City of Pinckneyville City Council met Nov. 14.

ROLL CALL
Mayor Spencer called the regular meeting of the Pinckneyville City Council to order at 6:00 p.m. in the Council Chambers, City Hall. Members present: Commissioners Ricky J. Cicardi, Kevin B. Hicks, Sammy D. Peradotta, William B. Stotlar, and Mayor Robert L. Spencer. Mayor Spencer declared a quorum present. Mayor Spencer announced the agenda was set. Administrative staff present: City Clerk Melissa Kellerman, City Attorney Don Bigham, and Fire Chief Jim Gielow. The Pledge of Allegiance was led by Commissioner Peradotta.
PREVIOUS MINUTES
Commissioner Hicks made a motion to approve the minutes of the October 24, 2022, regular council meeting. The motion was seconded by Commissioner Peradotta. On roll call: Commissioners Cicardi, Hicks, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.
TREASURER’S REPORT
Commissioner Stotlar reviewed the treasurer’s report and stated that Total Gross Payroll was $1,700,877.95 for the payroll period ending October 2022, up from last year. He stated that the regular hours of 67,833.35 were up slightly from last year and overtime hours of 1,970 were up from last year. Commissioner Stotlar made a motion to approve the treasurer’s report. The motion was seconded by Commissioner Cicardi. On roll call: Commissioners Cicardi, Hicks, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.
ACCOUNTS PAYABLE
Commissioner Stotlar made a motion to approve the accounts payable. The motion was seconded by Commissioner Peradotta. On roll call: Commissioners Cicardi, Hicks, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.
CORRESPONDENCE
Commissioner Cicardi informed the public that the park is closed for the winter with the walking track remaining open year round, as it has been in years past.
Commissioner Cicardi invited Tara Conner, owner of Sweet Leona’s, to talk about Cracklin’ Christmas. Ms. Conner stated the shopping hours are from 4:00 p.m. to 7:00 p.m., Christmas tree lighting will be at 7:30 p.m., and horse-drawn wagon rides will be from 4:00 p.m. to 8:00 p.m. She thanking Economic Development Coordinator, Carrie Gilliam, for sponsoring the wagon rides. She stated there will also be a business raffle.
Mayor Spencer announced the Illinois State Route 13/154 Sidewalk & Drainage Improvements Project is finished. The next project will be the Highway 13/127 Realignment Project around the courthouse, which should start in March 2023. He passed out a map showing an overlay of how the new road will flow through the courthouse area and asked the local paper to publish it in next week’s newspaper. He also stated bids were let out for the Illinois 13/127 Water Main Relocation Project last Thursday.
JC’S AIR CONDITIONING & REFRIGERATION PROPOSAL FOR HEATER IN WATER PLANT
Commissioner Cicardi requested approval of a proposal from JC’s Air Conditional & Refrigeration to replace the southwest unit heater in the water plant at a cost of $2,751.00. Commissioner Cicardi made a motion to approve the request which was seconded by Commissioner Peradotta. On roll call: Commissioners Cicardi, Hicks, Peradotta, Stotlar and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.
REQUEST FROM AMERICAN THRESHERMAN ASSOCIATION TO REPLACE A BUILDING IN THE FAIRGROUNDS ARENA
Commissioner Cicardi introduced Josh Giacomo of the American Thresherman Association to present the request to replace a building in the fairgrounds arena. Mr. Giacomo stated the old building was rotting, so it has been removed. They suggested a slightly bigger building which will act as a cooling center during summer events and will also house a general store. It will be built to reflect the aesthetics of the fairground area. Commissioner Cicardi made a motion to approve the request for the new building. The motion was seconded by Commissioner Hicks. On roll call: Commissioners Cicardi, Hicks, Peradotta, Stotlar and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.
RESOLUTION NO. R-2022-42 AUTHORIZING LEASES OF REAL ESTATE OWNED BY THE CITY OF PINCKNEYVILLE, PERRY COUNTY, ILLINOIS FOR AGRICULTURAL PURPOSES
Commissioner Cicardi introduced Resolution No. R-2022-42, a resolution to be placed on file, authorizing leases of real estate owned by the City of Pinckneyville, Perry County, Illinois for agricultural purposes. He stated this is for farm ground rented by Steven and Brent Epplin and Edward Bruns and is a one-year contract. Commissioner Cicardi made a motion to place on file Resolution No. R-2022-42. Commissioner Peradotta seconded the motion. On roll call: Commissioners Cicardi, Hicks, Peradotta, Stotlar and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.
DONATION TO 2022 DUSTER TOHOMAS HOOPS CLASSIC BASKETBALL TOURNAMENT
Commissioner Hicks stated PCHS District 101 has requested a donation of $1,500.00 for the 2022 Duster Thomas Hoops Classic Tournament. He stated the tournament is a three-day event and will bring 16 teams to town which will generate a lot of tourism income for Pinckneyville businesses. Motion made by Commissioner Hicks, seconded by Commissioner Cicardi to approve the $1,500 donation request which will come from the hotel/motel tax fund. On roll call: Commissioners Cicardi, Hicks, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.
PURCHASE TWO RADIOS AND INSTALL EQUIPMENT IN NEW SQUAD CAR FROM ROY WALKER COMMUNICATIONS
Commissioner Hicks requested approval to pay Roy Walker Communications, Inc. $1,211.00 for two radios and $2,120.61 for installation of equipment in the new squad car totaling $3,331.61. He stated this will come from the police fund. Commissioner Hicks made a motion to approve the request which was which was seconded by Commissioner Peradotta. On roll call: Commissioners Cicardi, Hicks, Peradotta, Stotlar and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.
PINCKNEYVILLE CHAMBER OF COMMERCE REQUESTS TO CLOSE S. WALNUT ST. FOR CRACKLIN’ CHRISTMAS EVENT
Commissioner Hicks introduced Danielle Lunnemann of the Pinckneyville Chamber of Commerce. She requested to close South Walnut Street from the 4-way stop to the Flower Patch during the Cracklin’ Christmas event on November 17, 2022. Motion by Commissioner Hicks, seconded by Commissioner Stotlar to approve the request. On roll call: Commissioners Cicardi, Hicks, Peradotta, Stotlar and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.
ACCEPT RESIGNATION OF PART-TIME POLICE OFFICER CAYLE DIGGINS
Commissioner Hicks made a motion to accept the resignation of part-time police officer Cayle Diggins as of November 4, 2022. The motion was seconded by Commissioner Cicardi. On roll call: Commissioners Cicardi, Hicks, Peradotta, Stotlar and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

