City of Columbia City Council met Sept. 6.

Here are the minutes provided by the council:

A. Call Meeting to Order

Mayor Hill called the City Council of Columbia, Illinois to order at 7:00 PM.

B. Roll Call

Present: Aldermen Niemietz, Roessler, Huch, Holtkamp, Martens, Riddle, Garmer, and Khoury.

Absent: None.

Quorum present.

Administrative Staff present:

City Administrator Douglas Brimm

City Clerk Andrew Hitzemann

City Treasurer Linda Sharp

E. Public Input

J. Donald Henson, Sr. addressed the Council stating he sent an email to the Council on September 5th and has yet to receive a reply. Mr. Henson explained since he heard nothing back, he drafted an additional letter and provided it to the Council prior to the meeting.

G. Comments & Announcements - Aldermen

Alderman Niemietz thanked the Public Works Department and Baxmeyer Construction on the huge success of the Quarry Road roundabout project.

I. Consent Agenda

City Clerk Hitzemann read the Consent Agenda.

2. Motion to Approve Closed Session Minutes of the August 15, 2022 Regular City Council Meeting

3. Motion to Approve Payment of Vouchers for the Period of August 12, 2022 through September 1, 2022, Totaling $173,386.71

4. Resolution No. 2022-20 Approving a Plat of Survey and Land Transfer from Parcel #04- 16-482-003-000 to Parcel #04-16-482-005-000 in the City of Columbia, Illinois

Mayor Hill inquired if the Council wished to remove any items prior to a motion. There were none.

Motion:

It was moved by Alderman Huch, and seconded by Alderman Martens, to approve the Consent Agenda as read .

Motion Passed.

J. Unfinished Business

1. Ordinance No. 3620 Granting a Special Use Permit to Allow a Fast Food Restaurant with a Drive-Through Window on Property Zoned C-2 General Business Located at 150 Veterans Parkway

Motion:

2. It was moved by Alderman Niemietz, and seconded by Alderman Garmer, to pass and approve Ordinance No. 3620, an Ordinance Granting a Special Use Permit to Allow a Fast Food Restaurant with a Drive-Through Window on Property Zoned C-2 General Business Located at 150 Veterans Parkway.

Motion Passed.

3. Motion to Approve an Engineering Agreement with Gonzalez Companies, LLC for the Old Route 3 & Veterans Parkway Resurfacing Project

Motion:

It was moved by Alderman Garmer, and seconded by Alderman Martens, to approve an Engineering Agreement with Gonzalez Companies, LLC for the Old Route 3 & Veterans Parkway Resurfacing Project.

Motion Passed.

4. Discussion of 2022 Leaf Collection Program

City Administrator Doug Brimm explained the City recently had a meeting with the IEPA Bureau of Land to review the City's Plan for the 2022 leaf collection program. Mr. Brimm mentioned the City has an upcoming meeting with the IEPA Bureau of Water as well.

Mr. Brimm stated during the meeting, no concerns were expressed by the Bureau of Land with the City's plan to distribute mulched leaf debris on City-owned property located at 2577 Bottom Road. Mr. Brimm reported after the Bureau of Water meeting, the IEPA will provide a letter providing feedback to the City.

K. New Business

1. Motion to Award 2022 Concrete Replacement Program to Henke Excavating, Inc. in the Amount of $100,865.00

City Engineer Chris Smith explained the 2022 Concrete Replacement Program will focus on Veteran's Parkway, Rueck Road, and other miscellaneous areas.

Motion:

It was moved by Alderman Niemietz, and seconded by Alderman Garmer, to Award 2022 Concrete Replacement Program to Henke Excavating, Inc. in the Amount of $100,865.00.

Motion Passed.

2. Discussion of a Special use Permit Application to Allow a Recreational Sports Complex on Property Zoned CP Commercial Park Located in the 400 Block of DD Road

Mayor Hill invited the applicant to review the Special use Permit Application. Jason Glover explained the St. Louis Steamers youth soccer club proposes to construct and operate a youth recreational sports complex in the 400 block of DD Rd., which is at the intersection of Bluff Road. The property is in the CP Commercial Park zoning district, which requires "sports teams or clubs" to be approved as a special use. Mr. Glover explained he wishes to expand the complex to host more varieties of sports and host a food court.

Alderman Garmer expressed his concern with the intersection of Bluff Road since there are frequent crashes there.

Director of Community Development Scott Dunakey explained the Plan Commission approved a motion to adopt the above findings and recommend approval of the requested special use permit. Mr. Dunakey stated an ordinance will be presented at the September 19, 2022 Council meeting for consideration.

L. Closed Session

Mayor Hill informed the Council that he would entertain a motion to go into Closed Session to discuss 5 ILCS 120/2{c)(S) Purchase or Lease of Real Property for Use of the Public Body.

Motion:

It was moved by Alderman Garmer, and seconded by Alderman Niemietz, to direct the Mayor to go into Closed Session at 7:47 PM to 5 ILCS 120/2{c)(S) Purchase or Lease of Real Property for Use of the Public Body

Motion Passed.

Mayor Hill called the Regular Session of the City Council back to order at 8:07 PM. Upon return to Regular Session, Aldermen Niemietz, Roessler, Huch, Holtkamp, Martens, Riddle, Garmer, Khoury, and Mayor Hill were present.

M. Announcements

City Clerk Hitzemann announced the 2023 Election petition packets for aldermanic wards 1-4 were available to pick up at the Clerk's office.

N. Adjournment

Motion:

It was moved by Alderman Khoury, and seconded by Alderman Holtkamp, to adjourn the Regular City Council meeting held Tuesday, September 06, 2022 at 8:07 PM.

Motion Passed.
