City of Waterloo City Council met Sept. 6.

Here are the minutes provided by the council:

1. The meeting was called to order by Mayor Smith at 7:30 p.m.

2. The following Aldermen were present: Notheisen, Matt Buettner, Hopkins, Trantham, Darter, Kyle Buettner, Row and Heller.

3. Pledge of Allegiance led by Mayor Tom Smith.

4. Correction or Withdrawal of Agenda Items by Sponsor. None.

5. Approval of Minutes as Written or Amended.

Approval of City Council Meeting Minutes dated 08-15-22. Motion made by Alderman Darter and seconded by Alderman Heller to approve the City Council Meeting Minutes from 08-15-22. Motion passed unanimously with Aldermen Darter, Kyle Buettner, Row, Heller, Notheisen, Matt Buettner, Hopkins and Trantham voting ‘yea’.

6. Petitions by Citizens on Non-Agenda Items. None.

7. Reports and Communications from the Mayor and other City Officers.

∙ Toby (Waterloo Canine Officer) Trading Cards and Challenge Coins were distributed to the Alderman. A prototype of a Toby Police Dog stuffed animal was shown. The stuffed animals will be given to comfort children.

∙ The new phones have been activated and are working fine.

∙ In the last couple of weeks, there have been four (4) drug arrests for meth.

∙ No problems or issues with Homecoming.

1. Appointment of Dave Powell to the Zoning Board of Appeals for a Term to Expire on 02-01-28.

Appointment approved unanimously with Notheisen, Matt Buettner, Hopkins, Trantham, Darter, Kyle Buettner, Row and Heller voting ‘yea’.

2. Appointment of Grant Youngs to the Planning Commission for a 3-Year Term to Expire on 09-01-25.

Appointment approved unanimously with Notheisen, Matt Buettner, Hopkins, Trantham, Darter, Kyle Buettner, Row and Heller voting ‘yea’.

3. Re-Appointment of Jane Gaitsch to the Planning Commission for a 3-Year Term to Expire on 09-01-25.

10. Presentation of Communications, Petitions, Resolutions, Orders and Ordinances by Aldermen. A. Consideration and Action on Resolution No. 22-12 Approving a Special Event Permit for the Waterloo High School Homecoming Parade to be held on Wednesday, September 28, 2022, from 6-7 p.m., and to include the temporary closure of sections of Hamacher, Market, Columbia, Main, Fourth and Rogers Streets.

Motion made by Alderman Hopkins and seconded by Alderman Row on approving Resolution No. 22-12, a Special Event Permit for the Waterloo High School Homecoming Parade to be held on Wednesday, September 28, 2022, from 6-7 p.m., and to include the temporary closure of sections of Hamacher, Market, Columbia, Main, Fourth and Rogers Streets.

Motion passed unanimously with Aldermen Hopkins, Trantham, Darter, Kyle Buettner, Row, Heller, Notheisen and Matt Buettner voting ‘yea’.

B. Consideration and Action on Ordinance No. 1861 Amending the City of Waterloo Code of Ordinances, Chapter 1 Administration, Section 1-2-92(E) Deposit of Funds, to Revise Currently Listed Bank Names.

Motion made by Alderman Darter and seconded by Alderman Notheisen on approving Action on Warrant No. 617.

B. Consideration and Action on Approval of Estimated Travel Expenses for the 2022 IML Convention.

Motion made by Alderman Row and seconded by Alderman Kyle Buettner on Approval of Estimated Travel Expenses for the 2022 IML Convention.

Motion passed unanimously with Aldermen Row, Heller, Notheisen, Matt Buettner, Hopkins, Trantham, Darter and Kyle Buettner voting ‘yea’.

C. Consideration and Action on Approval of Purchase for the Production and Installation of Signage for the “Waterloo Heritage Wall” from Summit Sign + Graphics at a cost of $19,166.76 to be paid from Gambling Proceeds.

D. Consideration and Action on Actuarial Assumptions recommended for the Police Pension Actuary Study by Foster and Foster Actuaries and Consultants.

Motion made by Alderman Heller and seconded by Alderman Row on the Actuarial Assumptions recommended for the Police Pension Actuary Study by Foster and Foster Actuaries and Consultants.

Motion passed unanimously with Aldermen Heller, Notheisen, Matt Buettner, Hopkins, Trantham, Darter, Kyle Buettner and Row voting ‘yea’.

E. Consideration and Action on One (1) Year Commitment at the Builder Level of $10,000.00 to the Monroe County, Illinois Economic Development Corporation. Motion made by Alderman Row and seconded by Alderman Heller on Approval of a One (1) Year Commitment at the Builder Level of $10,000.00 to the Monroe County, Illinois Economic Development Corporation.

Motion passed unanimously with Aldermen Row, Heller, Notheisen, Matt Buettner, Hopkins, Trantham, Darter and Kyle Buettner voting ‘yea’.

F. Consideration and Action on Approval of a Solicitation Request from the Waterloo Lions Club for their Annual “Candy Days” Fundraiser to be CHANGED from October 14th and 15th to Friday, October 21, 2022 and Saturday, October 22, 2022, at the Intersections of Main / Mill, and Rogers / Hamacher.

