Monroe County Board of County Commissioners met Oct. 3.

Here are the minutes provided by the board:

The meeting of the County Commissioners of Monroe County, Illinois was called to order at 8:15 a.m. by Chairman Dennis M. Knobloch.

The meeting opened with the Pledge of Allegiance.

Chairman Dennis M. Knobloch, Commissioner George Green and Commissioner Vicki Koerber were present.

Others present included Deputy County Clerk Mia VanZandt, Sheila Wetzler, State’s Attorney Lucas Liefer, Scott Woodsmall with the Waterloo Republic-Times, Pat Kelly, Donovan Melican, Sheriff Neal Rohlfing, Chris Lutz, Joe Lewis and County Clerk Jonathan McLean.

There were no public comments.

Commissioner Green made a motion to approve the County bills and payroll for payment. Second by Commissioner Koerber. All voting Aye. None Nay. None Absent. Motion carried.

Motion by Commissioner Koerber to approve the minutes of the special Board meetings of July 29, 2022, September 13, 2022 and September 14, 2022, the regular Board meetings of August 15, 2022 and September 19, 2022, and the closed Board meeting of August 15, 2022. Second by Commissioner Green. All voting Aye. None Nay. None Absent. Motion carried.

Commissioner Koerber made a motion to approve the Oak Hill Care Center Accounts Payable. Second by Commissioner Green. All voting Aye. None Nay. None Absent. Motion carried.

Commissioner Koerber made a motion to appoint Edwin A McLean, Jr. to the Public Building Commission, replacing Merrill Prange who has resigned, for a term of five years with a term to commence on October 1, 2022 and to expire on September 30, 2027 or until a successor is appointed and has qualified. Second by Commissioner Green. All voting Aye. None Nay. None Absent. Motion carried. Resolution # 22-77

Commissioner Koerber made a motion to approve the application for courtyard/bandstand use by Waterloo Citizens for a Pool on March 18, 2023 from 6:00 to 11:00am for their 5K Run/Walk and Fun Run. Second by Commissioner Green. All voting Aye. None Nay. None Absent. Motion carried.

Commissioner Koerber made a motion to approve a proclamation naming the week of October 2-8, 2022 as National 4-H Week. Second by Commissioner Green. All voting Aye. None Nay. None Absent. Motion carried.

Commissioner Green made a motion to approve a proclamation making October 10-15, 2022 Monroe County Home & Community Education (HCE) Week. Second by Commissioner Green. All voting Aye. None Nay. None Absent. Motion carried.

Commissioner Koerber made a motion to approve a proclamation declaring October as Domestic Violence Awareness Month. Second by Commissioner Green. All voting Aye. None Nay. None Absent. Motion carried.

Commissioner Koerber made a motion to approve an amended application by Outsider Bar/SPPCS for the use of the public parking lot and the courtyard during the Queen of Hearts drawings on Tuesday evenings from 5:00pm to 9:00pm. Second by Commissioner Green. All voting Aye. None Nay. None Absent. Motion carried.

Sheriff Rohlfing and Joe Lewis came before the Board to discuss plans for the jail expansion, including plans to potentially move pre-trial and probation officers to the new building to leave room in the courthouse for any new judges or lawyers that may be required with the new 24th Judicial Circuit.

Chairman Knobloch introduced a contract proposal from SWIMPAC (Southwestern Illinois Planning Commission). He said we need to look at an update of the County’s comprehensive plan. SWIMPAC has a proposal to complete that work, looking at a 12-to-18-month completion time. The total cost is $23,000.

Commissioner Koerber made a motion to approve the proposal from the Southwestern Illinois Planning Commission, otherwise known an SWIMPAC, at a fee of $23,000 to be paid in 4 installments. Second by Commissioner Green. All voting Aye. None Nay. None Absent. Motion carried.

There being no further business, Commissioner Green made a motion to adjourn. Second by Commissioner Koerber. All voting Aye. None Nay. None Absent. Motion carried.

Meeting adjourned at 9:10 a.m.
