City of Columbia City Council met Nov. 7.

A. Call Meeting to Order
Mayor Hill called the City Council of Columbia, Illinois to order at 7:00 PM.
B. Roll Call
Present: Aldermen Niemietz, Huch, Holtkamp, Riddle, Garmer, and Khoury.
Absent: Alderman Martens.

Mayor Hill recognized Mark Roessler on his retirement from Ward II Alderman.
2. Oath of Office - Officer Kevin Phegley
Mayor Hill administered the Oath of Office to Officer Kevin Phegley.

F. Comments & Announcements - Mayor
Mayor Hill congratulated City Clerk Hitzemann on the recent arrival of his first child. Mayor Hill encouraged the community to vote on Election Day.
Mayor Hill thanked Alderman Niemietz on her contribution to get the SSgt. Robert Holden, Jr. bench placed along the GM&O Trail.
Mayor Hill announced there was a larger turnout at the Veterans Day parade and announced American Legion will be hosting a Veterans Day service on November 11, 2022.
Mayor Hill announced the City will host a new event this year. There will be a tree lighting ceremony on November 26, 2022 at the City Hall Fountain Park.

City Administrator Doug Brimm reviewed the municipal electric aggregation program renewal with a new supplier, Constellation NewEnergy.
I. Consent Agenda
City Clerk Hitzemann read the Consent Agenda.
1. Motion to Approve Minutes of the October 17, 2022 Regular City Council Meeting
2. Motion to Approve Payment of Vouchers for the Period of October 13, 2022 through November 3, 2022 totaling $224,687.61
3. Motion to Approve Resolution No. 2022-31 Approving a Plat of Survey and Land Transfer from Parcel #04-16-439-003-000 to Parcel #04-16-439-005-000 in the City of Columbia, Illinois

Mr. Brimm announced Section G. Comments & Announcements -Aldermen in Agenda Item 1.1. was amended.
Mayor Hill inquired if the Council wished to remove any items prior to a motion. There were none.

1. Ordinance No. 3627 Vacating the Portion of Surplus Wilson Drive Right-of-Way between Carl Street and Leo Street in the City of Columbia, Illinois
Mr. Brimm stated this item was presented at the October 17, 2022 meeting with no substantive comments. Mr. Brimm noted the only change made in the interim, was to transfer the north 2 feet to the parcels to the north, to accommodate a shed build over the property boundary.

K. New Business
1. Resolution No. 2022-32 Authorizing the Execution of the Illinois Municipal League Risk Management Association Minimum/Maximum Contribution Agreement
Mr. Brimm reported the City's carrier for its General Liability/Property/Workers Compensation insurance, the Illinois Municipal League Risk Management Association, has provided the City with a proposal for continuing participation in its Minimum/Maximum Contribution Program with an increase in premium of 3.54% for 2023.
Mr. Brimm reviewed the City's options for renewal with IMLRMA. It was decided to go with the Min/Max option and renew at $178,065, and take advantage of the 1% early pay offer.

3. Discussion of a Special Use Permit Application to Allow a Mini-Storage Business on Property Zoned C-3 Highway Business District Located at 124 Southwoods Dr.
Mr. Brimm reviewed the Plan Commission Report regarding a Special Use Permit Application to Allow a Mini-Storage Business on Property Zoned C-3 Highway Business District Located at 124 Southwoods Dr. Mr. Brimm noted the Plan Commission recommended approval of the request as submitted.
An ordinance to grant a Special Use Permit to Allow a Mini-Storage Business on Property Zoned C-3 Highway Business District Located at 124 Southwoods Dr. will be presented at the November 21, 2022 Council meeting for consideration .
4. Discussion of 2023 Employee Benefits Renewal
Mr. Brimm explained the City's health insurance with Cigna will be renewed with an 8.1% increase for the Open Access Plus plan and a 7.9% increase for the High Deductible Plan. Mr. Brimm stated the City's insurance broker soft shopped other insurance carriers, and they all came back with even higher increases. Mr. Brimm stated the City will be getting back approximately $82,000 which could be used to offset the increases with Cigna.
Mr. Brimm reviewed the ancillary insurance plans with the Council. It is staff's recommendation that the City switch from The Standard to Sun Life. There would be an 8.7% increase on vision insurance and 9.1% increase on dental with the switch to Sun Life.
Mr. Brimm stated the renewal of 2023 Employee Benefits will be presented to the Council at the November 21, 2022 Council meeting for consideration by motion.
L. Closed Session
Mayor Hill informed the Council that he would entertain a motion to go into Closed Session to discuss 5 ILCS 120/2(c)(2) Collective Bargaining, 5 ILCS 120/2(c)(3) The Selection of a Person to Fill a Public Office, and 5 ILCS 120/2(c)(ll) Pending or Probable Litigation.

It was moved by Alderman Garmer, and seconded by Alderman Huch, to direct the Mayor to go into Closed Session at 7:42 PM to discuss 5 ILCS 120/2(c)(2) Collective Bargaining, 5 ILCS 120/2(c)(3) The Selection of a Person to Fill a Public Office, and 5 ILCS 120/2(c)(ll) Pending or Probable Litigation
