City of Red Bud Public Health & Safety Committee met Oct. 17.

Here are the minutes provided by the committee:

Committee Members Present: Rodney Nevois, Curt Guebert, Kyle Donjon, Bill Hanebutt, Mike Rheinecker

Committee Members Absent:

Council Members Present: Ben Schwartzkopf, Jeremy DeMond, Alan Piel

Others Present: Acting Mayor Susan Harbaugh, Police Chief John Brittingham, Admin. Assist. Pam Poetker, Code Administrator Jeff Mueller, City Attorney Paul Ray, City Superintendent Josh Eckart

Others Absent: City Clerk Joanne Cowell

Committee Chairman Hanebutt called the meeting to order at 6:06 P.M.

I. Approval of Prior Month’s Meeting Minutes – September 19, 2022

Recommendation made by Hanebutt, seconded by Nevois to approve the minutes from the September 19, 2022, meeting. Motion Carried.

II. Departmental Activity Report

The monthly department activity report was included in the packets. No questions.

III. Approval to Purchase LPRs

Cameras would be placed at the East and South ends of town. Cameras are already installed on the West and North sides of town that are provided by Monroe County. We would also add a mobile one for the K9 squad car. The LPRs are great for investigations because plates can be entered into the system and officers would be alerted when the camera picks the plate up. The system can also show where the plate has been in the last 90 days. Portion of the funding would come from capital plan, remainder would come from K9 fund. The DEA oversees the program and manages it. If a plate can be read in a neighboring community, it would alert all departments in the area. Life expectancy of the cameras is approximately 5 years.

Officers will prioritize alerts with workload. Donjon commented that he does not want to see un inundated with additional work. Existing cameras have already been working and Red Bud PD has been given alerts by Monroe County when appropriate. There will be an annual cost for SIM cards. We will only have to purchase the insurance if it is not included in the coverage RMA provides. Communities that have them include: Sparta, Randolph County, Monroe County, Waterloo, and Columbia. We do not want to advertise that they are there. Even if people know they are there often they are forgotten about. Officers must have justification to enter a plate into the system. There are policies in place that will cover use of the LPR system.

Recommendation made by Hanebutt, seconded by Guebert to approve the proposal for LPR cameras. Motion Carried.

V. Public Comments/Anything for the Good of the City

Donjon commented that an AED had to be used on someone at Musket fields the weekend prior. He asked who was responsible for the city’s AEDs. Brittingham takes care of the Police Department AEDs. Patty manages the other AEDs in the city to ensure the pads and batteries are not expired and that they are in working order.

Donjon asked if there was one at the ballfields because he doesn’t want it to slip through the cracks. Josh Eckart commented that having one at the ballfields would fall under the responsibility of the RBAA since the Muskets take care of having their own.
