City of Columbia City Council met Oct. 3.

A. Call Meeting to Order
Mayor Hill called the City Council of Columbia, Illinois to order at 7:00 PM.
B. Roll Call
Present: Aldermen Niemietz, Roessler, Huch, Holtkamp, Martens, Riddle, Garmer, and Khoury.
Absent: None.

1. Domestic Violence Awareness Month
Mayor Hill proclaimed October 2022 as Domestic Violence Awareness Month.

F. Comments & Announcements - Mayor
Mayor Hill thanked the community for attending FestiFall, the City employees who organized the event, and Boy Scout Troop 357 for all their help.
G. Comments & Announcements - Aldermen
Alderman Niemietz stated she received positive feedback on the City's booth at FestiFall promoting the Comprehensive Plan.
H. Comments & Announcements - Department Directors
City Administrator Doug Brimm announced Agenda Item 1.3. includes payment for the telecommunication towers from Landmark. Mr. Brimm stated the process had been ongoing since 2015, and it had finally reached conclusion.
Mr. Brimm explained since the City has not heard back from the IEPA Bureau of Land and the IEPA Bureau of Water, the 2022 leaf collection program will proceed as previously presented.

Mayor Hill inquired if the Council wished to remove any items prior to a motion. There were none.

J. Unfinished Business
1. Ordinance No. 3622 Approving a Special Use Exception to Allow a Spectator Sports Complex on Property Zoned CP Commercial Park District Located in the 400 Block of DD Road
Director of Community Development Scott Dunakey presented the Council more information regarding the Special Use permit. Mr. Dunakey then explained to the Council they have two options:
Option 1: If architectural variances are being requested, the applicant must apply and receive Plan Commission Recommendation before submitting it with the Design Review Packet.
Option 2: Prohibits granting of architectural variances, requiring full compliance with architectural standards.
Motion:
It was moved by Alderman Niemietz, and seconded by Alderman Holtkamp, to conditionally approve the requested special use exception and adopt Ordinance No. 3622, an Ordinance Approving a Special Use Exception to Allow a Spectator Sports Complex on Property Zoned CP Commercial Park District Located in the 400 Block of DD Road with Option 2 language, requiring full compliance with architectural standards

2. Ordinance No. 3623 Vacating a Portion of Surplus Right-of-Way Adjacent to 404 East Centerville Road
Mr. Brimm explained this right-of-way vacation is related to the Centerville Road project, and is intended to preserve the historical property located at 404 East Centerville. It will in no way negatively affect any plans for trail expansion in this vicinity. Mr. Brimm asked the Council to make Ordinance No. 3623 contingent upon the property owner granting the City a temporary construction easement for the road project.

It was moved by Alderman Huch, and seconded by Alderman Niemietz, pass and approve Ordinance No. 3623, An Ordinance Vacating a Portion of Surplus Right-of-Way Adjacent to 404 East Centerville Road, contingent upon the property owner granting the City a temporary construction easement for the Centerville Road project.
Motion Passed.

2. Resolution No. 2022-26 to Levy a Tax of 0.02% of the Value of the Taxable property in the City of Columbia, Illinois, for Columbia Public Library Building and Equipment Purposes of the Fiscal year of the City Commencing May 1, 2022 and Ending April 30, 2023
Mr. Brimm explained the City is authorized by the Illinois Local Library Act to levy an additional .02% on all taxable property within the City, and it does so annually.
Alderman Holtkamp questioned the wording in the resolution. It was then determined to amend the resolution and all references of .02% will have "up to" added.

It was moved by Alderman Holtkamp, and seconded by Alderman Garmer, pass and approve Resolution No. 2022-26, a Resolution to Levy a Tax of 0.02% of the Value of the Taxable property in the City of Columbia, Illinois, for Columbia Public Library Building and Equipment Purposes of the Fiscal year of the City Commencing May 1, 2022 and Ending April 30, 2023 as amended

3. Discussion of an Ordinance Amending the Established Salary/Remuneration of Appointed City Officers and Employees of the City of Columbia, Illinois for the Fiscal Year of the City Commencing May 1, 2022 and Ending April 30, 2023
Mr. Brimm explained during the Fiscal Year 2023, the City budgeted $92,878.52 for the Information Technology Analyst position. The position will be funded by the following funds : 30% from the general fund, 30% from the water fund, 30% from the sewer fund, and 10% from the garbage fund.
Mr. Brimm explained the hiring process for the position is near completion. Therefore, he asked Council to amend the Fiscal Year 2023 salary ordinance to establish the position and set the salary.
Alderman Garmer questioned if a percent of the salary should come from the police budget. Mr. Brimm explained the police department is mostly supported by the general fund.
It was the consensus of the Council to proceed with preparing the ordinance.