Motion made by Alderman Notheisen and seconded by Alderman Hopkins on Approval of a Solicitation Request from the Waterloo Lions Club for their Annual “Candy Days” Fundraiser to be CHANGED from October 14th and 15th to Friday, October 21, 2022 and Saturday, October 22, 2022, at the Intersections of Main / Mill, and Rogers / Hamacher.

Motion passed unanimously with Aldermen Notheisen, Matt Buettner, Hopkins, Trantham, Darter, Kyle Buettner, Row and Heller voting ‘yea’.

G. Consideration and Action on a Solicitation Request from the Monroe County Shriners for their Annual Paper Drive to be held at the intersections of Main/Mill and Rogers/Hamacher on Friday, October 14, 2022 from 4 pm to 8 pm and on Saturday, October 15, 2022 from 8 am to noon.

Motion made by Alderman Notheisen and seconded by Alderman Matt Buettner on Approval of a Solicitation Request from the Monroe County Shriners for their Annual Paper Drive to be held at the intersections of Main/Mill and Rogers/Hamacher on Friday, October 14, 2022 from 4 pm to 8 pm and on Saturday, October 15, 2022 from 8 am to noon.

Motion passed unanimously with Aldermen Notheisen, Matt Buettner, Hopkins, Trantham, Darter, Kyle Buettner, Row and Heller voting ‘yea’.

H. Consideration and Action on Approval of a Special Event Permit Application from the SS Peter and Paul Catholic School for a Queen of Hearts Raffle to be held at Outsiders Bar, Inc. every Tuesday at 7:00 p.m., from September 06, 2022 through September 11, 2023 unless a winner is drawn before that time.

Motion made by Alderman Row and seconded by Alderman Darter on Approval of a Special Event Permit Application from the SS Peter and Paul Catholic School for a Queen of Hearts Raffle to be held at Outsiders Bar, Inc. every Tuesday at 7:00 p.m., from September 06, 2022 through September 11, 2023 unless a winner is drawn before that time.

I. Consideration and Action on Approval of a Special Event Permit Application from the SS Peter and Paul Catholic School PTO for their Pumpkin Run 5K, 10K & 1⁄2 Mile Fun Run to be held on Saturday, October 08, 2022 from 6:00 a.m. to 9:30 a.m. to include a possible police presence at busy intersections if necessary.

Motion made by Alderman Kyle Buettner and seconded by Alderman Darter on Approval of a Special Event Permit Application from the SS Peter and Paul Catholic School PTO for their Pumpkin Run 5K, 10K & 1⁄2 Mile Fun Run to be held on Saturday, October 08, 2022 from 6:00 a.m. to 9:30 a.m. to include a possible police presence at busy intersections if necessary.

J. Consideration and Action on Approval of a Special Event Permit Application from Crafted in the Loo for Explore Waterloo Witches Night Out to be held on Thursday, October 20, 2022 from 4 p.m. to 9 p.m. with the closure of parking spaces in front of the store located at 111 N. Main Street.

Motion made by Alderman Kyle Buettner and seconded by Alderman Darter on Approval of a Special Event Permit Application from Crafted in the Loo for Explore Waterloo Witches Night Out to be held on Thursday, October 20, 2022 from 4 p.m. to 9 p.m. with the closure of parking spaces in front of the store located at 111 N. K. Consideration and Action on Special Event Permit Application from the City of Waterloo and other Organizations for the Annual Trunk or Treat to be held on Monday, October 31, 2022 from 5:30 p.m. to 7:30 p.m., to include the Closure of Main Street between Third Street and Mill Street.

Motion made by Alderman Hopkins and seconded by Alderman Matt Buettner on Approval of a Special Event Permit Application from the City of Waterloo and other Organizations for the Annual Trunk or Treat to be held on Monday, October 31, 2022 from 5:30 p.m. to 7:30 p.m., to include the Closure of Main Street between Third Street and Mill Street.

Motion passed unanimously with Aldermen Hopkins, Trantham, Darter, Kyle Buettner Row, Heller, Notheisen and Matt Buettner voting ‘yea’.

L. Consideration and Action on Approval of the Improvement Plans and Signing of the IEPA Permits for Natalie Estates, Phase 2.

Motion made by Alderman Row and seconded by Alderman Heller on Approval of the Improvement Plans and Signing of the IEPA Permits for Natalie Estates, Phase 2. Motion passed unanimously with Aldermen Row, Heller, Notheisen, Matt Buettner, Hopkins, Trantham, Darter and Kyle Buettner voting ‘yea’.

M. Consideration and Action on a Petition for a Special Use Permit to allow a Multi-Family Residence to be located above a new commercial building in a B-3 Zoning District, as permitted by 40-2-3(B), at 231 West Mill Street.

Motion passed unanimously with Aldermen Notheisen, Matt Buettner, Hopkins, Trantham, Darter, Kyle Buettner, Row and Heller voting ‘yea’.

13. Discussion of Matters by Council Members Arising After Agenda Deadline. Alderman Trantham commented that Ms. Amy Grandcolas, President of Waterloo Citizens for a Pool (WCP), is planning to address the Council at next week’s Utility Meeting.

Mayor Smith stated that Monroe County authorized the city to install the 3D Lettering “Love the Loo” in the green space next to the Regional Office of Education.

14. Motion to Adjourn made by Alderman Kyle Buettner and seconded by Alderman Matt Buettner. Motion passed with an unanimous voice vote. Mayor Smith adjourned the meeting at 9:11 p.m.
