A. Call Meeting to Order
Mayor Hill called the City Council of Columbia, Illinois to order at 7:00 PM.
B. Roll Call

E. Public Input
Fox Run Estates Subdivision Speeding
Andrew Cornish, Chelsea Cepicky, and Shannon and Jeff Gastreich addressed the Council regarding the excessive speeding on Lakeshore Drive in the Fox Run Estates Subdivision.
F. Comments & Announcements - Mayor
Mayor Hill stated the Columbia Woman's Club GloBingo event and Witches Night Out on Historic Main Street were both a huge success.
Mayor Hill announced a Public Forum for the Safe-T Act will take place October 27, 2022 at the Eleven South Building.
Mayor Hill encouraged the community to attend Halloween Hi-Jinks, American Legion's Honor-Que, and the Veterans' Day Parade.
G. Comments & Announcements - Aldermen
Alderman Niemietz announced that the SSgt. Robert F. Holden, Jr. Memorial Bench has been installed along the GM&O Heritage Trail. It will be dedicated to the City of Columbia with Mayor Hill accepting on the City's behalf. The event is scheduled for 11:00 am on Saturday, November 5, 2022.

City Clerk Hitzemann read the Consent Agenda .
1. Motion to Approve Minutes of the October 3, 2022 Regular City Council Meeting

1. Ordinance No. 3625 Amending the Established Salary/Remuneration of Appointed City Officers and Employees of the City of Columbia, Illinois for the Fiscal Year of the City Commencing May 1, 2022 and Ending April 30, 2023
Mr. Brimm explained Ordinance No. 3625 amends the FY2023 Salary Ordinance to create the position of Information Technology Support Analyst. Mr. Brimm provided the Council an overview of compensation and explained final interviews will take place in the next few weeks.

Mr. Brimm explained in accordance with 65 ILCS 5/3.1-50-10, the salaries of elected officials must be set at least 180 days before the beginning of their subsequent terms of office.

Mr. Smith explained agenda items K.2. through K.5. are needed to complete the Valmeyer Road Reconstruction Project.
A brief discussion was had in regards to extending sidewalks along Valmeyer Road . Mr. Smith expla ined this project does not include sidewalks.

6. Motion to Award Bid for Old Illinois Route 3 & Veteran's Parkway Resurfacing Project to Killian Corporation in the Amount of $243,381.82
Mr. Smith explained three bids were received for this project. The apparent low bidder was Kilian Corporation at $243,381.82. The project has a completion date of November 30, 2022.
Mr. Smith mentioned he plans on having a traffic study complete after this project is finished to address any other improvements that may be needed.

7. Discussion of Vacating a Portion of Unconstructed Wilson Drive in the Columbia Acres First Addition Subdivision Approved June 3, 1946
Mr. Brimm stated the subdivision plat of Columbia Acres First Addition was approved by Ordinance No. 131 in 1946. IDOT began acquiring right-of-way for construction of the State Route 3 bypass realignment in 1955.
Mr. Brimm explained the typical residential development process at that time extended streets and utilities incrementally as homes were constructed . By 1955, only the north portion of the subdivision had homes constructed and infrastructure installed, presumably due to the impending highway construction. Based on archived documents, right-of-way acquisition was completed in 1957. This left an undeveloped 0.27-acre remnant of Block 6 as the southernmost portion of the subdivision with access to Leo Street.
Mr. Brimm stated it was recently discovered that the City has never vacated the unbuilt section of Wilson Drive or the portion of the subdivision acquired by IDOT, as it should have been. This was discovered when the current owner had the remnant property surveyed to construct a fence. Until then, Monroe County GIS showed the Wilson Drive right-of-way as part of the parcel and it was assumed to be part of that parcel. The unbuilt section of Wilson Drive right-of-way is now being vacated to address the situation. Existing easements in the vacated ROW, if any, will remain intact and will not be affected.
The vacation ordinance will be presented at the next Council meeting for consideration.
