower Lane.

Motion made by Alderman Darter and seconded by Alderman Heller on approving Ordinance No. 1860 Amending the City of Waterloo, Illinois, Revised Code of Ordinances,

Chapter 24 Motor Vehicle Code, Article VIII Traffic Schedules, Schedule A: Stop & Through Intersections, and Schedule C: Four-Way Stop Intersections, for Firehouse Lane and Watertower Lane.

Motion passed unanimously with Aldermen Darter, Kyle Buettner, Row, Heller, Matt Buettner, Hopkins and Trantham voting ‘yea’.

A. Consideration and Action on Approval of the Purchase of Four Life Size Soldier Statues from SVJ Creative Designs at a cost not to exceed $25,000.00 to be paid from Gambling Proceeds.

Motion made by Alderman Heller and seconded by Alderman Row on Approval of the Purchase of Four Life Size Soldier Statues from SVJ Creative Designs at a cost not to exceed $25,000.00 to be paid from Gambling Proceeds.

Motion passed unanimously with Aldermen Heller, Matt Buettner, Hopkins, Trantham, Darter, Kyle Buettner and Row voting ‘yea’.

B. Consideration and Action on Authorizing the IMRF Granting of Service Credits to Alex P. Bishop for Out-Of-State Service with the Out-Of-State governmental unit, O.P.E.R.S. Motion made by Alderman Hopkins and seconded by Alderman Row on approving and Authorizing the IMRF Granting of Service Credits to Alex P. Bishop for Out-Of-State Service with the Out-Of-State governmental unit, O.P.E.R.S.

Motion passed unanimously with Aldermen Hopkins, Trantham, Darter, Kyle Buettner, Row, Heller and Matt Buettner voting ‘yea’.

C. Consideration and Action on Authorizing the IMRF Granting of Service Credits to Timothy J. Birk for Out-Of-State Service with the Out-Of-State governmental unit, LAGERS. Motion made by Alderman Heller and seconded by Alderman Hopkins on approving and Authorizing the IMRF Granting of Service Credits to Timothy J. Birk for Out-Of-State Service with the Out-Of-State governmental unit, LAGERS.

Motion passed unanimously with Aldermen Heller, Matt Buettner, Hopkins, Trantham, Darter, Kyle Buettner and Row voting ‘yea’.

D. Consideration and Action on Approval of a Solicitation Request from the Waterloo Lions Club for their Annual “Candy Days” Fundraiser to be held on Friday, October 14, 2022 and Saturday, October 15, 2022, at the Intersections of Main / Mill, and Rogers / Hamacher. Motion made by Alderman Darter and seconded by Alderman Row on approval of a Solicitation Request from the Waterloo Lions Club for their Annual “Candy Days” Fundraiser to be held on Friday, October 14, 2022 and Saturday, October 15, 2022, at the Intersections of Main / Mill, and Rogers / Hamacher.

Motion passed unanimously with Aldermen Darter, Kyle Buettner, Row, Heller, Matt Buettner, Hopkins and Trantham voting ‘yea’.

E. Consideration and Action on a Special Event Permit Application from WCUSD#5 for their Annual Bulldog Color Run to be held on October 15, 2022, 5:30 p.m. to 7:30 p.m., to include the partial closures of First, Hamacher, Rogers and Fourth Streets and Bellefontaine Drive.

Motion made by Alderman Hopkins and seconded by Alderman Row to approve a Special Event Permit Application from WCUSD#5 for their Annual Bulldog Color Run to be held on October 15, 2022, 5:30 p.m. to 7:30 p.m., to include the partial closures of First, Hamacher, Rogers and Fourth Streets and Bellefontaine Drive.

Motion passed unanimously with Aldermen Hopkins, Trantham, Darter, Kyle Buettner, Row, Heller and Matt Buettner voting ‘yea’.

F. Consideration and Action on Executive Session for the Discussion of Personnel as Provided for by 5 ILCS 120/2(c)(1) and Imminent Litigation as per 5 ILCS 120/2(c)(11).

Motion to move into Executive Session made by Alderman Row and seconded by Alderman Kyle Buettner.

Motion passed unanimously to enter into Executive Session with Aldermen Row, Heller, Matt Buettner, Hopkins, Trantham, Darter and Kyle Buettner voting ‘yea’.

Entered into Executive Session at 7:58 p.m.

Adjourned Executive Session at 8:14 p.m.

Motion to Resume Session made by Alderman Kyle Buettner and seconded by Alderman Matt Buettner.

Motion passed unanimously with Kyle Buettner, Row, Heller, Matt Buettner, Hopkins, Trantham and Darter voting ‘yea’.

Returned to regular session at 8:16 p.m.

13. Discussion of Matters by Council Members Arising After Agenda Deadline. Alderman Trantham informed the council that the Park Board was rebidding for the construction of the Splash Pad. Bids will be open on September 14, 2022.

Mayor Smith reminded everyone of the following calendar events:

∙ August 17 – Meeting at 3PM with Edie Koch (Executive Director of the Monroe County Economic Development Corporation) to discuss festival and tourism grants.

∙ August 18 – Beautification Committee Meeting at 2PM.

∙ August 22 - Library Board meeting at 6:30PM

14. Motion to Adjourn made by Alderman Kyle Buettner and seconded by Alderman Matt Buettner. Motion passed with a unanimous voice vote. Mayor Smith adjourned the meeting at 8:18 p.m.
