City of Pinckneyville City Council met Oct. 24.

Here are the minutes provided by the council:

ROLL CALL

Mayor Spencer called the regular meeting of the Pinckneyville City Council to order at 6:00 p.m. in the Council Chambers, City Hall. Members present: Commissioners Ricky J. Cicardi, Kevin B. Hicks, Sammy D. Peradotta, William B. Stotlar, and Mayor Robert L. Spencer. Mayor Spencer declared a quorum present. Mayor Spencer announced the agenda was set. Administrative staff present: City Clerk Melissa Kellerman, City Attorney Don Bigham, Economic Development Coordinator Carrie Gilliam, and Fire Chief Jim Gielow. The Pledge of Allegiance was led by Commissioner Hicks.

PREVIOUS MINUTES

Commissioner Hicks made a motion to approve the minutes of the October 10, 2022, regular council meeting. The motion was seconded by Commissioner Peradotta. On roll call: Commissioners Cicardi, Hicks, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

TREASURER’S REPORT

Commissioner Stotlar reviewed the treasurer’s report and stated that the ending balance total for the period ending September 2022 was $9,275,082.74 up from last year, and unrestricted balance total was $1,839,449.50 also up from last year. Commissioner Stotlar made a motion to approve the treasurer’s report. The motion was seconded by Commissioner Cicardi. On roll call: Commissioners Cicardi, Hicks, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

ACCOUNTS PAYABLE

Commissioner Stotlar added an invoice from Day Pitney LLP in the amount of $185.87 to the accounts payable. He then made a motion to approve the accounts payable with the additional invoice. The motion was seconded by Commissioner Peradotta. On roll call: Commissioners Cicardi, Hicks, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

CORRESPONDENCE

Commissioner Hicks reminded the public that this weekend is the 100th Mardi Gras festival and parade. Business Trick-or Treat is at the Grade School Friday evening. St. Bruno Trunk-n-Treat is at St. Bruno Parish Center parking lot Friday evening. Vendor Fair is Saturday and the Mardi Gras parade is Saturday evening. Trick-or-Treating in Pinckneyville will be Halloween night, Monday, October 31st from 6-9 p.m. at houses with porch lights on.

Mayor Spencer congratulated the American Thresherman’s Association on a successful Fall Show. He said they had great attendance.

Mayor Spencer announced he would be seeking a Lead Service Line Inventory Grant from the Illinois Environmental Protection Agency. He stated they offer grants ranging from $20,000 to $50,000, and that the City of Pinckneyville would fall into the $40,000 category. He stated the deadline for the grant is December 2, 2022, and the deadline to have the inventory is April 2024.

ORDINANCE NO. O-2022-17 AUTHORIZING APPROVAL OF AN APPLICATION FROM TAPS AND VINE, LLC, FOR BUSINESS DISTRICT FUNDS FROM THE CITY OF PINCKNEYVILLE, PERRY COUNTY, ILLINOIS

Mayor Spencer presented Ordinance No. O-2022-17, an ordinance authorizing approval of an application from Taps and Vine, LLC, for Business District Funds and committing Business District Funds from the City of Pinckneyville, Perry County, Illinois. He stated this grant is for up to $25,000. Economic Development Coordinator Carrie Gilliam introduced Lauren Moore of Taps and Vine, LLC, doing business as the Twisted Vine. Ms. Moore stated the building is in need of a new roof estimated to cost $15,000, as well as improvements to the interior including plumbing. Commissioner Peradotta made a motion to approve Ordinance No. O-2022-17. Commissioner Cicardi seconded the motion. On roll call: Commissioners Cicardi, Hicks, Peradotta, Stotlar and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

ORDINANCE NO. O-2022-18 AUTHORIZING APPROVAL OF AN APPLICATION FROM TAN ETC, LLC, FOR BUSINESS DISTRICT FUNDS FROM THE CITY OF PINCKNEYVILLE, PERRY COUNTY, ILLINOIS

Mayor Spencer presented Ordinance No. O-2022-18, an ordinance authorizing approval of an application from Tan Etc, LLC, for Business District Funds and committing Business District Funds from the City of Pinckneyville, Perry County, Illinois. He stated this grant is for up to $25,000. Economic Development Coordinator Carrie Gilliam introduced Laura Loos of Tan Etc, LLC. Ms. Loos stated she recently relocated her business to 105 South Walnut Street and intends to add more services and products. She stated she intends to have the building improvements completed within a year. Commissioner Peradotta made a motion to approve Ordinance No. O-2022-18. Commissioner Hicks seconded the motion. On roll call: Commissioners Cicardi, Hicks, Peradotta, Stotlar and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

ORDINANCE NO. O-2022-19 AUTHORIZING APPROVAL OF AN APPLICATION FROM TAN ETC, LLC, FOR FAÇADE IMPROVEMENT GRANT FUNDS FROM THE CITY OF PINCKNEYVILLE, PERRY COUNTY, ILLINOIS

Mayor Spencer presented Ordinance No. O-2022-19, an ordinance authorizing approval of an application from Tan Etc, LLC, for Façade Improvements Grant Funds and committing Façade Improvement Grant Funds from the City of Pinckneyville, Perry County, Illinois. He stated this grant is for up to $10,000. Commissioner Cicardi made a motion to approve Ordinance No. O-2022-19. Commissioner Hicks seconded the motion. On roll call: Commissioners Cicardi, Hicks, Peradotta, Stotlar and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

ORDINANCE NO. O-2022-20 AUTHORIZING THE SALE OF SURPLUS PERSONAL PROPERTY OF THE CITY OF PINCKNEYVILLE, PERRY COUNTY, ILLINOIS

Mayor Spencer presented Ordinance No. O-2022-20, an ordinance authorizing the sale of surplus personal property of the City of Pinckneyville, Perry County, Illinois. Commissioner Peradotta made a motion to approve Ordinance No. O-2022-20 which was seconded by Commissioner Stotlar. City Attorney Don Bigham stated this authorizes the Mayor and the commissioner of each department to determine a sales value of surplus equipment to be sold on the behalf of the City of Pinckneyville. On roll call: Commissioners Cicardi, Hicks, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

PUBLIC COMMENT

Beth Porter and Amy Chapman requested to know if there had been a determination to their unequitable resolution with their carwash. Mayor Spencer said it has been discussed, but there was no resolution yet. He stated he would be in contact with them.

ADJOURNMENT TO EXECUTIVE SESSION

Motion by Commissioner Peradotta, seconded by Commissioner Stotlar to move the meeting to Executive Session at 6:17 p.m. for the discussion of Section 2 (c) (5) Purchase or lease of real property for the use of the public body. On roll call: Commissioners Cicardi, Hicks, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

RETURN TO REGULAR MEETING

Motion by Commissioner Peradotta, seconded by Commissioner Stotlar to return to the regular meeting at 6:30 p.m. On roll call: Commissioners Cicardi, Hicks, Peradotta, Stotlar and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

ADJOURNMENT

Motion by Commissioner Hicks, seconded by Commissioner Stotlar to adjourn the meeting at 6:31 p.m. On roll call: Commissioners Cicardi, Hicks, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.