ORDINANCE NO. O-2022-21 AUTHORIZING THE CITY OF PINCKNEYVILLE TO ACCEPT A DONATION OF REAL ESTATE FROM MURPHY-WALL STATE BANK AND TRUST COMPANY
Mayor Spencer presented Ordinance No. O-2022-21, an ordinance authorizing the City of Pinckneyville to accept a donation of real estate from Murphy-Wall State Bank and Trust Company. He stated the property, which is in bad condition, is located at 301 East Chester Street, and the City intends to tear the building down. Commissioner Peradotta made a motion to approve Ordinance No. O-2022-21. Commissioner Hicks seconded the motion. On roll call: Commissioners Cicardi, Hicks, Peradotta, Stotlar and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

Mayor Spencer introduced Ordinance No. O-2022-22, an ordinance to be placed on file, authorizing the City of Pinckneyville to enter into a purchase contract for the real property sold at the 2022 Perry County Tax Sale – 707 Belle Avenue. He stated the tax sale amount is $828.00. City Attorney Don Bigham stated the contract will request the title to be up-to-date. Commissioner Peradotta made a motion to place on file Ordinance No. O-2022-22. The motion was seconded by Commissioner Hicks. On roll call: Commissioners Cicardi, Hicks, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

PUBLIC COMMENT
Tara Conner, owner of Sweet Leona’s, stated there is a group of citizens wanting to be active in the beautification of Pinckneyville. She said they have a lot of ideas to spruce up the downtown area and requested the Council’s support and cooperation. All council members were in agreement this was a good idea.

Motion by Commissioner Hicks, seconded by Commissioner Cicardi to move the meeting to Executive Session at 6:26 p.m. for the discussion of Section 2 (c) (5) Purchase or lease of real property for the use of the public body.
