City of Columbia City Council met July 18.

A. Call Meeting to Order
Mayor Hill called the City Council of Columbia, Illinois to order at 7:00 PM.
B. Roll Call
Present: Aldermen Niemietz, Holtkamp, Martens, Riddle, Garmer, and Khoury.
Absent: Aldermen Roessler and Huch.

1. Retirement of Columbia Police Department Detective Kelly Bramlett
Mayor Hill announced the recognition of Kelly Bramlett's retirement is postponed.

F. Comments & Announcements - Mayor
Mayor Hill recognized the 4th of July Committee for putting on a great event and fireworks display.

There were no Aldermen Comments and Announcements.
H. Comments & Announcements - Department Directors
• EMS Chief Kim Lamprecht presented the EMS Department report.
• Director of Community Development Scott Dunakey updated the Council on the progress on the Comprehensive Plan .
• City Administrator Doug Brimm reviewed with the Council the history behind Ordinance No. 3615 since it's the third ordinance to be presented regarding the communication towers on Bremser Road . Mr. Brimm explained Ordinance No. 3584 only pertained to tower 3, Ordinance No. 3610 was then passed after the litigation with Crown Castle was resolved to include all three towers. After the Council approved Ordinance No. 3610, Landmark could not get approval from their parent company for the terms approved by the City. Changes were requested and are now reflected in Ordnance No. 3615.

Mayor Hill called the Regular Session of the City Council back to order at 8:16 PM. Upon return to Regular Session, Aldermen Niemietz, Holtkamp, Martens, Riddle, Garmer, Khoury, and Mayor Hill were present.
E. Announcements
Mayor Hill announced the Department of Public Works will begin oil and chip work beginning Tuesday, July 26th and paving for the Quarry Road roundabout will begin Monday, July 25th,
City Engineer Chris Smith announced IDOT accepted bids for the resurfacing and improvements project on Route 3 from Gilmore Lake Rd to 1-255.
