City of Columbia City Council met June 6.

A. Call Meeting to Order
Mayor Hill called the City Council of Columbia, Illinois to order at 7:00 PM . B. Roll Call
Present: Aldermen Niemietz, Roessler, Holtkamp, Martens, Riddle, Garmer, and Khoury.
Absent: Alderman Huch.

1. Retirement of Columbia Police Department Sergeant John Simon
Mayor Hill recognized Sergeant John Simon's retirement from the Columbia Police Department after 26 years of service.

F. Comments & Announcements - Mayor
Mayor Hill congratulated the Columbia High School Baseball team on placing third at State.
Mayor Hill recognized Columbia High School track members Rand Mathews, Ethan Hogan, Abby Ven ha us for medaling at State.
G. Comments & Announcements - Aldermen
Alderman Niemietz reminded the Council about the new voting precincts.
H. Comments & Announcements - Department Directors
Assistant Library Director Crystal Snyder presented the Library Department report.
City Administrator Doug Brimm announced that he and other City Staff had a meeting with IEPA on June 1st regarding the leaf program violation. Mr. Brimm briefly updated the Council on the meeting and explained the violations the City received were solely based on visual observation.
Mr. Brimm noted within 21 days from the meeting, the City is required to submit a letter stating the City's position. Mr. Brimm explained the IEPA then has 30 days to respond with a proposed compliance commitment agreement, provide a notice of non issuance of a compliance commitment agreement but reserve the right to proceed with enforcement action later, or take no further action. Mr. Brimm stated the City is going to heavily lobby the IEPA that they consider the matter closed.

Mayor Hill inquired if the Council wished to remove any items prior to a motion. There were none.
Alderman Niemietz mentioned a correction to the Minutes of the May 16, 2022 Regular City Council Meeting.

City Engineer Chris Smith stated the Illinois Department ofTransportation is accepting applications for their Highway Safety Improvement Program. Mr. Smith reported he would like to apply for the HSIP grant to install a roundabout at the intersection of Quarry, Ghent, and Old Route 3.

1. Ordinance No. 3612 Authorizing the Sale of Surplus Personal Property
City Administrator Doug Brimm announced the City has three vehicles that have been upgraded with newer models and Staff would like to utilize the services of Purple Wave, Inc. to facilitate the sale of the surplus vehicles. Mr. Brimm stated there are no costs incurred by governmental entities utilizing this service. However, Purple Wave, Inc. will collect a 10% buyer's premium.

Mayor Hill called the Regular Session of the City Council back to order at 8:56 PM. Upon return to Regular Session, Aldermen Niemietz, Roessler, Holtkamp, Martens, Riddle, Garmer, Khoury, and Mayor Hill were present.
M. Announcements
Alderman Roessler questioned if Airbnb or VRBO are allowed in the City. Mr. Brimm announced under the current ordinances, they are not allowed. Alderman Roessler stated he had a resident question if they were allowed because they have seen properties listed on the websites. Mr. Dunakey stated the City has no way to find out which properties they are due to having to book a stay to receive the address. Alderman Roessler questioned the inspection process and Mr. Dunakey explained they are still required to be inspected.
